The European Union (EU) has recently become the most active conflict manager, currently deploying more operations than any other organisation. There has been a total of 13 operations of military nature from 2003 to 2019, deployed in Europe and in Africa. The discourse at the level of the European Union emphasizes not only the security of its members but also the importance of humanitarian norms. Do these norms drive the deployment of EU’s military operations? There is literature that recognizes the relevance of norms, suggesting that these factors may indirectly or even directly have a driving impact. On the contrary, I suggest that there is no normative driving impact. To be precise, I argue that power distribution and exposure to conflicts are the fundamental conditions driving the deployment of military operations by the EU.

AbstractThe European Union’s military operations represent and essential vector in implementing the priorities of the Joint Africa-EU Strategy that was signed in 2007, as an official acknowledgement of the geographical, historical and cultural relations between the two continents. In its’ pursuing of a strengthened profile in the EU, Romania has been a constant contributor to such military initiatives. Therefore, in this paper we review the national contribution to the ongoing military operations conducted by the European Union in Africa, presenting and analysing relevant data regarding the deployment of Romanian troops in such faraway regions.

Against the backdrop of China's assertive policies in the South China Sea, the present study evaluates how Vietnam has sought to mitigate the increasingly unequal regional power distribution vis-à-vis China. It argues that Vietnam tends to cope with China mainly by engaging itself in hedging strategies on the basis of diversified and strong relationships with different players. Appraising the roles of Russia and the European Union (EU), the study analyzes the pay-offs of Vietnam's military hedging with Russia and its economic hedging with the EU.

SOCIETY OF THE 21ST CENTURY AGAINST THE THREAT OF ISLAMIC TERRORISMThe subject matter includes the issue of transformation in the consciousness of the societies of European Union countries, but also communities in other areas of the world, perception of the phenomenon of migration to the territories of native countries, mainly in the European Union. The period of rapid socio-political changes in Islamic states, as well as the outbreak of civil war in 2011 in Syria, was the largest stimulator of migration movements from the Middle East, especially those covered by military operations in Europe. Hundreds of thousands of migrants continued to reach EU countries. Germany widely opened the door of its state and accepted the largest number of migrants. Some countries, such as Poland or Hungary, refused to accept migrants from countries with an Islamic origin. Migration on such a mass scale caused many social problems. The perceived sense of security of the community has deteriorated considerably in the EU countries where the most migrants came. The decline in the sense of security included areas not only of safety for life and health, but also concerns about reducing the level of social status or increasing unemployment. However, the biggest threat to the community of the EU countries, and many other countries in the world was ahuge increase in terrorist attacks, where the attackers came from orthodox Islamist groups. It should be added that the majority of migrants were Muslims. Another phenomenon also affecting the reduction of the level of perceptible security of European societies was the reactivation of political groups that in their ideologies presented the slogans of populism, nationalism, racism, or even fascism. There has been a clear polarization of Western societies, where until now they were arefuge of democracy, tolerance and values for which they fought for years. Undoubtedly, the politics of Erdogan, the president of Turkey, and the president of Russia, Putin, also influencedthestate of security of societies, and tried to influence EU decisions with their actions. Russia, let the annexation of Crimea and activities in Ukraine be left in peace, and Turkey, to force the EU to acceleratethe admission of this country to the EU. Also calling up the so-called Islamic state posed a huge threat to the security of the communities of European Union countries with attacks inspired by this terrorist group.

This chapter discusses military headquarters in the context of three key regions. These are: the African Union, the European Union, and the Commonwealth of Independent States (CIS). In the first case, the very idea of Pan-African collective military cooperation is a newly developing norm—one that requires further improvements and academic study. Meanwhile, EU military operations have been planned and conducted according to rules and by structures established as the EU security policy was defined in the late 1990s and early 2000s. Finally, the CIS signed the Charter of the Collective Security Treaty Organization (CSTO) to implement military-related authority of the Organization.

This article is devoted to the basic principles, stages and features of the formation of a new type of armed forces in the European Union – the pan-European army of the EU. It is noted that over the entire period of its existence, the European Union has not been able to form its own army, although attempts to implement this project have been made repeatedly – in 1999, 2003, 2004, and possibly in 2018 (in connection with the implementation of the EU program of ongoing structured cooperation PESCO). Initially, the European army was supposed to be equipped with units of all combat arms (from aviation to naval ships); its number at the initial stage should have been at least 50–60 thousands military personnel (then it was planned to increase its number to one hundred and even one hundred and fifty thousand people). However, to date, all that the EU has to intervene in armed conflicts is the multinational EU rapid reaction force, consisting of several battalion tactical groups of 1,500 persons each. These forces showed themselves quite well during the EU military operations in the Balkans, the Middle East and Africa (Somalia, Mali, Democratic Republic of the Congo, Sudan, Central African Republic), but they are clearly not in the full-fledged army of the European Union or even its core pulling. To compensate for these shortcomings, the PESCO program was launched in March 2018, but after two years of its implementation, the results of this program are rather modest. A good effect was achieved only in the field of «military mobility» (logistics); but on the fulfillment of a number of «obligations» of the countries participating in this program, the European Council does not even have rough information (countries refuse to give it).

When exploring the sources of International Humanitarian Law (IHL) obligations of multinational peacekeeping forces, legal scholars have thus far focused mainly on the UN (and, to a lesser extent, NATO), whilst other organizations have remained largely in the shadows. Whereas the UN Secretary-General's Bulletin on the Observance by UN Forces of International Humanitarian Law has been widely debated and extensively investigated, little or no attention has been paid to self-regulatory solutions adopted by other international and regional organizations.This Article focuses on the European Union (EU), holding that this regional organization—by virtue of its sui generis nature and of its increasing engagement in the field of crisis management—can be regarded as one of the most interesting newcomers to the realm of jus in bello. More specifically, it looks at the EU's internal legal order with a view to verifying whether and to what extent it may complement customary IHL in regulating the conduct of the EU as a military actor. The Article surveys the primary and secondary sources of EU legislation which may prima facie spell out obligations for the EU-led troops engaged in European Security and Defence Policy military operations. Finally, the Article seeks to draw some broader conclusions on the nature of the relationship between EU law and IHL, as well as on the complementarity and inherent normative value of their sources.

The authors of this article are focusing on the role of the European Union in managing the crisis that occurred at its Eastern borders. The political conflict in Ukraine, which we have witnessed since 2013, entered a military phase. The European Union, in its sense of responsibility for shaping security at its borders, should have reacted adequately to circumstances. The implementation of the EU crisis response process occurred gradually, using, above all, diplomatic sources of crisis solving. All the same, despite the military capabilities for conflict management, the European Union did not decide to use them for shaping security in the Eastern part of Ukraine. The authors have attempted to describe the involvement of the European Union bodies in this process and to evaluate its effectiveness.In assessing such a critical but also sensitive area that is shaping security, it is important to remember about the limitations of the European Union as an organization consisting of sovereign states functioning in the international environment.The European Union, in its actions, needs to rely on the consensus of the variety of national interests of the member states as well as the credibility in implementing universal values, which the organization commonly declares and promotes among the international community.

The article deals with economic sanctions and their impact on the state and prospects of the neighboring partner economies - the European Union (EU) and Russia. It provides comparisons of current data with that of the year 2013 (before sanctions) to demonstrate the impact of sanctions on both sides. Despite the fact that Russia remains the EU’s key partner, it came out of the first three partners of the EU. The current economic recession is caused by different reasons, not only by sanctions. Both the EU and Russia have internal problems, which the sanctions confrontation only exacerbates. The article emphasizes the need for a speedy restoration of cooperation.

Subject. Foreign economic and trade ties among countries are getting tighter and less predictable in the early 21st century. This directly stems from a growing disparity of partners, especially if it goes about their future cooperation as part of integration groups or international organizations. Communities of experts suggest using various approaches to locally adjusting integration phases, especially implementing the two-speed integration in the European Union. Objectives. The study is an attempt to examine an improvement of foreign economic cooperation and suggest its implementation steps for the European Union. This all is due to considerable inner controversies and problems within the EU, which grow more serious year by year. Methods. The methodological framework comprises the historical logic, dialectical principles, scientific abstraction method. The process and system approach was especially important for justifying the implementation of the above steps. It was used to examine foreign economic relations of partners in the European Union. Results. The article sets forth the theoretical and methodological framework for the geostrategic economic bloc, including a conceptual structure model. I present steps to implement a foreign economic cooperation of partners in the EU in terms of its form. Conclusions and Relevance. Should the form of the foreign economic relations among the EU countries be implemented, counties at the periphery of the EU will be able to become active parties to the integration group.

Subject. The article considers the concept of circular economy, which has originated relatively recently in the academic literature, and is now increasingly recognized in many countries at the national level. In the European Union, the transition to circular economy is viewed as an opportunity to improve competitiveness of the European Union, protect businesses from resource shortages and fluctuating prices for raw materials and supplies, and a way to increase employment and innovation. Objectives. The aim of the study is to analyze the incentives developed by the European Commission for moving to circular economy, and to assess their effectiveness on the basis of statistical analysis. Methods. I employ general scientific methods of research. Results. The analysis of the EU Action Plan for the Circular Economy enabled to conclude that the results of the recent research in circular economy barriers, eco-innovation, technology and infrastructure were successfully integrated into the framework of this document. Understanding the root causes holding back the circular economy development and the balanced combination of economic and administrative incentives strengthened the Action Plan, and it contributed to the circular economy development in the EU. Conclusions. The measures to stimulate the development of the circular economy proposed in the European Action Plan can be viewed as a prototype for designing similar strategies in other countries, including Russia. Meanwhile, a more detailed analysis of barriers to the circular economy at the level of individual countries and regions is needed.
