This paper deals with musical noise result from perceptual speech enhancement type algorithms and especially wiener filtering. Although perceptual speech enhancement methods perform better than the non perceptual methods, most of them still return annoying residual musical noise. This is due to the fact that if only noise above the noise masking threshold is filtered then noise below the noise masking threshold can become audible if its maskers are filtered. It can affect the performance of perceptual speech enhancement method that process audible noise only. In order to overcome this drawback here proposed a new speech enhancement technique. It aims to improve the quality of the enhanced speech signal provided by perceptual wiener filtering by controlling the latter via a second filter regarded as a psychoacoustically motivated weighting factor. The simulation results shows that the performance is improved compared to other perceptual speech enhancement methods

Handling of emergency calls in wireless cellular networks is one of the major issues. The main objective here is to improve quality of service by efficient channel utilization. In this paper, a new scheme called probabilistic emergency prioritization scheme (PEPS) is proposed which provides highest priority for emergency calls. The proposed method minimizes the dropping or blocking of emergency calls even if the number of emergency calls are more than 25% of the calls. Monte Carlo simulation results show that the proposed scheme works better than the existing adaptive probabilistic scheduling scheme (APS).

A method based on Dual-Tree Complex Wavelet Transform (DT-CWT) was proposed for enhancing the images. By taking into account the non-Gaussian probability distribution and the statistical dependencies among wavelet coefficients of some signals, and by taking advantage of near shift-invariance of DT-CWT, it can obtain higher signal-to-noise ratio (SNR) than common wavelet denoising methods. The simulation results show that the proposed method is better than the traditional methods. It has a good enhancement performance which can improve the details of the image automatically.

How to select a target network meeting the needs of Quality of Service (QoS) guarantee in heterogeneous network environment has become a research hotspot. In this paper, a novel differentiate weight algorithm on heterogeneous network selection is proposed. As regard of the different needs of QoS for each class of traffic in heterogeneous network, the QoS parameter weight for each class of traffic is calculated by G1 method, and then the target network is selected by technique for order preference by similarity to ideal solution (TOPSIS). At last, simulation results show that the algorithm proposed in this paper is better than average weight algorithm on selecting target network reasonably and balancing network loads.

Abstract. To enhance extreme corrupted speech signals, an Improved Psychoacoustically Motivated Spectral Weighting Rule (IPMSWR) is proposed, that controls the predefined residual noise level by a time-frequency dependent parameter. Unlike conventional Psychoacoustically Motivated Spectral Weighting Rules (PMSWR), the level of the residual noise is here varied throughout the enhanced speech based on the discrimination between the regions with speech presence and speech absence by means of segmental SNR within critical bands. Controlling in such a way the level of the residual noise in the noise only region avoids the unpleasant residual noise perceived at very low SNRs. To derive the gain coefficients, the computation of the masking curve and the estimation of the corrupting noise power are required. Since the clean speech is generally not available for a single channel speech enhancement technique, the rough clean speech components needed to compute the masking curve are here obtained using advanced spectral subtraction techniques. To estimate the corrupting noise, a new technique is employed, that relies on the noise power estimation using rapid adaptation and recursive smoothing principles. The performances of the proposed approach are objectively and subjectively compared to the conventional approaches to highlight the aforementioned improvement.

When the photos are taken in low light condition, the quality of the results will not meet their expectation. Image Enhancement method can be used to enhance the quality of the photos taken in low light condition. One of the algorithms used is called Histogram Equalization (HE), that works using Histogram basis. The superiority of HE algorithm in enhancing the quality of the photos taken in low light condition is the simplicity of the algorithm itself and it does not need a high specification device for the algorithm to run. One variant of HE algorithm is Contrast Limited Adaptive Histogram Equalization (CLAHE). This paper shows the implementation of HE algorithm and its performance in enhancing the quality of photos taken in low light condition on Android based application and the comparison with CLAHE algorithm. The results show that, HE algorithm is better than CLAHE algorithm.

A new speech enhancement method based on bionic wavelet transform is presented here. Voice signals with noise would be bionic wavelet coefficients by bionic wavelet transform, then, the purpose of speech enhancement can be achieved by means of the bionic wavelet coefficients based on the improved correlation function processing. The simulation results show that the method under the condition of various noises is good speech enhancement effect. Keywords: Speech enhancement; BWT; Correlation de-noising

The purpose of this study is (1) to analyze public perception on urban services before and after the expansion of the region, (2) analyze the level of people's satisfaction with urban services, and (3) analyze the determinants of the variables that determine what level of people's satisfaction urban services. This study concluded that first, after the expansion, the quality of urban services in South Tangerang City is better than before. Secondly, however, public satisfaction with the services only reached 48.53% (poor scale). Third, by using a Cartesian Diagram, the second priority that must be addressed are: (1) clarity of service personnel, (2) the discipline of service personnel, (3) responsibility for care workers; (4) the speed of service, (5) the ability of officers services, (6) obtain justice services, and (7) the courtesy and hospitality workers.
