Mobile TV is a generalized term used for the technologies through which all the TV channels can be seen on our mobile phone. Using their mobile TV phone, people could enjoy real-time news, sports, weather forecasts and live entertainments in a fast-moving car, outdoors, and anywhere. Technologies are classified in Cellular and Broadcast. Cellular Network includes 3G, MBMS and TDtv. Broadcast services includes 1Seg, DMB, DVB-H and MediaFLO. Few platforms which provide this technology are Alcatel's Unlimited Mobile TV, Bharti Telesoft’s VDP, CyberLink Mobile TV Solution etc.

IEEE 802.16e-2005 teknologi mobile WiMAX merupakan salah satu alternatif yang dapat memberikan datarate 15 Mbps yang lebih baik daripada teknologi 3G, WLAN, dan lain-lain. Mobile WiMAX juga memberikan cakupan area yang luas. Oleh karena itu, WiMAX mampu memberikan layanan berbagai macam aplikasi multimedia seperti VoIP, IPTV, Video conferencing. dan aplikasi real-time lainnya. Selain itu, Mobile WiMAX juga mendukung mobility secara portable, mobile, dan nomadic. Saat ini IPTV muncul pada mobile phone, yang dinamakan mobile TV dimana layanan IPTV akan dapat diakses dalam keadaan bergerak. Hal itu membutuhkan suatu teknologi yang mendukung mobility namun tetap dapat menerima layanan IPTV dengan baik. Teknologi mobile WiMAX adalah teknologi yang cocok untuk mendukung layanan IPTV khususnya untuk user yang sedang bergerak. Akibat dari user yang bergerak maka memungkinkan user tersebut melakukan handover. Penelitian ini menganalisis parameter unjuk kerja yang mempengaruhi pada mobile TV saat user melakukan  handover  pada jaringan mobile WiMAX seperti jitter, end to end delay, throughput, handover delay dengan skenario perbedaan kecepatan dan perubahan jumlah user dalam satu cakupan area. Berdasarkan hasil simulasi untuk skenario perbedaan kecepatan (maksimum 100 km/jam) diperoleh nilai end to end delay sebesar 23.234 ms, jitter sebesar 0.047 ms, throughput sebesar 637.723 Kbps. Sedangkan skenario jumlah user diperoleh nilai end to end delay 27.218 ms, jitter sebesar 0.057 ms, throughput sebesar 558.881 Kbps. Hasil dari kedua skenario menunjukkan bahwa saat kecepatan dan jumlah user naik maka parameter kualitas layanan turun namun masih memenuhi syarat kualitas layanan Mobile TV (IPTV).

With the rapid development of smart-phone applications, how to make the ordering process via smart-phones more convenient and intelligent has become a hotspot. This paper puts forward a method of restaurant dish recommendation relying on position information and association rules. In addition, this paper has designed and developed a restaurant recommendation system based on mobile phone. The system would fetch the real-time location information via smart-phones, and provide customers personalized restaurant and dish recommendation service. According to the related applications, this system can successfully recommend the related restaurants and food information to customers.

A cross-sectional study was conducted in March 2016 to assess the need of mobile phone technologies for health surveillance and interventions in Benin. Questionnaires were administered to 130 individuals comprising 25 medical professionals, 33 veterinarians, and 72 respondents from the public. All respondents possess cell phones and 75%, 84%, and 100% of the public, medical professionals, and veterinarians, respectively, generally use them for medical purposes. 75% of respondents including 68% of medics, 84.8% of veterinarians, and 72.2% of the public acknowledged that the current surveillance systems are ineffective and do not capture and share real-time information. More than 92% of the all respondents confirmed that mobile phones have the potential to improve health surveillance in the country. All respondents reported adhering to a nascent project of mobile phone-based health surveillance and confirmed that there is no existing similar approach in the country. The most preferred methods by all respondents for effective implementation of such platform are phone calls (96.92%) followed by SMS (49.23%) and smart phone digital forms (41.53%). This study revealed urgent needs of mobile phone technologies for health surveillance and interventions in Benin for real-time surveillance and efficient disease prevention.

This article explores an overlooked aspect of the 'resilience of pastoralism' in crises through an ethnographic case study of a series of conflicts between the Samburu and the Pokot in Kenya that erupted in 2004. Emery Roe's concepts of reliability professionals and real-time management of pastoralists are utilised as theoretical frameworks for this study. It was observed that the 'logic of high input variance matched by high process variance to ensure low and stable output variance' occurred through the formation of clustered settlements and an inter-ethnic mobile phone network. This case illustrates how pastoralists endured the conflict as reliability professionals.

Abstract To realize the promise of improved predictions of hazardous weather such as flash floods, wind storms, fog, and poor air quality from high-resolution mesoscale models, the forecast models must be initialized with an accurate representation of the current state of the atmosphere, but the lowest few kilometers are hardly accessible by satellite, especially in dynamically active conditions. We report on recent European developments in the exploitation of existing ground-based profiling instruments so that they are networked and able to send data in real time to forecast centers. The three classes of instruments are i) automatic lidars and ceilometers providing backscatter profiles of clouds, aerosols, dust, fog, and volcanic ash, the last two being especially important for air traffic control; ii) Doppler wind lidars deriving profiles of wind, turbulence, wind shear, wind gusts, and low-level jets; and iii) microwave radiometers estimating profiles of temperature and humidity in nearly all weather conditions. The project includes collaboration from 22 European countries and 15 European national weather services, which involves the implementation of common operating procedures, instrument calibrations, data formats, and retrieval algorithms. Currently, data from 265 ceilometers in 19 countries are being distributed in near–real time to national weather forecast centers; this should soon rise to many hundreds. One wind lidar is currently delivering real time data rising to 5 by the end of 2019, and the plan is to incorporate radiometers in 2020. Initial data assimilation tests indicate a positive impact of the new data.

During the 1980s the proliferation of new technologies transformed the potential of the news media to provide a constant flow of global real-time news. Tiananmen Square and the collapse of communism symbolised by the fall of the Berlin Wall became major media events communicated to Western audiences instantaneously via TV news media. By the end of the decade the question was being asked as to what extent this ‘media pervasiveness’ had impacted upon government – particularly the process of foreign policy making. The new technologies appeared to reduce the scope for calm deliberation over policy, forcing policy-makers to respond to whatever issue journalists focused on. This perception was in turn reinforced by the end of the bipolar order and what many viewed as the collapse of the old anti-communist consensus which – it was argued – had led to the creation of an ideological bond uniting policy makers and journalists. Released from the ‘prism of the Cold War’ journalists were, it was presumed, freer not just to cover the stories they wanted but to criticise US foreign policy as well. The phrase ‘CNN effect’ encapsulated the idea that real-time communications technology could provoke major responses from domestic audiences and political elites to global events.
