Adherence to mask wearing on public transport during the COVID-19 pandemic and influential factors: the case of Hanoi

In response to little known about the use of face masks for public transport passengers in developing countries, this study investigates the prevalence of using masks and using masks correctly together with influential factors. Using 570-passenger data collected on the whole bus network from 7 September to 3 October 2020 in Hanoi, the authors found that 100% of users wore masks; however, about 11% failed to wear masks correctly. As regards factors, passengers who are old, rarely ride by bus, take heavy luggage, travel with other(s) were more likely to use masks incorrectly. Having a health issue encouraged the correct use of masks. Attitudes towards the COVID-19 were significant factors. The higher levels of agreement with the acute danger of COVID-19 and the risk of infection from the public were involved in the higher likelihood of the correct mask wearing. Notably, over time with no community transmission of the coronavirus, the likelihood of incorrect use of masks was more inclined to increase. To address the wrong utilization of masks on buses, the role of ticket conductors in reminding and asking users using masks incorrectly should be enhanced. Additionally, authorities should issue messages and implement campaigns to encourage citizens to wear in public spaces on a regular basis, particularly when the adherence reduces over the time without community transmission of COVID-19. Although not covering all aspects representing the incorrect mask wearing, this study is one the first research on the incorrect use of masks, thus extending the literature on how public transport users respond the effects of COVID-19.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

<p>Na presente contribuição, analisa-se a experiência britânica de desregulamentação do transporte publico de passageiro. Inicialmente, retomam-se as discussões que colocaram em questão o padrão comum de envolvimento do Estado nesses serviços, que é de regulamentá-lo fortemente, subsidiá-lo e até de operá-lo. Descrevem-se as medidas colocadas em prática pelo governo britânico para reintroduzir a pura lógica de mercado no setor, assim como as justificativas por ele declaradas. Em seguida, são resumidas as avaliações por parte de diversas fontes, da dita experiência, sendo esse resumo sistematizado nos submodos transporte urbano, transporte rodoviário interurbano e transporte rural. Após esse relato, retoma-se o confronto de discussões, desta vez das realizadas depois da implantação do processo. Por fim, a luz dessas análises e a título de conclusão, algumas indagações sobre a estrutura econômica e institucional do setor de transporte publico são colocadas pelo autor.</p><p><strong>Abstract:</strong></p><p>In the present contribution, the British public passenger transport deregulation experience is analyzed. Initially, the discussions which put into question the common role of State with respect to these services (strong regulation, subsidies and even direct operation by government) are resumed. The measures taken by the British Government in order to reintroduce market orientation into the sector and also their justifications are then described. In a further section, the evaluations made by several studies on deregulation experience are systemized with respect to urban, intercity rural transport. After this description, the opinions and positions put after the ion of the deregulation experiation are resumed. Finally and conclusively, the author puts some questions on the economic and institutional structure of the public transport sector.</p>

The biggest threat that results in the project not being successful is failure to build a stakeholder project. Based on research on construction projects in developing countries, the lack of communication among workers due to cultural uniformity and the uniqueness of their respective regions can become work constraints that can affect implementation performance and productivity, namely, there is a 69.61% decrease in time performance. The main objective of this research is to analyze the role of communication management in improving the performance of construction project managers in developing countries, particularly the role of construction managers in implementing a construction project. This research uses a qualitative approach and a case study method. Sampling using purposive sampling. Forum Group Discussion to see how the opinions of construction project managers in Indonesia view the importance of communication management in the success of construction projects. The study results explain that the need for Public Relations Infrastructure management plays a role in ensuring various policies and communication to the public. This is a reflection of the effective function of public relations in the implementation of infrastructure development. In carrying out the construction, the construction project manager must pay attention to communication dynamics to support the success of infrastructure development projects. Contractors and other parties involved in infrastructure development must raise awareness of the essence of effective communication in fostering trust in the public concerned with infrastructure development.

This chapter attempts to draw on the analysis of seven decades of data and evidence from Palanpur to indicate some predictions for the future. It suggests that all-India trends of expanding non-farm, informal, employment will continue to exert an influence in Palanpur. The central role of caste and landholding in driving distributional outcomes is predicted to gradually diminish over time. However, a critical question relates to the potential role that the currently high, and rising, inequality might play in locking-in the forces that perpetuate inequality. The chapter argues that there is an intense need for improvement in the public supply of education and health services. Given the still weak state of education outcomes and also still poorly developed availability of financial services, it argues that for the foreseeable future entrepreneurship will continue to draw primarily on households’ own resources and initiative.

Many analyses of long-term development neglect the importance of formal and informal political and economic institutions in developing countries. This chapter discusses the nature of such institutions, their endogeneity and persistence over time as well as their impact on growth, inequality, and political stability. The chapter places particular attention on the institutions that build the market and facilitate economic exchange, and on the public organizations mandated with their enforcement. It then discusses their impact on growth and macroeconomic stability as well as the role played by informal institutions in developing countries where formal institutions are often perceived as a costly obstacle to economic development.

Purpose – This study aims to explore the role of knowledge management practices in supporting current and emerging passengers’ and customer needs, aiming to create value. Specifically, the research examines the importance of customer-centred knowledge management in the delivery of innovative services and practices in the public transport sector, promoting the role of interactions between mobility stakeholders and travellers. Design/methodology/approach – A theoretical framework is developed and supported by the background literature on customer-centric knowledge management approaches, business model innovation, as well as on inter-organisational and network co-operations. Findings – Results show that the development of sustainable innovation and technologies in the transport sector requires knowledge management practices, which enable the access to knowledge about users’ needs, the mapping and evaluation of innovative knowledge, the promotion of knowledge-based innovation through collective approaches, as well as the acquisition and integration of new knowledge. Research limitations/implications – The conceptual framework developed in the paper remains limited to a theoretical understanding. Further research should empirically examine knowledge issues related to the intangible character and intellectual capital intensiveness of innovation in the transport sector. Practical implications – Researchers, public transport companies and public transport authorities are expected to benefit from this research, by developing mechanisms for customer-centred knowledge management, which is found to lead to innovative services and practices in the public transport sector. Another practical implication regards the adoption of knowledge management practices, leading to technological innovations in public transport, and advancing the level of sustainability in transport systems. Originality/value – The originality of this study lies in the development of a customer-focussed knowledge management framework, which provides a novel perspective of value creation in an attempt to engage researchers and practitioners from the transport industry in the conceptualisation and development of innovative solutions.

Public Transport has been seen since ages as the most environmentally sustainable mode of transport. The users of public transport are diverse and have different socio-economic character. Hence the public transport which is not only supposed to be environmentally sustainable but also envisaged to ensure equity amongst various stakeholders of society like the females, elderly and other vulnerable groups through its service. Gender in binary terms of being differentiated based on men and women is a social construct. Public transport systems in developing countries like India witness socio-cultural factors that shape the experience of women in public spaces by social norms extant in society. Along with this, gender-based issues related to public transport are social and behavioural shortcomings as a consequence of a lack of gender sensitivity. On similar lines, elderly have a negative experience involving safety threats, physical and psychological discomfort while accessing public transport systems. The literature published regarding such issues on the gender and elderly question in public transport systems have been studied and has been brought forth under a stand- alone narrative literature review. A literature review is a prerequisite to conducting either stand-alone reviews or as a preliminary study to be supported with quantitative or qualitative analysis. Here, a stand-alone literature review concerning issues in the public transport system in India has been performed. A narrative type of review is conducted to provide an overview of pre- existing published literature. Narrative overviews are useful educational articles as they help present a broad perspective on a topic and often define the development of a problem and/or ways to manage it. The semi-systematic or narrative-review approach is designed for topics that have been theorized differently and studied within diverse disciplines making it unfavourable to study under a full systematic-review process which majorly caters to reviewing quantitative researches. As narrative-styled literature reviews prefer a semi- systematic data collection method, utmost care has been taken to include perspectives from diverse disciplines. The scope of this review is restricted to summarizing the Indian policies, schemes of public transport in light of socio-equity consideration while narrowing the inherent discrepancies within the socio-cultural ethos of the Indian society which influences socio-equity consideration in public spaces in general and the modes of public transport in particular. Research articles from electronic databases were selected based on relevance to understand the issues this viewpoint, their essential findings and possible recommendations are formulated to provide a comprehensive summary of previous researches.
