This study aims to analyze and examine strategies for improving the quality of public services at the Ministry of Agrarian Affairs and the National Land Agency of North Luwu Regency. The method is qualitative research with data collection techniques in this study include interviews and observations. The data analysis process used an interactive model analysis with data analysis including data reduction, data presentation, and conclusion drawing. The results show obstacles in implementing strategies for improving the quality of land services, including the capacity and capability of the apparatus personnel who are not yet fully capable of carrying out service functions based on predetermined SOPs, including the lack of human resources who have expertise in land affairs. Apart from that, the support for facilities and infrastructure which greatly supports the implementation of land service functions in the field is still very limited. The cultural strategy that needs to be put forward is how to build a work culture that is flexible and sensitive to the needs of land service users. This is considered important, given the complexity of problems surrounding land administration management, which is still a major problem and is in the public spotlight. The facts that the researchers found in the field prove that land problems, especially those related to the work culture of land service officials, are still a matter of concern for people who use land services.

The purpose of this study is to describe and analyze the performance of personnel in the public service in the Office of Financial Management and Asset Kutai Barat. The analysis used in this research is the data analysis interactive model by three (3) lines of activities occurring simultaneously, namely condensation, data presentation and conclusion/verification. The study concluded that the performance of the apparatus in an effort to improve the service has been good, although not optimal, however the services provided have shown progress, this is due to several things: the ability to use working hours in efektf, the quality of the work produced then the responsiveness of employees is good enough.Keyword: apparatur performance, service, management

This study aims to analyze and explain the quality of public services at Tomohon Municipal Market Agency. The research method used a qualitative approach and informants as data sources were determined by purposive (purposive sampling) and snowball sampling. Data was collected through interview, observation, and documents. Data analysis is an interactive qualitative analysis with data analysis activities, which are data reduction, data presentation, and drawing conclusions or verification. The results showed that the public service quality of Tomohon Municipal Market Agency responded by the community as service recipients, traders or sellers and visitors of Tomohon Beriman Market was not satisfactory. This response is based on an assessment of 4 out of the 5 dimensions used to analyze and measure service quality, (1) physical aspects (tangibles), (2) dimensions of awareness or desire to help the community or customers and provide fast service, (3) dimensions of politeness, trust, and respect for consumers, and (4) dimensions of approaching, and trying to determine consumers’ wants and needs have not been implemented properly, excluding for dimension (5) the ability to provide services appropriately and correctly has shown the professionalism expected in carrying out its services.

THE APPLICATION OF GOOD GOVERNANCE IN PUBLIC SERVICES (Study on the Quality of Electronic Services of Good Governance Identity Card in Sukolilo District Surabaya). The principles of good governance is the government whether it is done in the government in the implementation of the public service. So this research aims to determine and analyze the value of the application of good governance and also knowing and analyzing yhe value of the quality of public service in the Sukolilo in Surabaya. The gathering data carried out by using interviews conducted with the head of the sie the government, as well as questionnaires in the spread of the Sukolilo in Surabaya with the amount of an informant for the 25 people who take care of the sevice E – ID cards, and also use techniques the observation of data – data obtained from the Sukolilo in Surabaya. The data analysis carried out in this study is the reduction of data to select the data according to the research, also the presentation of data with the present data that has been reduced and obtained from the Sukolilo, Surabaya, and also use techniques of pigeons gathered to conclude the data that has been reduced and is served. The results of this that the value of the implementation of the principle of good governance in the service of the E – ID cards in the Sukolilo of Surabaya was enough it’s fine with the value of approximately 21,6 and obtained also the results of this research that the value of the quality of service E – ID cards in the Sukolilo of Surabaya was enough it’s fine with the value of approximately 51. Keywords: good governance, the quality of public service.

In era globalization the state is expected to change for the better, one of them in the service of maintenance of manufacture Electronic Identity Card. In realizing the changes the government is expected to apply the principles of good governance in giving services must oriented to meeting the needs and satisfaction of the people. This research aims to determine the quality of service maintenance of manufacture Electronic Identity Card based on good governance. Data collection was conducted using questionnaires, interviews, and observations in the District Sukolilo Surabaya, questionnaires were distributed to the public as much as 25 informants. Methods for the data analysis is a data reduction, data presentation, and draw conclusions. The results of the study to get a whole that the implementation aspects of good governance to the dimensions of quality of public services have not felt very good satisfaction just people feel good.Keywords: good governance, the quality of service.

Purpose The purpose of this paper is to identify the influence exerted by a quality management system (QMS) under ISO 9001: 2015 on the quality of public services organizations in Mexico. Design/methodology/approach The methodological design was quantitative, explanatory, observational and transversal, for which a sample of 461 public servants from the state of Guanajuato, Mexico was obtained. To test the hypotheses, a structural equation model (SEM) was developed through the statistical software Amos v.21. For the analysis of the data, software SPSS v.21 was used. Regarding the goodness and adjustment indices of the SEM (χ2 = 720.09, df = 320, CFI = 0.933, TLI = 0.926 and RMSEA = 0.05) which, therefore, proved to be acceptable. Findings According to the results obtained through the SEM model, the QMS under ISO 9001: 2015 is positively and significantly influenced tangible aspects (β1 = 0.79, p < 0.01), reliability (β2 = 0.90, p < 0.01), related to response quality (β3 = 0.93, p < 0.01), guarantees (β4 = 0.91, p < 0.01) and empathy (β5 = 0.88, p < 0.01) of the quality related to public services in Mexico. The study’s key contribution is that it discovered that implementing a QMS in accordance with the ISO 9001: 2015 standard has an impact on the quality of public services, with the most influential quality of response. Similarly, the assurance and dependability of service quality turned out to be important in providing public service quality. Research limitations/implications In this paper, the QMS was only evaluated as a variable that intervenes in the process of obtaining quality in public service under the ISO 9001 standard in its 2015 version. In this regard, the results’ trustworthiness is limited to the extent that the findings may be generalized in the state of Guanajuato, Mexico’s public service. As a result, the scientific community is left primarily focused on service quality to promote new future research. Practical implications The ISO 9001: 2015 standard’s QMS is one of the tools for success in both the commercial and government sectors. However, there are practical limitations, which focus on the time during which managers exercise their vision in the public sector: first, the dynamics that managers play in public policy; second, the length of time they have served in public office; and third, the interest of directors of public institutions to improve the quality of service provided by the government. Other practical consequences concern organizational culture and identity, public servant commitment, senior management or secretaries of government, as well as work and training. Originality/value The findings of this paper are important and valuable because they foster knowledge generation in the public sector through the ISO 9000 quality area. A model that permits the adoption and implementation of a QMS based on the ISO 9001: 2015 standard in public organizations that seek to provide quality in their services offered to the user is also presented to the literature. Similarly, the paper is important because there is currently insufficient research focusing on the variables examined in the context of public service in Mexico.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. This study aims to describe Reyog Ponorogo from the historical aspect, the negative stigma that has accompanied its development, and local wisdom that spreads to all its components. This problem is studied using a qualitative approach. Data collection techniques using in-depth interviews with data collection tools is the researcher himself as a key instrument. The data analysis technique used in this research is descriptive analytical with the process of data reduction, data presentation, and conclusion drawing. The findings of this study are as follows; (1) Reyog Obyog is an important and inseparable part of Reyog Ponorogo. In fact, it is very possible that Reyog Obyog is the origin of the Reyog Ponorogo which has developed and is known to the public today; (2) Reyog Obyog performance model which tends to be free, not bound by standards, is performed in the audience and is predominantly filled with entertainment, in its development various negative stigmas have emerged in the community, namely eroticism, drunkenness, and mystical performance rituals; (3) The Reyog Obyog has a great value in the form of a noble life guidance which is strategic enough to be used as a medium for building civilization.

This study aims to determine the public relations strategy of Makassar State University in increasing the positive image of Makassar State University in the community. To find out these objectives, the researchers used a type of qualitative descriptive research. The informants in this study were as many as five people using data collection techniques carried out through observation, interviews and documentation. Data obtained from research results are processed using data analysis techniques consisting of data reduction, data presentation and conclusion drawing. The results showed that Public Relations devised a strategy so that the function could run in accordance with the objectives of Makassar State University, among others, trying to create a conducive climate between institutions and the public in order to do persuasive and educative approaches to the public, trying to create two-way communication by disseminating information from institutions to public parties. educate and provide information, in order to create mutual understanding, respect, understanding and also strive to foster harmonious relations between organizations and various groups, both in and out relations to enhance cooperation. Public Relations seeks to socialize the Makassar State University mission to be accepted or received support from the public / public.

Dynamic development of society, they want the public bureaucracy to be able  to provide the public services more professional, effective, simple, transparent, open, timely, responsive and adaptive. With excellent public service, to build a human quality in the sense  of  increasing  the  capacity  of  individuals  and  communities  to determine actively its own future. Actualization of democratic precepts in the public services delivery in Indonesia starting point on the importance of community participation ranging from formulating criteria for the services, how the delivery   of the services, arranging each engagement, public complaints mechanism set up   by the monitoring and evaluation of the implementation of the public services in order to co-together build a commitment to create quality of the public services. It’s all been contained in the Law 25 of 2009 on Public Services, certainly it has been based on the precepts of the democracy of Pancasila. Rembug of the public services as an actualization of the public services based on the democracy of Pancasila.
