The purpose of this paper is to analyze the economic development and the diversification of the individual regions of the Russian Federation (RF) on the basis of taxonomic indices and a convergence/divergence analysis of five macroeconomic variables, namely registered unemployment rate, investment per capita, gross domestic product (GDP) per capita, wages, and the number of organizations conducting research and development (R&D) per million inhabitants, for the period between 2000 and 2012 (the period was chosen due to lack of data for years 2014, 2015 and 2016 for few regions). The study covers 79 regions, and the data used for the analyses comes from the Russian Statistical. The principal method of analysis is the taxonomic index based on Euclidean metrics. The spatial differentiation in the development of RF regions demonstrates the specific character of the individual regions of Russia. The analysis made leads to the conclusion that the most developed regions in terms of the analyzed variables are of industrial and mining character, while the least developed ones are agricultural in character. The structure of this paper is as follows: the spatial differentiation of macroeconomic variables in RF regions, registered unemployment rate, per capita investment, per capita GDP, wages, and number of organizations conducting R&D activities per million inhabitants is discussed in section 2; the definition of a taxonomic index based on Euclidean metrics is presented in section 3; the analysis of the diversified development of RF regions based on taxonomic indicators is given in section 4, a preliminary convergence/divergence analysis is presented in section 5, while section 6 provides a key conclusions.

The issues of the integration of immigrants in the Russian Federation in 2021 are fundamentally new, if we consider them in the coordinates of the integration crisis, and at the same time, put forward by President Putin V.V. the task of reaching the upward dynamics of the number of Russians, with a persisting pandemic, until 2025. This requires a theoretical rethinking of the conceptual apparatus, not only in relation to the concept of "integration of immigrants". Not only in terms of identifying indicators of this process. But also more broadly — in relation to the definition of the concept of population migration, in general. The article makes a methodological attempt to show that when considering integration, as an integral part, the final, third stage of population migration — adaptation, in accordance with the theory of three stages of population migration, most fully presented in the works of L.L. Rybakovsky, it seems possible more clearly to determine the tasks of the integration policy of the Russian Federation. Since this approach clearly separates the processes of adaptation, integration, arrangement at the stage of settling — in at the place of settling. Gives a clear understanding that integration is the prerogative of only migrants who belong simultaneously to the type of interstate and permanent migration. And only they, objectively, should be the object of integration policy, which should be an integral, integral part of immigration policy. But with its own specific tasks for its object — interstate permanent migrants. Such a methodological approach, to the greatest extent, corresponds to an individual approach to the regulation of the integration process, makes it possible to more effectively use the mechanism of integration contracts to increase the responsibility of the individual and society. Implemented at the local, municipal level, at the same time — the level of self — government in the Russian Federation, such an individual method of integration policy is most consistent with the figurative understanding of integration as a road with oncoming traffic, since it also contributes to an increase in the civic identification of immigrants and national solidarity of society. It implies a targeted mutual determination of rights and obligations.

The current topic of research is touched upon, since there is an increasing trend towards the rejuvenation of juvenile delinquency. We establish that the weakening of family education and supervision, the desire to imitate adults, curiosity, self-affirmation among peers leads a teenager to use alcohol, intoxicating and narcotic substances, which pushes them to the path of a criminal life. We consider issues related to the definition of a juvenile as a criminal legal category, various points of view on the “juvenile” concept, as well as factors that influence the formation of a juvenile’s criminal behavior. We analyze the concept of “legal capacity of juvenile”, which is enshrined in the Civil Code of the Russian Federation. The Criminal Code of the Russian Federation establishes the total age of criminal liability from 16 years old, as well as from 14 years old for committing serious crimes, therefore, juvenile acts as a subject of criminal law relations. We note that the legislator points out the possibility of a juvenile to realize the illegality of his act and bear re-sponsibility for it. We point out that the use of the modern approach is to de-termine the possibility of bringing the child, by virtue of the individual char-acteristics of his upbringing and understanding, to responsibility for antisocial behavior.

This article presents the analysis of decisions of the Constitutional Court of the Russian Federation on electoral rights, upon which the hierarchy of the individual and public interests that are realized in electoral relations rests. The author concludes that the balance of interests established by the Constitutional Court of the Russian Federation is not of a permanent nature. The form of expression and the content of coordination of interests of individuals and society can change depending bodies of constitutional justice to definition of a framework of the adjustable public relations. In case of discrepancy of interests of the state, society and individuals expediency of satisfaction and relevance of their implementation can differ depending on the given circumstances. The hierarchy of individual and public interests built by the Constitutional Court of the Russian Federation, on the one hand, is directed to guarantee subjective electoral rights and, on the other hand, to provide stability of the existing political system in Russia, reproduction and functioning of institutes of power. The absence of the official doctrine which would provide that public interests in the electoral relations represent themselves, complicates the mechanism of their realization, and reduces the opportunity given to subjects of legal relationship by the law to use certain social benefits.

Subject. This article analyzes the changes in poverty of the population of the Russian Federation. Objectives. The article aims to identify macroeconomic variables that will have the most effective impact on reducing poverty in Russia. Methods. For the study, I used the methods of logical, comparative, and statistical analyses. Results. The article presents a list of macroeconomic variables that, according to Western scholars, can influence the incomes of the poorest stratum of society and the number of unemployed in the country. The regression analysis based on the selected variables reveals those ones that have a statistically significant impact on the financial situation of the Russian poor. Relevance. The results obtained can be used by the financial market mega-regulator to make anti-poverty decisions. In addition, the models built can be useful to the executive authorities at various levels for short-term forecasting of the number of unemployed and their income in drawing up regional development plans for the areas.

The paper focuses on the definition of the legal status of the cryptocurrency in the framework of the current Russian legislation. The subject of the research is the principal scientific and practical approaches to determining the object of civil rights and the object of acquisitive crimes in terms of their adaptability to cryptocurrencies. The purposes of the work were the search for a universal algorithm for resolving civil disputes related to the turnover of the crypto currency, and the qualification of the virtual currency theft (fraud). By using historical, comparative legal and dialectical methods as well as the content analysis method parallels between cryptocurrencies and individual objects of civil rights (a thing, property rights, other property) were drawn, and a number of options for qualifying the actions related to the non-repayable withdrawal of the cryptocurrency were proposed. Finally, the paper analyzes the draft laws prepared by the RF Ministry of Finance and the Central Bank of the Russian Federation and presents the author’s vision of the prospects for legalizing the cryptocurrency as an object of civil rights.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

In the article the author examines the problems of wide application of the bankruptcy formula. For this, many terms have been considered, in particular the definition of financial insolvency, which characterizes the weaknesses of enterprises, namely, those associated with loss of liquidity and operating losses. The results show that Altman's bankruptcy formula is easily applicable in the economic conditions of the Russian Federation and is useful for predicting financial difficulties given the established definition of financial insolvency. Due to the fact that this term combines the factors of liquidity, stability, an important component of the Altman Z-model is the factor of independence, which is aimed at solving the problems that organizations face.

The article is devoted to the piano works of Nikolay Savelyevich Berestov, one of the most famous composers of Yakutia, Honoured Artist of the Russian Federation and Yakutia, whose compositional heritage is performed outside of Yakutia and Russia. He is the author of numerous works in different genres of vocal and instrumental music, innovatively implementing in his compositions the traditions of national folklore. The article reveals characteristic features of the composer's style — the interaction of intonation vocabulary of national folklore and European writing technique, the adherence to the program, the consistent definition of technical and figurative- emotional tasks of plots and dramaturgy. The most striking works from various cycles — pieces, fugues as well as the "Northern Landscapes" triptych — are examined in more detail.
