Australia’s summer bushfires of 2019–20 were a reminder that animals are increasingly exposed to risks from changing climate conditions. In Australia, differing organisational approaches to managing owned animals in disasters can lead to different welfare and safety outcomes for animals and the people responsible for them. The need for consistency was reinforced by recent Australian royal commission findings. In 2014, the Australia-New Zealand Emergency Management Committee endorsed the National Planning Principles for Animals in Disasters, a tool supporting best practice in emergency planning and policy for animal welfare. This study examines current planning for animals in disasters in relation to the principles and describes their implementation in the Australian context. A national survey of organisation representatives with a stake in animal management in disasters (n=137) and addressing the national principles implementation was conducted from July to October 2020. Findings show moderate awareness of the principles by respondents and low to moderate implementation of these in planning processes and arrangements for animal welfare. Implementation of specific principles is described from the perspectives of stakeholders. Greater awareness of the national principles and attention to specific principles promotes consistency in animal welfare planning arrangements.

AbstractSoutheast Asia includes some of the states at greatest risk of disasters worldwide, and ASEAN has been at the forefront of using international law to attempt to co-operate in disaster risk reduction and response. The ASEAN Agreement on Disaster Management and Emergency Response (AADMER) is a regional treaty that has been hailed as among the world’s best practice: progressive, comprehensive, and, unusually for a disaster instrument, legally binding. This paper evaluates ASEAN’s responses to two mega-disasters: Cyclone Nargis that hit Myanmar in May 2008 and Super-typhoon Haiyan/Yolanda that hit the Philippines in November 2013. The paper aims further to investigate the role of non-state actors, such as civil society and the private sector, in institutionalizing and implementing AADMER.

AbstractThis paper uses the response to Cyclone Pam in Vanuatu, 2015, as a case-study to review one country’s legal preparedness to manage a large influx of international humanitarian assistance, and the international humanitarian community’s respect for national laws and institutions. It describes provisions in international disaster response law and the developing international law on the protection of persons in the event of disaster regarding the role of the affected state, and juxtaposes this with what happened in the cyclone response—namely, the introduction by international actors of a range of international humanitarian tools and services that were neither described in national legislation nor rehearsed in national planning processes. It concludes by suggesting that national governments and international humanitarian responders advance their efforts to promote the inter-operability of their disaster management systems, and to develop an improved mutual understanding of each other’s roles and responsibilities under international law.

In beef herds, increasing animal welfare, improving reproductive performance and easing animal management are key goals in farm economics. We explored whether delaying the removal of the intravaginal progesterone device by 24 h in heifers synchronized with a 5d Co-synch 72-h protocol could improve reproductive efficiency of fixed-time artificial insemination (FTAI). In experiment 1, we examined the total synchronization rate (TSR) in cycling Holstein heifers. Heifers (13.4 ± 0.69 mo.) were randomly assigned to the standard 5d Co-synch 56-h protocol (5dCo56; n = 10), 5d Co-synch 72-h (5dCo72; n = 17), or the modified 5d Co-synch 72-h protocol, in which removal of the progesterone device was delayed by 24 h (6dCo48; n = 19). In experiment 2, 309 cycling beef heifers on 18 commercial farms were subjected to the 5d Co-synch 72-h or 6-d Co-synch 48-h protocol and conception rate (CR) studied. In experiment 1, the three protocols led no differences on TSRs of 80.0% (5dCo56), 88.2% (5dCo72), and 89.5% (6dCo48). In experiment 2, the CR from the beef heifers, observed during two consecutive reproductive seasons did not differ: 59.7% for 5dCo72 and 62.0% for 6dCo48 (p = 0.907). Therefore, delaying removal by 24 h provides satisfactory results without reducing reproductive efficiency of heifers.

The United Nations Office for the Coordination of Humanitarian Affairs has asserted that risks in deployment of unmanned aerial vehicles (UAVs) within disaster response must be reduced by careful development of best-practice standards before implementing such systems. With recent humanitarian field tests of cargo UAVs as indication that implementation may soon become reality, a priori assessment of a smart-navigated (autonomous) UAV disaster cargo fleet via simulation modeling and analysis is vital to the best-practice development process. Logistical problems with ground transport of relief supplies in Puerto Rico after Hurricane Maria (2017) pose a compelling use scenario for UAV disaster cargo delivery. In this context, we introduce a General Purpose Assessment Model (GPAM) that can estimate the potential effectiveness of a cargo UAV fleet for any given response region. We evaluate this model using the following standards: (i) realistic specifications; (ii) stable output for various realistic specifications; and (iii) support of humanitarian goals. To this end, we discuss data from humanitarian cargo delivery field tests and feedback from practitioners, perform sensitivity analyses, and demonstrate the advantage of using humanitarian rather than geographic distance in making fleet delivery assignments. We conclude with several major challenges faced by those who wish to implement smart-navigated UAV cargo fleets in disaster response, and the need for further GPAM development. This paper proposes the GPAM as a useful simulation tool to encourage and guide steps toward humanitarian use of UAVs for cargo delivery. The model’s flexibility can allow organizations to quickly and effectively determine how best to respond to disasters.

ABSTRACTDisaster response requires rapid, complex action by multiple agencies that may rarely interact during nondisaster periods. Failures in communication and coordination between agencies have been pitfalls in the advancement of disaster preparedness. Recommendations of the Federal Emergency Management Agency address these needs and demonstrate commitment to successful disaster management, but they are challenging for communities to ensure. In this article we describe the application of Federal Emergency Management Agency guidelines to the 2008 and 2009 Chicago Marathon and discuss the details of our implementation strategy with a focus on optimizing communication. We believe that it is possible to enhance community disaster preparedness through practical application during mass sporting events.(Disaster Med Public Health Preparedness. 2011;5:310–315)

Objective. Using comparative analysis, we examined the factors that influence the engagement of academic institutions in community disaster response. Methods. We identified colleges and universities located in counties affected by four Federal Emergency Management Agency-declared disasters (Kentucky ice storms, Hurricanes Ike and Gustav, California wildfires, and the Columbia space shuttle disintegration) and performed key informant interviews with officials from public health, emergency management, and academic institutions in those counties. We used a comparative case study approach to explore particular resources provided by academic institutions, processes for engagement, and reasons for engagement or lack thereof in the community disaster response. Results. Academic institutions contribute a broad range of resources to community disaster response. Their involvement and the extent of their engagement is variable and influenced by ( 1) their resources, ( 2) preexisting relationships with public health and emergency management organizations, ( 3) the structure and organizational placement of the school's disaster planning and response office, and ( 4) perceptions of liability and lines of authority. Facilitators of engagement include ( 1) the availability of faculty expertise or special training programs, ( 2) academic staff presence on public health and emergency management planning boards, ( 3) faculty contracts and student practica, ( 4) incident command system or emergency operations training of academic staff, and ( 5) the existence of mutual aid or memoranda of agreements. Conclusion. While a range of relationships exist between academic institutions that engage with public health and emergency management agencies in community disaster response, recurrent win-win themes include co-appointed faculty and staff; field experience opportunities for students; and shared planning and training for academic, public health, and emergency management personnel.

As the types of disaster diversity and the occurrence of disaster became more frequent, complex damage is also increasing. The nation is making various efforts, including creating an emergency management system and supporting crisis management research, to minimize damage to property, facilities and lives that are caused by disasters. However, the practical system for those who have a disadvantage in terms of disaster awareness and early evacuation due to their physical limitations is still insufficient. In this study, the vulnerability of people with disabilities when it comes to disaster safety was analyzed by visiting the living facilities tailored for each type of disability by examing each facility's disaster resonse manual and observing the facilities. In addition, through surveying and interviewing employees and users of facilities, we analyzed the recognition of evacuation. Finally, this study proposed strengthening related disaster response policies to establish an inclusive society and a social safety net by analyzing behavioral patterns for each type of disability in the initial disaster situation.

Pasture-based dairying in New Zealand and Australia has come under increasing animal welfare scrutiny as a result of changing public expectations for farm animal management. Concurrently, efficiency-driven changes in dairy management practices and a broadening of the feedbase beyond traditionally grazed pasture have resulted in increased intensification and stocking density within the dairy industries. This intensification has included a higher proportion of grain concentrates in the diet (particularly in Australia), and the greater management of cows off pasture and even in housing (particularly in New Zealand). Research to assess the animal welfare implications of these changes and to recommend good practice management has concentrated on issues of cow environments and cow feeding, including body condition. Research has shown that cows may be managed for a few hours per day on concrete surfaces without compromising their lying behaviour and other indicators of welfare, but that longer periods off pasture require the provision of a well drained and comfortable lying surface. Other research has defined the extremes of hot and cold/wet conditions beyond which cows benefit from provision of adequate shade and shelter. Research on cow body condition has indicated that welfare responses are aligned with measures of health and productivity in supporting the need to maintain a minimum body condition before calving and during the subsequent weight loss period of early lactation. Continued research, extension and industry adoption will enable dairy producers to address community expectations as they continue to change their farming practices.

Purpose The purpose of this paper is to discuss the challenges inherent in planning and responding to disaster events in a multi-agency context where numerous governmental and non-governmental actors and agencies are involved in the planning and response phases. In particular, the authors examine a situation where a lead agency has recently been delegated the responsibility for emergency relief logistics and how it might determine and implement best practice. Design/methodology/approach Adopting an iterative inductive approach, the authors gather data and insights from academic literature, emergency management policies, frameworks and documents and exploratory in-depth interviews with 12 key informants who have considerable experience with the challenges of logistic preparation and response to disasters in a developed country context. The data and context are limited to developed counties, especially the state of Queensland, Australia. Findings The authors discuss the challenge of achieving coordinated supply chain management where mandated/lead response agencies are required to meet stakeholder and local community expectations and outcomes. From these findings, the authors offer 11 practical recommendations to assist the delivery of best practice in emergency logistics. Originality/value Humanitarian logistics is usually examined from a low/middle-income country perspective, yet an efficient and effective disaster response is no less important for developed economies. In this respect, the authors offer a fresh examination of the challenges of delivering best practice for emergency logistics in order to achieve expected community outcomes.

Increased scrutiny of animal welfare in wildlife management has seen a recent proliferation in the use of procedural documents (standard operating procedures, codes of practice etc.). Some procedural documents are presumed to represent ‘best practice’ methods, whereby adherence to prescribed inputs is explicitly purported to generate humane outcomes. However, the relationship between what is done to animals (inputs) and what they experience (outputs), as assessed by animal-based measures, has received little attention. Procedural documents are commonly developed in the absence of empirical animal-based measures, creating uncertainty in animal welfare outcomes. Prescribed procedures are valuable as guidelines for standardising methodology, but the development of ‘welfare standards’ that focus on desired thresholds for animal-based measures offers many advantages for improving animal welfare. Refinement of the use of procedural documents in wildlife management is required to ensure they generate desirable outcomes for animals, and do not preclude the development of improved methods.
