Despite agricultural support in Turkey, agricultural production areas, production quantities, and the number of farmers have gradually decreased. In this research, we aimed to determine farmers’ attitudes toward public agricultural support policy for sustainability in GAP, Şanlıurfa, Turkey, and the factors affecting their attitudes. This research is the first of its type for GAP, Şanlıurfa, Turkey. The data were obtained in 2017 from face-to-face interviews with farmers who were selected using the simple random sampling method. Categorical regression, based on the optimal scaling model, was used in the analysis. The results indicate that although 80% of the farmers believe that support has improved agricultural sustainability, 76.2% find public support policy inadequate. The average land area of those who were in favor of the policy was 18.3 hectares, whereas that of those who stated that support does not provide a significant contribution was 7.17 hectares. The age of the farmer, total cultivated area, settlement area, education level, property type, crop pattern, irrigated agriculture, and income were factors affecting farmers’ attitudes. The support policy should be reviewed for small-scale farmers and farmers who engage in dry farming. The results could be helpful to support policy and decision-makers during sustainable agriculture policy planning.

The paper utilizes the data envelopment analysis (DEA) method based on the OECD policy classification to evaluate the performance of the agricultural support policy at the provincial and agricultural commodity levels from the respective viewpoints of agricultural input and output. The analysis at the provincial level mainly focuses on the similarities and differences in the performance of the agricultural support policies between the primary grain-producing areas and the secondary grain-producing areas; at the agricultural commodity level, 17 representative Chinese agricultural commodities are selected and their performance compared. The results are then used to proffer suggestions for the future agricultural support policy optimization in China. The paper found that 50% of the provinces were DEA-efficient, in general, during the study period due to the low overall province-level scale efficiency. The performance values of the secondary grain-producing areas were significantly lower than those of the primary grain-producing areas due to the overall low scale and technical efficiency values. These results show that the support policies for agricultural commodities in China altogether require a further improvement, mainly due to the low technical efficiency of agricultural commodities.

The overall aim of the paper is to analyse the distribution of state agricultural support in Ukraine with the purpose of drawing up proposals on how to make it more objective-oriented. The investigation is based on the results of a case study conducted in Zdolbuniv district3, in the Rivne region of Ukraine, where interviews with local agricultural experts were held. The research is founded on the Linear Programming (LP) methodological approach, which is applied to calculate an objective-oriented agricultural budget allocation. This approach also integrates judgements from district agricultural experts. The outcomes show that agricultural support should have been redistributed in a slightly different way from the district perspective. However, the calculated changes in most cases match with the overall development directions in the Ukrainian agricultural support policy. Furthermore, the developed model has proved to be a useful and, at the same time, quite simple tool in application support, and one which could have been used by the agricultural decision-makers in the process of the distribution of agricultural support.
