Increasing number of students enrolled in doctoral programmes and the emergence of the new types of doctoral programmes across the world's universities as a response to various demands from a wide range of professional context has shown that professional doctorate has become a new challenge and opened new horizons in higher education. This article examines the road of the professional doctorate from beginning to current status and possible trends. The professional doctorate is examined in its relationship with the so-called traditional scientific doctorate. The paper focuses on some of the aspects that gives identity and legitimacy to this type of doctorate: programme aims, structure, content, duration, recruitment and admissions, students' motivation to enroll professional doctorate, status, financial support, standards, and thesis contributions. It also presents the status of the professional doctorate in Romania and some ideas as a basis for further examination of the professional doctorate.

AbstractTo update the status of knowledge on the recombination-enhanced dislocation glides (REDG) in semiconductors, which is one of the causes of serious degradation in bipolar devices, research progress achieved for the last decade has been surveyed. Rather than presenting a complete review over a wide range of material systems, a particular attention has been paid to the REDG effect in 4H-SiC for which a lot of information has been accumulated owing to extensive studies. Although the REDG effect exhibits features that could be interpreted in terms of the phonon-kick mechanism, conclusive proof is still lacking.

Abstract Neutron beams have been providing dispensable tools for wide range of fields in modern science and engineering. Recently, a new type of pulsed neutron source has been developed, known as Laser-Driven Neutron Source (LDNS). The LDNSs utilize the laser-accelerated ions, including protons and deuterons as a primary beam and generate neutrons from a secondary target (lithium, beryllium, etc.) via nuclear reaction. Applying an additional moderator part, LDNSs can provide a broad energy range of neutrons (meV∼MeV). This paper aims to introduce the current status of LDNS and the results of application-oriented experiments implemented at Institute of Laser Engineering (ILE) of Japan.

The history of Turkish higher education dates back to Turkish nations of 1000 years ago. The beginning of higher education institutions are accepted as madrasahs that continue its existence during the Ottoman period. After the foundation of the Turkish republic, rapid changes and developments have been observed in the higher education like in all fields. Since this period of time, Turkish higher education institutions have been grouped in two categories, which are universities producing information-knowledge and vocational schools training people oriented with employment. Considering the both types of these institutions, the aim of Turkish higher education system is to sustain manpower considering the needs of the nation and the public; provide education and training facilities based on the secondary education; maintain the quality and quantity of scientific researches under the control of universities. In this context, the purpose of this study is to present the certain dimensions of Turkish higher education system, which are academicianship, current facts related to academicianship, the stages in academic career, achievements in academy and the status of women academicians in Turkey. Related documents have been analyzed and the current status of Turkish higher education system has been discussed by concluding the results.

BACKGROUND In the fight against the pandemic of COVID-19, it is important to ascertain the status and trend of the infection spread quickly and accurately. OBJECTIVE The purpose of our study is to formulate a new and simple indicator that represents the COVID-19 spread rate by using publicly available data. METHODS The new indicator <i>K</i> is a backward difference approximation of the logarithmic derivative of the cumulative number of cases with a time interval of 7 days. It is calculated as a ratio of the number of newly confirmed cases in a week to the total number of cases. RESULTS The analysis of the current status of COVID-19 spreading over countries showed an approximate linear decrease in the time evolution of the <i>K</i> value. The slope of the linear decrease differed from country to country. In addition, it was steeper for East and Southeast Asian countries than for European countries. The regional difference in the slope seems to reflect both social and immunological circumstances for each country. CONCLUSIONS The approximate linear decrease of the <i>K</i> value indicates that the COVID-19 spread does not grow exponentially but starts to attenuate from the early stage. The <i>K</i> trajectory in a wide range was successfully reproduced by a phenomenological model with the constant attenuation assumption, indicating that the total number of the infected people follows the Gompertz curve. Focusing on the change in the value of <i>K</i> will help to improve and refine epidemiological models of COVID-19.

Abstract In this article context, I recall my memories as a Vietnamese English for Tourism Purposes (ETP) programme teacher and a student who grappled with many inequities in the nationwide process of internationalization of higher education. The equity-related issues include the teacher's unpreparedness with the adoption of foreign curriculum, the teacher's lack of recognition of the local cultures, and the unfair treatment of the Vietnamese ETP interns in the workplace. I write this article in the role of a narrator, sharing my personal and professional experiences to give the status quo of ETP education in Vietnam and the various nuances that help unpack the realities of this situation. This reflective article intends to picture the inequities in Vietnamese higher education internationalization that both Vietnamese students and teachers encounter and to pave the road for further discussions to construct future scholarship and research.

The article is aimed at disclosing the issue of financial support for the construction, reconstruction, repair and maintenance of motor roads in the context of implementation of budget decentralization and decentralization of road management. The article specifies the steps taken towards implementation of decentralization in the sphere of road infrastructure of Ukraine and the introduction of budget decentralization: distribution of functions and powers in the road sphere at the subregional level of management and the updated mechanism of financing the road industry. Both the dynamics of formation and distribution of the State Road Fund and the status of distribution of subvention on the streets and roads of settlements are analyzed. The vision of the main risks of financial support for the maintenance of streets and roads of communal property in settlements in 2021 is disclosed. The directions of improvement of the system of financial support for the construction, reconstruction, repair and maintenance of motor roads are proposed, including in particular: the need to deepen diversification of sources of formation of the State Road Fund; consolidation of the proper guaranteed part of the State Road Fund’s costs for the maintenance of streets and roads of communal property in settlements; balancing the expenditure load and financial support for the implementation of road projects; increasing the level of transparency of decision-making in the distribution of financial resources intended for the construction, reconstruction, major, ongoing repair of motor roads.
