The aim of this study was a holistic analysis of aspects of expanding the interaction between the state and civil society on the example of the experience of foreign countries, namely Austria, Belgium, France, Italy, and Poland. The research involves such methods as sociological analysis, systemic and case study methods, structural and comparative methods, as well as the dialectical method. The factors of expanding the interaction of the judiciary as a representative of the state, which protects the rights and interests of civil society, were identified in accordance with the results of the study. As a result, conclusions were drawn on the need for the judiciary, as a representative of the state, to use methods to expand the interaction between the state and society, in the person of every citizen. The use of those factors in relation to such interaction will further help increase public confidence in the state, which will ensure effective protection of the rights and interests of society.

In the Middle East over the past half-century, three religious processes have grown together. One, the growth of fundamentalism, has received worldwide attention both by academics and journalists. The others, the bureaucratization of religion and the state co-optation of religion, of equal duration but no less importance, have received much less attention. The bureaucratization of religion focuses on the hierarchicalization of religious specialists and state co-optation of religion focuses on their neutralization as political opponents. Few commentators link the three processes. In Jordan, fundamentalism, the bureaucratization of religion (BOR), and state co-optation of religion (SCR) have become entwined sometimes in mutually supportive and sometimes in antagonistic relations. The following case study will describe and analyze the implications of this mutual entanglement for the relations of state and civil society and for the human beings simultaneously bureaucratized and “fundamentalized.”

Once universal adult citizenship rights have been secured in a society, democratization is mostly a matter of the more authentic political inclusion of different groups and categories, for which formal political equality can hide continued exclusion or oppression. It is important, however, to distinguish between inclusion in the state and inclusion in the polity more generally. Democratic theorists who advocate a strategy of progressive inclusion of as many groups as possible in the state fail to recognize that the conditions for authentic as opposed to symbolic inclusion are quite demanding. History shows that benign inclusion in the state is possible only when (a) a group's defining concern can be assimilated to an established or emerging state imperative, and (b) civil society is not unduly depleted by the group's entry into the state. Absent such conditions, oppositional civil society may be a better focus for democratization than is the state. A flourishing oppositional sphere, and therefore the conditions for democratization itself, may actually be facilitated by a passively exclusive state, the main contemporary form of which is corporatism. Benign inclusion in the state can sometimes occur, but any such move should also produce exclusions that both facilitate future democratization and guard against any reversal of democratic commitment in state and society. These considerations have substantial implications for the strategic choices of social movements.

In this regard, the President of the Republic of Uzbekistan Sh.Mirziyoyev pointed out the need for consistent implementation: “the principle of mutual responsibility of citizens, the state and society, the connection of their rights and obligations. This principle serves as the basis for effective interaction between the state and the individual, the state and civil society in solving the important tasks facing our country. Subject. This article discusses the role of information in ensuring the innovation process in the region’s economy. Objectives. The article aims to explore the areas of implementation of the State innovation policy, considering the Southern Federal District as a case study. Methods. For the study, I used the methods of systems analysis, modeling, generalization, grouping, and forecasting. Results. The article presents a theoretical generalization and outlines a new solution to an important scientific problem concerning the development of theoretical and methodological provisions and practical recommendations regarding the State innovation policy. Conclusions. The current national system of scientific and technical information should become a framework of innovation policy at the regional level.

This article is based on research in Gereja Kristen Indonesia (GKI, Indoensian Christian Chruch) Yasmin Bogor as a case study. It has been years for the community to struggle for gaining permission to legally build the church. Court has decided to allow the community to use the building for religius activities. However, practically, the court's decision cannot be implemented because there was pressure for some parties, including from the local government, to refuse the operation of the church. The study is aimed to identify the dynamics and difficulties of being minority in a nation-state, called Indonesia. This lengthens the list of acts of intolerance and violence on minority within a democratic government, in which majority is still preferred. There is a celar need for changing the mindset of the state and society to resolve conflict based on religious belief, to enable equality in economy, politics and religious life.

The paper investigates the challenges bedeviling the strategies of an Islamic civil society organization known as Jama’atu Izalatil Bid’a Wa’iqamtis-Sunnah [JIBWIS] popularly known as Izala in the democratization process of Katsina State-Nigeria with a view to proffering solutions. A lot of problems have been militating against the efforts of Izala Islamic civil society association towards improving the quality of the democratic order. As a case study qualitative research inquiry, the study was conducted through an in-depth semi-structured interview with 18 key informant’s personal experiences on the phenomenon. Analysis of data was done by using NVivo 12 which significantly aided in the coding, categorization and data management which produced the themes and sub-themes. System theory was used as a framework in the explanation of the phenomenon. The study found out that there are myriads of problematic issues related to the strategies used by the Izala organization; which negates their strategies in the democratization process. Furthermore, the study has identified the various ways in which such strategies could be strengthened for the Islamic organization to give a positive impact on the advancement of the democratization process in the State. Thus, the study presents a conceptually and empirically supported framework to describe the strategies of Islamic civic association in the democratization process of the state. In effect, therefore, the lingering Izala strategy’s crises in the democratization process was explored and analyzed. The study is particularly useful for religious civil societies, politicians, policy-makers, and researchers by identifying and proposing the ways in which the state, political parties, religious organizations, and other democratic stakeholders should conduct and relate in a nascent democratizing society. The analysis points toward the potential for change in the strategies of Izala Islamic civil society in the democratization process.

Pancasila is the basis of the state which still cannot be changed or replaced by other ideologies. Pancasila is suitable for a pluralistic society. Indonesia consists of islands that vary from Sabang to Merauke. From these islands, there are significant differences. However, the existence of Pancasila makes it easier for the Indonesian nation to unite and respect each other's differences. In addition, Pancasila is considered the right ideology because Pancasila is the basis for Indonesian society to solve state problems. Pancasila also has high values of democracy and justice, therefore a democratic society that values of human rights can be implemented more easily.The book has many benefits and this review is important. This is because the millennial generation today are increasingly contradicting and forgetting the Pancasila ideology. This book is presented with relevant purposes to overcome the problems of state, national and social life in this era of development. The noble values of Pancasila, which have been forgotten and lost from state life, are beginning to require the revitalization and actualization of Pancasila to be achieved as well as possible. Problem setting. The rapid development of modern society requires the creation of new forms of cooperation and mutual understanding and requires new forms of communication, which will be characterized by even greater efficiency, openness, transparency, efficiency and quality. The total penetration of communication into all spheres of public life actualizes its significance and functional role. Modern transformational processes taking place in society necessitate the creation of responsible institutions of civil society, which include public organizations that act as a mediator between the community and the state. The level of public trust in them depends on the effectiveness of communicative activities of NGOs because successful communication is the basis of constructive dialogue between public organizations and society. Recent research and publications analysis. Ukrainian scientists study various aspects of the activity of NGOs, in particular, the development of mass and civil communication, public relations are studied in their works of such domestic scientists as: E. Afonin, V. Bebyk, M. Bilynska, O. Valevskyi, T. Vasilevskaya, N. Hrytsyak, N. Hudyma, V. Hurkovskyi, O. Dmytrenko, L. Klymanska, M. Lohunova, D. Nelipa, I. Panteleichuk, O. Petroye, G. Pocheptsov, O. Pukhkal, V. Rebkalo , V. Rizun, E. Romanenko, A. Savkov, S. Seryogin, G. Sytnyk, S. Teleshun, I. Chaplai and others. Highlighting previously unsettled parts of the general problem. Understanding the general features and trends of the development of public organizations, as well as the establishment of their effective internal and external communicative activity, require more detailed consideration and detailed study. The paper aims at theoretically substantiating the tools for ensuring the effectiveness of communicative activities of NGOs as a basis for open and rational dialogue in a consolidated society. Paper main body. The issue of improving the communicative interaction of public organizations with government bodies and the media does not disappear from the agenda of either government agencies or public associations. The effectiveness of communication of public organizations in Ukraine depends primarily on the literacy of their communication campaigns, which implies the presence in NGOs of communication strategies, which involve high-level professionals with many years of practical experience. Today, the participation of Ukrainians in the social movement and the trust in the institutions of the third sector and their influence on the development of society and community are growing. The results of the study showed that the efficiency of communicative activities of NGOs directly depends on public confidence in them. Social networks are a unique platform for consolidating different groups of actors based on the commonality of their interests, and as a result of communicative interaction, there is a large-scale synergetic effect. This way of showing civic activity can be considered the most efficient and widespread. The article considers the advantages and risks of the use of social networks by public organizations in the communicative activity of the public sector, outlines several rules of communication in social networks for public organizations. The article states that the effectiveness of communication of NGOs also depends on cooperation with journalists and the choice of audience. The quality of feedback and the level of public trust in NGOs depend on the ability to convey relevant information to the audience in a timely and high-quality manner. We should not underestimate the growing role of public organizations in the consolidation of society, a necessary condition for which is the creation of a single information space. National consolidation will be successful when the state policy in this area is complemented by the activities of civil society institutions, their effective internal and external communication activities. In our opinion, there is a necessity to establish consolidated communication as a process of multifaceted communication within society through various communication channels and tools to strengthen, unite, integrate and pull together society to form a common coherent approach to solving societal problems. Conclusions of the research and prospects for further studies. Effective NGOs, as an element of civil society, are the catalyst for its development. Every NGO, since its inception, seeks to plan its activities in such a way as to achieve its goals in the shortest possible time, to become known, to influence public opinion. This area is an important factor that affects the necessity for communicative interaction between the state and civil society. Among the tools for ensuring the efficiency of communicative activity of NGOs, we consider it appropriate to name: the presence of feedback and the level of public confidence in them; literacy of public communication campaigns; correct use of social networks in the communicative activity of the public sector; establishing active cooperation with journalists; definition of the target audience; use of modern communication formats; selection of communication channels that correspond to the target audience; establishing consolidated communication. Further research in this direction should be aimed, in particular, at an in-depth studying of consolidated communication as a major factor in the consolidation of Ukrainian society.

Today, Ukraine is in dire need of changes and reforms that would lead to the optimization and effective management of society and the state. One of such important reforms is the transition from state to public management, and further improvement of the foundations and principles of public management. In the management of the state, where complex processes of transition to public management are taking place, there have always been advanced trends of deepening and expanding publicity in the activities of government institutions. This is the path taken by the "old" countries of Western democracy, as well as the countries of the post-socialist camp, the Baltic republics, which today have successfully joined the EU. Ukraine must follow this path if it tries to become a civilized part of the world. Hence, the system of state management should change dramatically, when the most appropriate in the management structure is an organic combination and effective interaction of public government and local self-government. Even more, the efficiency of civil society itself in the management of public affairs and state structures of power is growing. Socio-economic development and social-power relations at the present stage are already experiencing more and more new changes, both positive and negative. They are becoming very important for the state and society. Being complex and ambiguous, such developments and relations require introduction at the legislative and political levels of new governance systems and structures, which would involve mandatory involvement of the most active representatives of civil society in governance. Note that the period of transition to public management is complex, full of various management problems, requires time and competence of politicians, government, NGOs and more. It is evolutionary in nature, when publicity in governance must develop, and representatives of the branches of government will try to solve the problem of governing the state and society competently, transparently, responsibly, flexibly, openly, socially justly, effectively for the benefit of man as the main social capital.
