The Impact

The goal of this study was to identify and assess the impact of the COVID-19 pandemic on project management practices in healthcare organizations, taking into account, in particular, risk analysis, project performance, organization of the work of project teams, and tendencies in future developments in project management. In order to achieve this goal, a study was conducted on 20 project managers in selected healthcare organizations in Poland. The results indicate that a systematically conducted risk analysis as part of the implemented projects enabled rapid and effective reactions during the COVID-19 pandemic. The pandemic has also significantly altered the organization of the work of project teams and, in the opinion of the research subjects, this will significantly impact future solutions for project management in healthcare organizations. The obtained results form a basis for the increase in professionalization in project management in healthcare organizations.

The Relationship

The term ‘risk management’ implies that risk is something which can be quantified, predicted and controlled. This paper seeks to demonstrate the limits of this assumption where complex projects are involved. The argument is based upon a case study of a failed £80 million IT venture known as Taurus. Analysis focuses upon the relationship between politics and the assumption of risk. Acceptance of risk, it is argued, is ultimately determined by the balance of power between decision makers. Moreover, risk analysis and other techniques of management may actually compound the difficulties by fostering an illusion of control and escalation. The implications for project management are discussed.

Este artigo é uma versão de um trabalho publicado originalmente no simpósio brasileiro de pesquisa operacional (SBPO). O objetivo deste artigo é apresentar uma aplicação multicritério em uma questão central na análise de riscos: a priorização. Para isso, utilizou-se como metodologia a modelagem e simulação da aplicação combinada de 2 ferramentas multicritério nos dados de um projeto real. As ferramentas multicritério utilizadas foram: Elimination Et Choix Traduisant la Réalité (ELECTRE-Tri) para a classificação; e, Analytic Hierarchy Process (AHP) para a priorização. Nesse estudo, o resultado da aplicação das ferramentas multicritério foi comparado com o resultado real do projeto obtido pela aplicação da metodologia Project Management Institute (PMI). Como conclusão, observa-se que a abordagem multicritério teve um resultado similar ao PMI. Assim, sugere-se que a priorização de riscos do projeto, que é concebida sob uma lógica qualitativa pelo PMI, possa ser aparamentada de métodos multicritérios que apóiem a tomada de decisão. Nesse sentido, o artigo traz, como principal contribuição, uma proposta de modelo para a priorização de riscos de projetos.
