The majority of the construction industries in Ghana are dominated by the Small and Medium Sized (SMEs) contractors. The SMEs inability to manage Occupational Health and Safety (OHS) effectiveness has been the contributing factor to the accident. A review of the literature was conducted for the development of Health and Safety (H&S) compliance model for SMEs contractors in Ghana. The study adopted various constructs from Accident Root Causes Tracing Model (ARCTM) and Domino theory. Both objective and subjective attributes were combined during the assessment. The Domino Theory form the basis for the theoretical and conceptual framework of this paper. The hypothesized H&S compliance model is presented in this paper based on an in-depth review of the previous models. The gaps identified in the literature are government support and contractor’s organizational culture. Discussions also included the integrated holistic model and the variables of the model, identification of the model and justification for the selected variables. The identified gaps serve as variable constructs in H&S compliance research. The theorized conceptual model is a multidimensional structure composed of six latent constructs.

The outbreak of COVID-19 has placed a heavy burden on society, threatening the future of the entire world as the pandemic has hit health systems and economic sectors hard. Where time moves fast, continuing curfews and lockdown is impossible. This paper assembles three main safety behaviors, social distancing, wearing a facemask, and hygiene in one model (PSC Triangle) to be practiced by the public. Integrating public safety compliance with these behaviors is the main recommendation to slow the spread of COVID-19. Although some concerns and challenges face these practices, the shifting of public behaviors to be more safety-centered is appropriate and available as an urgent desire exists to return to normal life on the one hand and the medical effort to find effective cure or vaccine that has not yet succeeded on the other hand. Recommendations to enhance public safety compliance are provided.

OHSMS has become the main part of the establishment’s lifeline and a prerequisite for its stability in the 21st century. There is a growing need for OHSMS, in its ability to solve occupational accidents and also to develop a robust relationship among the stakeholders. The mission of OHSMS has not been followed in the Nigerian construction industry. The study, therefore, explores the barriers to the development of OHSMS in the Nigerian construction industry. The study adopted a literature review of OHSMS and thereafter, 300 structured questionnaires were administered to the construction professionals in the built environment of the Nigerian nation’s Capital-Abuja. 247 of the administered questionnaires were returned, considered for the analysis of the study. The data were analysed with SPSS and excel. The findings of the study indicate that the lack of commitment of the government, inefficient regulatory authorities, and lack of expertise in the OHS activities are the major barriers to the development of OHSMS. The study recommends collaborative efforts from the construction organizations, employees, and construction professionals to support the government on the OHSMS.
