Projecting the Impact of New Medium and Heavy Truck Noise Regulation Strategies on Community Noise Levels

In a blow-down situation as might occur at a natural gas processing facility, noise levels are very high and significantly exceed the noise levels one would normally associate with a control valve. As the blow-down operation is an infrequent event, this may be permissible but requires consideration of the duration of these high noise levels to ensure that occupational noise exposure limits and acoustic fatigue limits are not exceeded. Tests of noise levels due to an 8-inch control valve in a 12-inch pipeline under blow-down conditions are compared here with noise level predictions based on the IEC standard. Consideration is also given to the impact of placing an orifice plate downstream of the control valve as is often done to reduce pressure drop across the valve in the expectation that control valve noise levels will be reduced. Simple orifice plates often installed by plant operators to achieve this goal are shown to have an adverse impact, and it is shown that a multi-hole diffuser or low-noise control valve should instead be used.

The travel restrictions caused by the epidemic outbreak in early 2020 worldwide have caused many changes in all aspects of life, especially in the acoustic environment. This study examines the impact of this environmental change at Tan Son Nhat International Airport (TSN), the largest airport in Vietnam, by comparing the situations before and after the airport stopped operating all international flights in March 2020. The after-the-change survey was conducted in 2 phases, June and September 2020, three months and six months after the stop decision. The number of flights observed in August 2019 was 728; this number is 413 and 299 for the two surveys in 2020. The range of noise levels estimated for 12 sites around TSN decreased from 63-81 dB in 2019 to 32-67 dB in June 2020 and 33-69 dB in September 2020. At the same aircraft noise level, the percentage of highly annoyed (% HA) and the percentage of insomnia (%ISM) in the 2020 survey are higher than those in the 2019 survey. The comparison results of reaction to noise before and after the TSN's noise change indicated an increase in negative responses to noise might happen in the increased noise and reduced noise situation.

Objectives: Over half the US population experiences noise levels above WHO recommendations yet little research within the US has examined the health effects of these exposures. Our objective is to investigate the associations between community noise and blood pressure in residents of Chicago. Methods: Participants were from two prospective cohort studies: the Multi Ethnic Study of Atherosclerosis (MESA) and the Chicago Health and Aging Project (CHAP). MESA is a multi-site study of persons aged 45-84 years and free of clinical cardiovascular disease. CHAP is an open cohort initiated to study chronic conditions of aging among persons aged ≥65 years. This analysis focuses on the 5,167 participants of these cohorts living in Chicago with an average of 2.5 (CHAP) and 4.5 (MESA) assessments per participant, for systolic (SBP) and diastolic (DBP) blood pressure between 1999-2011. In both cohorts, hypertension was defined as taking antihypertensive medication, SBP ≥140 or DBP ≥ 90 mmHg. We estimated noise at participant addresses using land use regression models weighted according to participants’ 5-year residential history before each exam. Among those taking antihypertensive medication, blood pressure was adjusted using multiple imputation. Associations between noise and blood were estimated using linear mixed models. A Cox proportional hazards model was used to estimate relative risk (RR) of incident hypertension. All models included calendar time, age, sex, race, income, education, neighborhood socioeconomic score, smoking, cohort, interaction between cohort and age, race, and gender, and NO x (a traffic-related air pollutant). Findings : At baseline, MESA participants were younger (63 vs 73 years) and more educated (36 vs. 3% with ≥graduate degree) than CHAP participants. MESA participants had higher noise levels (60 vs 56 dB) and lower blood pressures (e.g. SBP: 124 vs 135 mmHg) than CHAP participants. After adjusting for cohort and other confounders, we found that 10 dB higher residential noise levels were associated with 0.9 (95% CI: -0.2, 0.2; p=0.1) and 0.5 mmHg greater (95% CI: -0.1, 0.11; p=0.08) SBP and DBP, respectively. Similar associations were found within each cohort. Noise was not associated with incident hypertension overall (RR: 1.00; 95% CI: 0.8, 1.3, p=0.98) or within cohort. Conclusions: We found a suggestive association between noise and blood pressure levels, but no association with hypertension. This could be due to the lack of nighttime noise information, which has been shown to be more strongly associated with blood pressure outcomes than daytime levels or with the selection of healthy older participants.

A new device called 'enhanced acoustic balcony' is installed in a new housing estate in Hong Kong. It is intended to help reduce the impact of traffic noise on the residents. This balcony is basically an enlarged form of a plenum window and with three openings. Apart from the outdoor air inlet, there is the balcony door and a side-hung window on the interior balcony wall for natural ventilation of the indoor space. Sound absorption of NRC 0.7 is installed on the balcony ceiling and its sidewall facing the incoming traffic noise and an inclined panel is installed outside the balcony to provide noise screening. A site measurement of its noise reduction is carried out in the present study in a newly completed housing block. A 28 m long loudspeaker array is used as the sound source. The indoor noise levels are measured according to ISO standard. The results show that the difference between indoor and outdoor noise levels in the presence of this balcony form varies over a relatively narrow range between 10 to 13 dBA for an elevation angle from 25 to 60 deg. There is a weak increase of the noise level difference with elevation angle.

Abstract Introduction Recent literature highlights the need to focus on the impact of intrusive symptoms as a possible risk factor for the development and maintenance of PTSD. Cognitive and sleep models also contribute to the further understanding of intrusive symptoms. Further emotion work emphasizes that disgust is an emotion closely associated with the emergence of posttraumatic stress symptomology following traumatic events. Methods This study utilized a film eliciting disgust to examine the effects of acute sleep deprivation on the intensity of intrusive symptoms and emotion reactivity. Forty-nine college students were randomly assigned to sleep as usual or an acute sleep deprivation after watching a disturbing film. It was hypothesized that, relative to the control group, participants who were acutely sleep deprived would report higher frequency of intrusive symptoms and higher negative valence. Results Findings were partially consistent with hypotheses. There were no group or interaction effects on intrusive symptoms, although participants across both groups reported significant decreases in negative valence and intrusive symptoms across the study (F(1, 47) = 10.30, p < 0.01). There was a significant interaction effect between sleep group and self-reported negative valence, where individuals in the sleep deprived group reported significantly higher valence than individuals in the control group, despite significant decreases in negative valence over time (F(1, 48) = 7.869, p < 0.01). Conclusion Possible mechanisms that may contribute to the significant difference in valence may be due to higher order emotion regulation strategies that are compromised due to sleep loss. However, the significant decreases in negative valence and intrusive symptoms over time may be due to methodological factors or the type of sleep manipulation. Further work can address these challenges by using a larger sample size or examining the effects of chronic, partial sleep deprivation. Support (if any):

Abstract Background Emotion regulation alters the trajectories of emotional responses and, when effective, transforms the emotional responses to help individuals adapt to their environment. Previous research has mainly focused on the efficiency of regulation strategies performed individually at a given time. Yet, in daily life, it is likely that several strategies are often combined. Thus, we question in this study the combinatorial efficiency of two emotion regulation strategies, Situation selection and Emotional suppression. Methods In a within-subject design, sixty-five participants were asked to implement either no strategy, Situation selection only, Emotional suppression only, or both strategies together (four conditions) while looking at various emotionally charged images. Experience, expressivity, and physiological arousal were recorded throughout the viewing. Repeated-measures ANOVAs and corrected post-hoc tests were used for analyzing the data. Results The results of the combined strategies showed that Emotional suppression canceled the beneficial impact of Situation selection on negative experience, while significantly increasing the impact on cardiac activity. The use of both strategies together had a greater effect on respiratory function with an enhanced decrease in respiratory rate and amplitude. Conclusions The combinatorial effect of emotion regulation strategies is different according to the emotional response that the individual needs to regulate. The simultaneous use of Situation selection and Emotional suppression could be particularly beneficial to relieve physiological symptoms.

Abstract Heavy (Class 8) truck fuel storage location and geometry has not significantly changed in several decades. Manufacturers have taken steps to improve their designs by eliminating cross over lines and making material property and thickness changes, among other changes, but there has been no mandate or significant effort to decrease the potential for post collision fuel fed fires in heavy trucks. Even with these design changes, FARS data indicates the number of fatal post-impact fires has not decreased over time. Several studies were conducted in the 1980’s and 1990’s that brought the unprotected design of the fuel storage on these vehicles to light. This paper combines these historical works with current FARS data on the subject and describes a different design approach that increases the impact protection of the fuel storage tank. This new approach uses the truck’s frame rails to guard the fuel storage tank and absorb and redirect impact energy. Currently, a heavy truck “saddle” mounted fuel tank’s integrity is tested through a 30 foot drop test prescribed by 49 CFR 393 and also listed in SAE Recommended Procedure J703. In this work, a crash test methodology used to test the integrity of a school bus side mounted fuel tank as prescribed in FMVSS 301S is discussed. Results of using this crash methodology on a current “saddle” tank design and a prototype of the new fuel storage system design are also presented.
