Background: The establishment of a digital central supplier database (CSD) in the Limpopo provincial departments was envisaged not only to eliminate the duplication of service provider compliance requirements during procurement processes and payment processing but also to level the playing field amongst service providers so that small and upcoming businesses can have equal competitive bidding opportunities like any other business. This therefore meant that the CSD was to ensure that all registered suppliers have an equal and fair prospect of providing goods and services to government, and that acquiring of goods and services is done in a cost-effective manner. However, the Limpopo provincial departments are persistently underspending their allocated budgets at the end of each financial year.Aim: The aim of this study was to assess whether CSD as an electronic procurement (e-procurement) system adopted by the provincial departments in Limpopo is efficient and cost-effective in enhancing the provisioning of goods and services.Setting: The study focused on the Limpopo provincial departments, South Africa.Methods: The study used a qualitative research approach to assess the use of CSD in enabling e-procurement processes. Purposive sampling was employed to sample 14 participants from 12 provincial departments.Results: The outcome revealed that the technological innovation of centralising the suppliers’ records on the CSD increased transparency and accountability in the process of selecting suppliers who qualify to do business with government, and the system has the potential, if rightly used, to eliminate corrupt activities such as favouritism and collusion.Conclusion: The article concludes that the successful implementation of CSD by provincial departments and public entities may, amongst other things, improve supply chain management performance, particularly in the selection of suppliers, and may also promote economic development of small, medium and micro-enterprises.

The dynamic global environment has necessitated governments to adopt a systems approach of integrating suppliers, customers, and information linkages in an endeavor to create and sustain value for public services. The evolution of the concept “the customer is king” has placed the customer foremost in public management thinking. As a result, optimizing customer value in the public domain has become a focal point in managing procurement. The large quantity of public resources used for service delivery points to the importance of efficiency and effectiveness in expenditures as well as accountability. E-Procurement systems provide mechanisms for controlling, simplifying, and automating goods and services from different suppliers. While benefits like stricter control over spending authorization, easier transaction processing and elimination of redundant stock are achieved through automated procurement processes; the viability and success of e-procurement for the public sector is determined by various conditions. The conditions for successful implementation of an e-procurement system are explored as every government activity involves the spending of public monies on goods and services. Any failings in e-procurement practices can create possibilities for large-scale losses through incompetence, waste, and fraud, which directly impact the public.

The primary function of income security organisations is to administer personal injury claims in a commercially viable and cost effective manner, while supporting the receivers of benefits/claimants to achieve a meaningful and durable return to employment. Given the pressures of commercial success in a competitive market measured by effective cost minimisation, to what extent is the level of support offered to individuals claiming benefits impacted by an organisation's purpose to be profitable? The extent of influence exercised by income security organisations in administering claims and driving employment outcomes is limited by jurisdictional legislation and regulations. Furthermore, the requirements to meet compliance requirements can often be detrimental to the quality of management of claims, resulting in a highly administrated framework. This can restrict an organisations capacity to meet individual needs, especially in cases that are not seen as fitting the norm. Considering the conflicting demands imposed by commercial pressures and regulatory frameworks, what is the level of influence that may be exercised by these organisations in facilitating employment outcomes? Mobile communications have witnessed a phenomenal increase in the amount of users, services, and applications. Orthogonal Frequency Division Multiple Access (OFDMA) targets to provide broadband connectivity to wide area coverage, in mobile environments, for Next Generation Networks (NGNs), which results in significant design challenges in the MAC (Medium Access Control) layer to provide an efficient resource allocation in a cost-effective manner. This paper proposes a two-dimensional (2D) Burst Packing (BP) algorithm for OFDMA downlink (DL) subframe that can provide the service providers with an efficient, fast, flexible, and high-spectral efficiency method to allocate system resources among the Mobile Stations (MSs). The proposed Orientation-Based Burst Packing (OBBP) algorithm uses the Orientation Factors (OFs) of the bursts as a criteria to achieve the challenging issues in the BP problem. The simulation results show that OBBP algorithm can achieve a high packing efficiency up to 99.2% when the burst size ratio (BSR) is 50%.

Simultaneously, it has to build a culture of quality and productivity because without that it is just not possible to survive. Finally, to stay always one step ahead of the competition, there has to be an element of creativity. Advance Product Quality Planning and Production Part Approval Process help the organization to be creative and innovative in approach in addressing all customers' related issues. Both these tools are very important while implementing quality management system requirements pertaining to ISO/TS 16949:2002. These tools are generic in nature and can help any type of industry. Effective implementation of PPAP will help the supply chain to improve the quality of the product, reduce the cost by optimal use of resources and maintain on time delivery at competitive cost.

This paper examines the logistical and operational issues relating to technology transfer. It documents the specific problems encountered as well as the solution designed to overcome these problems. The paper presents a model for technology transfer that incorporates a sequence of stages or steps that should be considered when planning, scheduling and executing a transfer from one location to another. The model ensures that roles are clarified, appropriate training is undertaken, validation processes are considered, supply to the market is maintained and all relevant information and equipment is transferred in a controlled, timely and cost effective manner.

Purpose: The aim of this paper is to further the theory and strengthen methodological approaches to the role of ethics in buyer-seller relationships. The paper explores opportunities to enhance response rates, validity and reliability in the research context of organisations seeking to understand the ethical beliefs their suppliers hold of their buying organisations. Design/Methodology/Approach: The research universe is a select business group, all of which are technologically literate and online. Innovative research sampling methods were selected to great effect. The method selected was saturation surveying, a process whereby all identifiable target respondents are surveyed. Instead of selecting between sampling techniques, the option of saturation surveying, cheaply available electronically, removes the focus from the decision to either sample probabilistically or not. Instead, as the entire universe can be contacted in a cost effective manner, the sampling frame becomes of paramount importance. Thus, the focus then shifts from accurately selecting respondents from the sampling frame towards enhancing the sampling frame itself. The sampling frame was improved through guidance from the literature. Findings: The paper demonstrates that this research approach was successful in that it generated a high response rate, suggesting great involvement amongst the supplier population in the topic at hand. It also indicates a lessening of non-response bias, as the response rate is more than double that of previous research into the area. Implications: This paper presents a comprehensive approach to researching ethics in buyer-seller relations. It further promotes the effective use of new sampling methods enabled by the Internet when directed towards selective populations. Originality/Value: The novel approach of sampling frame enhancement twined with saturation surveying has exciting implications for business research. The expansion of the sampling frame to a wider audience of suppliers has long been noted as necessary although not actioned. Furthermore, in terms of the little-studied nature of buyer-seller relations, the verification of the scale developed by Bendixon and Abratt (2007) affirms the robustness of this measure for ethics research.

Introduction. Reforming in the public finance system aims to raise public access to budget information. The high level of corruption and large amounts of funds in the disposal of authorities, require that budget expenditures under the supervision of society. The overwhelming part of budget funds is spent through the procurement of goods, works and services. Procurement must be reasonable and transparent, which reduces the risks of non-targeting and inefficient spending of budget funds. The purpose of the article is to analyze the state of transparency of budget funds through the procurement of goods and services products, provide proposals for increasing the validity of expenditures. Results. It is proved that most of the expenditures are carried out through the purchase of goods, works and services. The analysis of types of procurement according to the criteria of competition and transparency has been carried out. The quantitative and cost structure of the types of procurement is analyzed and determined which proportion of procurement is published with justification. The data shows that indicate the imperfection of the form of substantiation of procurement and inadequate transparency of data on the validity of budget expenditures. Conclusions. The deficiencies in the reasonablement of procurement of goods, works and services for budget funds are determined and the directions of transparency increases by expanding information should be included in the procurement substantiation. The types of procurement that occupy a predominant part in quantitative and value terms are revealed. The disadvantages in the order of placement of procurement, which negatively affects the transparency of information are determined. It is proposed to supplement the content of the procurement substantiation in part of the explanation of prices and factors that affect the timeliness of procurement, as well as to introduce placement in the electronic procurement system to justify all types of procurement, regardless of their value. The proposed will promote the openness of budget information, the validity of expenditures and enhancement of responsibility of funds for their use.

Internationally, vaccine pricing is relatively opaque, although many low- or lower-middle-income countries belong to international consortiums that jointly procure vaccines. China procures vaccines domestically, and vaccines that require payment from the public (“category 2 vaccines”), have undergone several regulatory changes over the past 15 years. This study aims to describe the vaccine procurement method changes in China since 2005 and to analyze how the procurement method impacted vaccine price. This review of vaccine procurement reforms found that a shift to provincial-level Group Purchasing Organizations after 2016 was accompanied by an increase in most prices. There was more variability in vaccine prices across provinces for vaccines with only one supplier, and these vaccines have a higher price than what is found in United Nations Children’s Fund (UNICEF)-supported countries. China’s current procurement system for non-mandatory vaccines leaves these vaccines costing several-fold more than in other countries, and in particular those supported by Gavi, the Vaccine Alliance. Exploring a variety of methods to reduce vaccine purchase prices will not only directly benefit the general population, but also the government, as they aim to implement more programs to benefit public health in a cost-effective manner.

There currently exists an environmental spectrum ranging from ecology (i.e. a basic, theoretical research approach) to environmental science (i.e. an applied, problem-solving testing approach). It is suggested that applied ecology be recognized as an integrative paradigm which encompasses the principles, concepts, and procedures, of both ecology and environmental science in an attempt (a) to unite reductionist and holistic research approaches and educational philosophies, (b) to generate a new synthesis for addressing important ecological topics such as biotic diversity and ecosystem regulation, (c) to educate personnel across the total environmental spectrum, and (d) to develop transdisciplinary ‘centres of excellence’ which serve as vital industrial-academic-governmental focal-points for long-term, integrative research endeavours.At present there is a dire need to develop unifying theory and coherent principles regarding the patterns, processes, and interactions, of both the natural and man-made environment. There also exists an urgent need to help solve problems related to world food production, energy resource management, genetic diversity, and environmental contamination, among many others. Further, the progress of emerging fields of study, such as landscape ecology and systems communications, will be likely to be impeded if such fields are not recognized as the synthetic interactions of numerous related disciplines. These fields of study hold great research potential for systematically addressing the above-mentioned problem-areas, but require the flexibility to merge new research approaches, technologies, and scientific theories, in an efficient, cost-effective manner. It is suggested that applied ecology serve as an integrative paradigm for these new and vital interdisciplinary fields of knowledge.

This study aims to determine the effectiveness of E-Catalog procurement of goods and services in Kebayoran Lama District, South Jakarta Administration City, DKI Jakarta Province. This study uses a descriptive method with a qualitative approach. Data collection techniques were carried out through in-depth interview studies, observation, and documentation, during data collection techniques, data reduction, data display, and verification. This study indicates that the effectiveness of the procurement of goods and services of E-Catalogue has shown success, although it has not run optimally in its application, where efficiency and effectiveness are obtained in the indicators. From the aspect of time, the process of procuring goods and services for E-Catalogue is faster because it takes 1 week at most 3 weeks, conventionally it takes more than 4 weeks. in improving the performance of the number of procurement through E-Catalogue, the procurement process has not yet supported the SOP (Standard Operating System) to carry out an overall transformation, especially in relation to constraints in the electronic procurement system, having certification of procurement of goods and services in operation Computers need the assistance of other human resources to assist their implementation, due to the lack of ability to operate computers and the program and the participation of agencies in conducting the process of procuring goods and services electronically, they are not yet aware of the importance of carrying out the procurement process goods and services that are effective and efficient, the lesson that can be learned from this research is a strong commitment from the leadership to the staff as executor in the field.
