In South Africa, public schools are expected to do their utmost to improve the quality of education. However, a notion exists that for a school to improve the quality of education, enough resources should be available. Although this notion is critical, it is the argument of this article that school financial management capacity is also a challenge in most of the public schools in South Africa. In this regard, the study, attempted to establish the effectiveness of budgeting in the public schools to ensure that quality education is promoted; and whether parents in the SGBs are knowledgeable enough to prepare the school budgets. In order to realise these objectives, an empirical study was undertaken, following the literature study which formed its basis. The findings confirmed that knowledge of budgeting as an aspect of financial management is lacking or inadequate in some schools. This is demonstrated by the level of contradictions of schools in meeting their basic needs, such as procurement of books and other materials. Consequently, it was <br />recommended that capacity building endeavours should focus on financial planning, communication, decision-making, organising, delegating, coordinating, leading, and controlling in order to bring about effective financial management in public schools.

The quality of education services is a "fixed price" in realizing the quality of education by the objectives of the Republic of Indonesia. This study aims to determine the importance of management functions in improving the quality of education in the Public Senior High School (SMAN) 1 Biak. A qualitative research approach carried out at Biak 1 High School located in Biak Numfor Regency, West Papua. Data collection techniques are done through observation, interviews, literature study, and documentation. The data analysis technique is done descriptively in compiling information systematically, from existing data so that it is easily understood and interpreted. The results showed that the management functions applied in the Biak Kota 1 High School were: planning, organizing, directing, coordinating, and controlling. In the process seen based on the condition of the school in implementing management functions. These results provide good results from every aspect of the implementation of management functions.

This study examines state-to-state variations in the legality of bargaining over class size in public schools, to determine, first, whether these variations in the legal scope of bargaining bear any relationship to actual class sizes and, second, whether these variations are indirectly associated with teachers' salaries. Using a model of the quality of education to analyze data from the 1977 Census of Governments on 4,851 independent school districts, the author concludes that restrictions on class-size bargaining are associated with both larger student-teacher ratios and higher teachers' salaries. He also finds that the availability of voluntary arbitration and the limited right to strike are related to lower student-teacher ratios.

The share of private and NGO schools in primary education has substantially increased over time, though the public sector is still a major player in this area. The present study analyses the factors determining the quality of education offered by the three types of schools and draws policy recommendations for improving primary education in Pakistan. The study compares learning achievement of Class 4 students enrolled in 50 public, private, and NGO schools located across six districts of Pakistan and in Azad Kashmir in terms of their scores in Mathematics, Urdu, and General Knowledge tests. The analysis shows that, practically, there is no gap between public and NGO schools in terms of the test scores of their students. However, a significant test score gap was found between the students enrolled in public and private schools. This gap was largely explained by family background and school-related variables, including teachers’ qualification and student/teacher ratio. However, the performance of private schools was not uniform across districts. In some districts public schools performed even better than private and NGO schools. The findings of this study highlight the need for improving the quality of education in public schools by recruiting more qualified teachers and improving overall supervision. Teacher training is the area where the public and private sectors can benefit by pooling their resources and expertise.

Indicator of Indonesian’s national development is the quality of education. Islamic school’s funding is an important instrument to improve access, quality, and competitiveness of educational institution. Islamic schools education funding source are joint responsibility of the government and the community. Community-sources funding is managed by the Islamic school committee and supervised by the internal supervisor. Moreover, the financial management was carried out with the following mechanism: submitting the proposal from the Islamic school to the committee, approving the proposal, disbursement process, and then reporting the agenda to the Islamic school committee. Therefore, the committee’s internal supervisor is controlled every 6 months. In addition, the following barriers come from the parents and student.

<p class="06IsiAbstrak"> </p><p class="06IsiAbstrak">The focus of this paper is the madrasa in Indonesia and its development which is examined from the perspective of Michel Foucault regarding their authority, knowledge and discourse.<strong> </strong>The madrasa’s performance, which is still relatively low and unable to compete with public schools or pesantrens (Islamic Boarding Schools), will be examined from this perspective. This paper departs from the study of literature with a historical-sociological approach. The sources of the data come from the literature related to the history and development of madrasas. From Foucoult's perspective, the performance of the madrasa--which in its development shows a decline trend and is of relatively low quality and less competitive compared with general schools or pesantrens-- is closely related to power, knowledge and discourse factors. My argument is supported by the evidence that there is no an established “blueprint” for the supervision and development of madrasas in Indonesia, in contrast to schools or pesantrens. Likewise, the problem of interplay of madrasa policies in the integration of the national education system has put the madrasa in the midst of domination of schools and pesantrens, especially in the midst of society since the appreciation and level of community participation in the madrasa are not very encouraging. In addition, there is an opinion among the public which perceives the madrasa as the second educational institution after schools or pesantrens. This opinion is, of course, supported by empirical data, such as research from Nur Hamzah (2017) and Sukino (2017) which examined the madrasas in West Kalimantan Province, and revealed the poor quality of some madrasas in this area, which in my opinion is the "top of the iceberg" of the madrasa, especially in the outermost, interior and underdeveloped areas of Indonesia.</p>

This article is based on the results of research which the aim is to find out how is mapping of the education information dissemination network in the community of Cintaratu village, Pangandaran district. The reason for choosing the topic was that Padjadjaran University (Unpad) campus is in the village and it is assumed that the presence of the university in the village could improve the quality of education of its people. To confirm this assumption, it is necessary to map the education sector information network. We use qualitative methods which approach is a descriptive study, the researchers conducted a mapping of educational information dissemination. The main informants of this study are the community and village officials. Data were collected through in-depth interviews, passive participatory observation, and literature studies. The finding of the research are as follows, 1) the initial mapping of educational information dissemination to the community was carried out through direct communication, namely through two major activities - recitation and celebration; 2) recitation and celebration are two activities that are susceptible to physical noise-causing information related to education not conveyed properly to the public. Effective communication does not occur in these two activities.

ABSTRAKSI: Sebagai LPTK (Lembaga Pendidikan Tenaga Kependidikan), UPI (Universitas Pendidikan Indonesia) perlu melakukan suatu kajian untuk merancang sistem pengelolaan keuangan perguruan tinggi berbasis aktivitas dengan metode ABC (Activity-Based Costing), yang diharapkan akan dapat mengukur secara lebih rinci aktivitas-aktivitas utama dan pendukung dalam penyelenggaraan pendidikan. Hasil penelitian menunjukan bahwa seluruh Fakultas yang ada di lingkungan UPI menyatakan kesiapan untuk menerapkan sistem ABC. Berdasarkan FGD (Focus Group Discussion), terdapat beberapa kendala yang dihadapi untuk menerapkan sistem ABC di UPI di Bandung, Jawa Barat, Indonesia. Secara keseluruhan diperoleh hasil bahwa sistem ABC dapat diterapkan di UPI selama ada niat dan kerjasama yang baik dari Kementerian Pendidikan dan pimpinan Universitas.KATA KUNCI: Biaya Pendidikan Berbasis Kegiatan; Uang Kuliah Tunggal; Mutu Pendidikan; Universitas Pendidikan Indonesia; Niat dan Kerjasama yang Baik. ABSTRACT: “The Implementation of Activity-Based Costing to Improve the Quality of Education in Higher Education Institutions: A Case Study of Indonesia University of Education”. As an institute of teacher training and education, UPI (Indonesia University of Education) needs to conduct a study on designing college financial management systems based on activity through the method of ABC (Activity-Based Costing), that is expected to be able to measure in more detail the main and supporting activities in the implementation of education. The results show that all Faculties at UPI declare their readiness to implement the ABC system. Based on the FGD (Focus Group Discussion), there are several problems in implementing ABC system at UPI in Bandung, West Java, Indonesia. Gender inequality is often regarded as a divine creation (everything comes from God, or commonly known, already by nature). This is where the Christian theology actually gets a touchstone. Because theology should be a critical reflection religion on factual issues faced by the public, so that it should talk not only about the concept of invicible God, but also that metaphysical translated into social issues—particularly women's issues. At that point, theology of woman is a theology which explores the feminine aspects of God for the sake of gender equality. This study attempted to trace the theological dimensions of women as well as exploring the feminine attributes of God so that gender equality can be realized, or at least theology does not fold its eyes, or theology is to be fair to the existence of woman. This research is a literature study using representative literature data and relevant to the object of research. Research used philosophical approach with descriptive-analytic-critical method by doing interpretation, extrapolation, the meaning of the data in reaching a conclusion. Results showed that the lowering of woman feminine quality is equivalent to neglect the feminine quality of God. On that basis, gender discrimination actually has no theological justification, but is a denial of the reality of God as a whole. The reason is gender relations are impressively has been represented by God.

В статье обоснована актуальность оценки качества управления государственными финансами с целью повышения эффективности их использования. Проанализировано развитие методики оценки качества финансового менеджмента главными администраторами средств федерального бюджета за период с 2008 по 2019 гг. Исследованы методические аспекты определения итоговой оценки качества финансового менеджмента. В частности, проанализирован расчет некоторых показателей операционной эффективности расходов бюджета и дана их интерпретация. Представлен авторский взгляд на расчет и интерпретацию проанализированных показателей. The author in this article substantiates the relevance of assessing the quality of public financial management in order to increase the efficiency of use of public finance. The development of the methodology for assessing the quality of financial management by the chief administrators of the federal budget for the period from 2008 to 2019 is analyzed. Methodological aspects of determining the final assessment of the quality of financial management are investigated. In particular, it analyzes the calculation of some indicators of the operational efficiency of budget expenditures and gives their interpretation. The author's view on the calculation and interpretation of the analyzed indicators is presented.

The existence of the board of education in the province of Jakarta is a form of responsibility and community participation in education. Board of education was positioned as a companion to the government, whose presence is expected to be a strategic partner between the public and the government in the management and organization of education. Duties and functions of the provincial board of education is to provide recommendations to the governor about the the access and quality of education services. As the forum community participation, DKI Jakarta provincial education boards also helped encourage accountability and transparency of the use of public funds with the organizers that the school education department and school committees in open access usage of school funds to the public
