Purpose/objectives: The aim of this article is to look at the experiences, problems and the potential contribution of employment creation programmes in alleviating the unemployment problem in other African countries through the construction of public infrastructure through the use of labour-intensive methods. The article then describes the problems and experiences that have been encountered in South Africa in relation to employment creation through the construction of public infrastructure.Problem investigated: In South Africa the levels of unemployment and poverty are extremely high and unemployment is one of South Africa's most pressing problems. At the same time there is a lack of capacity and skills at institutional, community and individual levels. Labour-intensive programmes generate more direct and indirect local employment opportunities and income by using locally available inputs (materials, simple tools and local labour) and thus creating a greater demand for local products and services than do high-technology programmes reliant on imported technology and equipment. Design/Methodology/Approach: Drawing on research on labour-intensive, public works programmes and projects, the paper is mainly a literature review. From a theoretical perspective supported by experience elsewhere in Africa, there are reasons for considering that properly formulated employment creation programmes based on the use of labour-intensive methods could be established to construct and maintain the required physical infrastructure, thus creating employment, skills and institutional capacities. The article closes with some recommendations for the future programmes success.Findings/Implications: The article attributes the failure of projects and programmes in South Africa to different factors which must be avoided in future in order for projects and programmes to be successful in South Africa. Investment in infrastructure has a huge potential to redress the high unemployment and poverty levels in South Africa and also to correct the skill shortages. Originality/Value: This article challenges the project-based approach and recommends a programme-based approach which is long-term as to address the problem of unemployment and skills shortages in South Africa. Conclusion: Public works programmes and projects in South Africa should change as the policy environment changes, from relief, emergency to a long-term structured employment-generation programme. The approach should link economic growth, employment and investment policies.

As significant long-term domestic investors, South Africa‟s largest public sector pension funds have an interest in helping South Africa move onto a sustainable development path. However, this paper tentatively concludes that, although there is a possible collective developmental role for these funds, this is unlikely to occur unless leadership from government or the funds emerges. If a leadership role is chosen, government should probably focus on a transition management approach to sustainable development, trustees on the implementation of long-term investment policies, and the members of the investment community on a high leverage initiative, possibly linked to the Financial Sector Charter review. Some of the tentative conclusions reached in this paper also provide pointers for overseas pension funds and their stakeholders. Firstly, governments could support collective action between the largest public sector pension funds globally, and in return develop an unusually powerful long-term voice in support of a transition to sustainability. Secondly, a more significant role for these funds will highlight the issue of prioritisation, and the development of legitimate processes is likely to be needed. Thirdly, full implementation of genuinely long-term investment policies will probably lead to significant changes in the role funds play in the investment industry, possibly including the establishment of their own investment co-operatives.

This chapter endeavors to develop a coherent framework for political transition—as reconciliation. I argue that reconciliation explains how relationships emerge in unfavorable conditions; how once a modest beginning is achieved, cooperation can grow, trust strengthened, and understanding deepened through appropriate processes and institutional arrangements; and how eventually a fundamentally more just society is built—all as part of a comprehensive transitional agenda. In South Africa, reconciliation politics propagated the idea, diametrically opposed to apartheid, that racial groups were fundamentally and comprehensively interdependent. This provided a compelling rationale for taking reconciliation seriously—and twenty-four years on, it still does. Reconciliation embraces a shared future on the basis that this is not only desirable but unavoidable, and turns to deal with a troubled past because it obstructs this future. More broadly, therefore, reconciliation can be described as “working toward fairness and inclusivity, reconciliation entails the mutual acknowledgment, the progressive institutionalization, and the long-term socialization of a comprehensive and fundamental interdependence.”

How did British authorities manage to secure the commitment of large dominion and Indian armies that could plan, fight, shoot, communicate, and sustain themselves, in concert with the British Army and with each other, during the era of the two world wars? This is the primary line of inquiry for this study, which begs a couple of supporting questions. What did the British want from the dominion and Indian armies and how did they go about trying to get it? How successful were they in the end? Answering these questions requires a long-term perspective—one that begins with efforts to fix the armies of the British Empire in the aftermath of their desultory performance in South Africa (1899–1903) and follows through to the high point of imperial military cooperation during the Second World War. Based on multi-archival research conducted in six different countries on four continents, Douglas E. Delaney argues that the military compatibility of the British Empire armies was the product of a deliberate and enduring imperial army project, one that aimed at ‘Lego-piecing’ the armies of the empire, while, at the same time, accommodating the burgeoning autonomy of the dominions and even India. At its core, this book is really about how a military coalition worked.

Unsubsidised private retirement resorts in South Africa developed during the last three decades present residents with many challenges. There is no existing generally accepted knowledge base or guidelines to serve this sensitive market. The research objective was to establish which elements are experienced by residents of retirement resorts as satisfactory and which as problematic. A literature study was also undertaken. Quantitative as well as qualitative data were obtained by means of structured questionnaires, interviews and a seminar. The results reported pertain to eight resorts in the east of Pretoria, four in Bloemfontein and two in Knysna. The study is currently being extended to other centres. The quantitative data is arranged in order of the priorities set by the biggest group (Pretoria), with the other groups in comparison. So the research was based on the sourcing of quantitative and qualitative data, as well as on descriptive evaluations. The results offer insightful knowledge and guidelines towards establishing an optimal profile for the development of long-term sustainable private retirement resorts. The implications and value of this study are that both developers of retirement resorts and prospective residents are provided with guidelines to better equip them to evaluate a specific retirement resort with regard to the sustainable well- being of residents long-term.

Climate change is a global problem, which affects the various geographical regions at different levels. It is also associated with a wide range of human health problems, which pose a burden to health systems, especially in regions such as Africa. Indeed, across the African continent public health systems are under severe pressure, partly due to their fragile socioeconomic conditions. This paper reports on a cross-sectional study in six African countries (Ghana, Nigeria, South Africa, Namibia, Ethiopia, and Kenya) aimed at assessing their vulnerabilities to climate change, focusing on its impacts on human health. The study evaluated the levels of information, knowledge, and perceptions of public health professionals. It also examined the health systems’ preparedness to cope with these health hazards, the available resources, and those needed to build resilience to the country’s vulnerable population, as perceived by health professionals. The results revealed that 63.1% of the total respondents reported that climate change had been extensively experienced in the past years, while 32% claimed that the sampled countries had experienced them to some extent. Nigerian respondents recorded the highest levels (67.7%), followed by Kenya with 66.6%. South Africa had the lowest level of impact as perceived by the respondents (50.0%) when compared with the other sampled countries. All respondents from Ghana and Namibia reported that health problems caused by climate change are common in the two countries. As perceived by the health professionals, the inadequate resources reiterate the need for infrastructural resources, medical equipment, emergency response resources, and technical support. The study’s recommendations include the need to improve current policies at all levels (i.e., national, regional, and local) on climate change and public health and to strengthen health professionals’ skills. Improving the basic knowledge of health institutions to better respond to a changing climate is also recommended. The study provides valuable insights which may be helpful to other nations in Sub-Saharan Africa.

A tripartite alliance formed by the African National Congress, the South African Communist Party and the Congress of South African Trade Unions has been ruling the country with wide parliamentarian majorities. The country remains more consensual and politically inclusive than any of the other African countries in the post-independence era. This article examines three performance’s aspects of the party dominance systems: legitimacy, stability and violence. As we are living in a period in which an unprecedented number of countries have completed democratic transitions, it is politically and conceptually important that we understand the specific tasks of crafting democratic consolidation.

Background As it is common with the most devastating events in the world, women always seem to be at the most disadvantage position. This situation manifested during the period of COVID-19 lockdown throughout the world and Africa in particular. The purpose of this study is to explore Domestic Violence (DV) cases in African during the COVID-19 lockdown. Methods Data for this study were gleaned from an electronic literature search using various databases PubMed and BioMed Central, Web of Science, etc. Key search words were gender DV during and after COVID-19. A total of 68 records were identified during the search. However, only 46 of these sources met the inclusion criteria. Results From the review done in selected African countries which include Egypt, South Africa, Kenya, Nigeria, Ghana and Zimbabwe; it was discovered that COVID-19 lockdown across these countries worsens the already existing cases of DV. The study also noted that generally, the response of the government has been very poor in terms of dealing with DV cases in the period of COVID-19 lockdown. Conclusion The study concluded that despite the failures of government in tackling the DV pandemics, NGOs have been very active in championing the cause of those violated while also trying to provide succour to victims. Thus, the study recommended that countries in Africa need to join international initiatives in prioritising DV cases while trying to deal with the virus itself. Thus, one disease should not be traded for another.

Although South Africa has adopted a very modern permit/license system to control access to water as a resource, the attainment of the lofty objectives (efficiency, equity and sustainability) of the National Water Act of 1998 depends on two critical factors: (1) the institutional efficiency of the water management system; and (2) the development of water markets and their efficient functioning. This study lists a number of concerns that the Act is not geared to resolve efficiently or in a timely manner. These concerns include the high administrative costs of implementation, poor incentives for long-term investments, bureaucratic inefficiency, practical problems in water pricing and adaptability to climate change threat. There is a need to re-think the ways and means with which to make water distribution more efficient in the country. One possible solution would be to develop water markets in the country.
