Cascading disasters progress from one hazard event to a range of interconnected events and impacts, with often devastating consequences. Rain-related cascading disasters are a particularly frequent form of cascading disasters in many parts of the world, and they are likely to become even more frequent due to climate change and accelerating coastal development, among other issues. (1) Background: The current literature review extended previous reviews of documented progressions from one natural hazard event to another, by focusing on linkages between rain-related natural hazard triggers and infrastructural impacts. (2) Methods: A wide range of case studies were reviewed using a systematic literature review protocol. The review quality was enhanced by only including case studies that detailed mechanisms that have led to infrastructural impacts, and which had been published in high-quality academic journals. (3) Results: A sum of 71 articles, concerning 99 case studies of rain-related disasters, were fully reviewed. Twenty-five distinct mechanisms were identified, as the foundation for a matrix running between five different natural hazards and eight types of infrastructural impacts. (4) Conclusion: Relatively complex quantitative methods are needed to generate locality-specific, cascading disaster likelihoods and scenarios. Appropriate methods can leverage the current matrix to structure both Delphi-based approaches and network analysis using longitudinal data.

In 1989, when the Cold War ended, there were six permanent international courts. Today there are more than two dozen that have collectively issued over thirty-seven thousand binding legal rulings. This book charts the developments and trends in the creation and role of international courts, and explains how the delegation of authority to international judicial institutions influences global and domestic politics. The book presents an in-depth look at the scope and powers of international courts operating around the world. Focusing on dispute resolution, enforcement, administrative review, and constitutional review, the book argues that international courts alter politics by providing legal, symbolic, and leverage resources that shift the political balance in favor of domestic and international actors who prefer policies more consistent with international law objectives. International courts name violations of the law and perhaps specify remedies. The book explains how this limited power—the power to speak the law—translates into political influence, and it considers eighteen case studies, showing how international courts change state behavior. The case studies, spanning issue areas and regions of the world, collectively elucidate the political factors that often intervene to limit whether or not international courts are invoked and whether international judges dare to demand significant changes in state practices.

The Sri Lankan Ministry of National Coexistence, Dialogue, and Official Languages published the work “People of Sri Lanka” in 2017. In this comprehensive publication, 21 invited Sri Lankan scholars introduced 19 different people’s groups to public readers in English, mainly targeted at a growing number of foreign visitors in need of understanding the cultural diversity Sri Lanka has to offer. This paper will observe the presentation of these different groups of people, the role music and allied arts play in this context. Considering the non-scholarly design of the publication, a discussion of the role of music and allied arts has to be supplemented through additional analyses based on sources mentioned by the 21 participating scholars and their fragmented application of available knowledge. In result, this paper might help improve the way facts about groups of people, the way of grouping people, and the way of presenting these groupings are displayed to the world beyond South Asia. This fieldwork and literature guided investigation should also lead to suggestions for ethical principles in teaching and presenting of culturally different music practices within Sri Lanka, thus adding an example for other case studies.

Is International Law International? takes the reader on a sweeping tour of the international legal academy to reveal some of the patterns of difference, dominance, and disruption that belie international law’s claim to universality. Both revealing and challenging, confronting and engaging, this book is a must-read for any international lawyer, particularly in a world of shifting geopolitical power. Pulling back the curtain on the “divisible college of international lawyers,” the author shows how international lawyers in different states, regions, and geopolitical groupings are often subject to differences in their incoming influences and outgoing spheres of influence in ways that affect how they understand and approach international law, including with respect to contemporary controversies like Crimea and the South China Sea. Using case studies and visual representations, the author demonstrates how actors and materials from some states and groups have come to dominate certain transnational flows and forums in ways that make them disproportionately influential in constructing the “international”—a point which holds true for Western actors, materials, and approaches in general, and Anglo-American ones in particular. But these patterns are set for disruption. The socio-environmental challenges the world faces are ‘swamps’: situations that are messy, complex, and uncertain. The aim of this paper is to help disciplinary scientists navigate these swamps. To achieve this, the paper evaluates an integrative framework designed for researching complex real-world problems, the Integration and Implementation Science (i2S) framework. As a pilot study, we examine seven inter and transdisciplinary agri-environmental case studies against the concepts presented in the i2S framework, and we hypothesise that considering concepts in the i2S framework during the planning and delivery of agri-environmental research will increase the usefulness of the research for next users. We found that for the types of complex, real-world research done in the case studies, increasing attention to the i2S dimensions correlated with increased usefulness for the end users. We conclude that using the i2S framework could provide handrails for researchers, to help them navigate the swamps when engaging with the complexity of socio-environmental problems.

AbstractThis article examines the impact and repercussions of the COVID-19 pandemic on patterns of armed conflict around the world. It argues that there are two main ways in which the pandemic is likely to fuel, rather than mitigate, conflict and engender further violence in conflict-prone countries: (1) the exacerbating effect of COVID-19 on the underlying root causes of conflict and (2) the exploitation of the crisis by governments and non-state actors who have used the coronavirus to gain political advantage and territorial control. The article uses data collected in real-time by the Armed Conflict Location & Event Data Project (ACLED) and the Johns Hopkins University to illustrate the unfolding and spatial distribution of conflict events before and during the pandemic and combine this with three brief case studies of Afghanistan, Nigeria, and Libya. Descriptive evidence shows how levels of violence have remained unabated or even escalated during the first five months of the pandemic and how COVID-19-related social unrest has spread beyond conflict-affected countries.

The building industry is blamed for consuming enormous natural resources and creating massive solid waste worldwide. In response to this, the concept of circular economy (CE) has gained much attention in the sector in recent years. Many pilot building projects that implemented CE concepts started to appear around the world, including Taiwan. However, compared with the pilot projects in the Netherlands, which are regarded as the pioneer ones by international society, many CE-related practices are not implemented in pilot cases in Taiwan. To assist future project stakeholders to recognize what the key CE-related practices are and how they could be implemented in their building projects in Taiwan, this study has conducted a series of case studies of Dutch and Taiwanese pilot projects and semi-structured interviews with key project stakeholders of Taiwanese pilot projects. Thirty key CE-related practices are identified via case studies, along with their related 5R principles (Rethink, Reduce, Reuse, Repair, Recycle) and project phases. Suggestion on CE-related practices, their 5R principles, project items, and phases to implement in building projects in Taiwan is also proposed while discussion on differences between two countries’ pilot projects is presented.
