Luxembourg is known for its cultural and national diversity. Approximately 48% of the population is foreigners live in Luxembourg. For 15-29-year-olds, this share wasapproximately 42% in 2019 and 2020. Furthermore, approximately 185,000 foreign workers commute to Luxembourg daily. Considering this, Luxembourg is an interesting case for investigating national identity and political participation of a diverse society (STATEC 2020a, STATEC 2020b, STATEC 2021). Especially, as the biographies of young people in Luxembourg are becoming increasingly complex (e.g., mixed national parents; highly skilled expatriates), it is worth looking into different aspects and valuations of national identity and political participation of youth in Luxembourg (Amtépé and Hartmann-Hirsch, 2011). In this policy report, we look into the aspects of national identity and how young people living in Luxembourg define a ‘real Luxembourger’ using the Youth Survey Luxembourg (2019) data (Sozio et al., 2020). This will give us the opportunity to investigate what aspects of identity (e.g. Luxembourgish ancestry; the time spent living in Luxembourg) matter for young people to feel part of Luxembourgish society and how these change across different social backgrounds and demographics. The discourse about the interrelations of political participation and youth brings forward the dominant narrative of a disengaging and passive youth. Here, we also investigate these statements in the Luxembourgish context. We analyse the level of interest in politics across young people in Luxembourg and their means of political participation. Finally, we especially investigated the relationship between aspects of national identity, and political interest and engagement of young people in Luxembourg.

In 20–30 years Denmark will, just like the rest of the eu, be in need of an increasing number of highly skilled workers from outside the eu to sustain its welfare society. While the eu has adopted a common Blue Card aiming at making it possible for foreign workers to live and work in most of the eu, Denmark has, due to its opt-out in Justice and Home Affairs, chosen its own Green Card Scheme. This article looks into this choice and compares the recent Danish attempt to attract high skilled workers with the Blue Card directive. It analyses the differences and similarities between the two schemes and investigates why initiatives to attract highly skilled workers have not been successful at either the Danish nor the European level.

Malaysia experienced a number of the entry of foreigners in the world, mainly as low-skilled workers. Malaysia has been experiencing shortage of workers in main sectors such as construction, agriculture, industrial and service. Foreign workers are workers came from other countries who come to work in Malaysia for a certain period, they are also known as economic’s workers. The study found that foreign workers give benefits for country development process in variuos sectors but with their numbers growing and reaching millions of peoples were disturbing economy and local communities.Keywords: Foreign worker, demand, economy, PATI, crime, security Abstrak: Malaysia mengalami jumlah kemasukan warga asing yang besar di dunia, terutamanya sebagai buruh berkemahiran rendah. Malaysia telah mengalami masalah kekurangan buruh dalam sektor-sektor utama negara seperti pembinaan, perladangan, perindustrian dan perkhidmatan. Pekerja asing atau buruh asing merupakan pekerja yang berasal dari negara luar yang datang bekerja di Malaysia bagi sesuatu tempoh tertentu, ianya juga dikenali sebagai buruh ekonomi. Hasil kajian, mendapati pekerja asing telah membawa manfaat dalam proses pembangunan negara Malaysia dalam pelbagai sektor namun begitu dengan jumlah mereka yang semakin meningkat dan mencecah jutaan orang telah mengganggu-gugat ekonomi dan masyarakat tempatan.Kata kunci: Pekerja asing, permintaan, ekonomi, PATI, jenayah, keselamatan.

This paper focuses on gendered mobilities of highly skilled researchers working abroad. It is based on an empirical qualitative study that explored the mobility aspirations of Austrian scientists who were working in the United States at the time they were interviewed. Supported by a case study, the paper demonstrates how a qualitative research strategy including graphic drawings sketched by the interviewed persons can help us gain a better understanding of the gendered importance of social relations for the future mobility aspirations of scientists working abroad.

Regular immigration to Italy is based on a quota system setting annual ceilings to legal entries. Reserved shares are granted to single countries or categories of countries. Reserved shares have been increased; they are used as an incentive to obtain the cooperation of countries of origin in stemming irregular migration flows. The total quota of regular immigration has gradually increased too. Still, it does not fully respond to the growing demand of foreign workers on the labour market, and quotas seem to be used as crypto-regularisations rather than as an instrument for regulating legal entries.

This is the first paper of its kind to look at policy perspectives on return migration in Turkey, based on an analysis of official documents and a series of interviews with Turkish authorities, government officials and academics. We identify several perspectives which range from the absence of a specific legislation to control return migration, to the concrete attempts to regulate the return of a selected group of migrants, namely the highly skilled. Subsequently, we show that these perspectives are built on a series of sometimes paradoxical arguments regarding economic development, past experiences about development initiatives and the country’s international objectives.

The independent Migration Advisory Committee (MAC) was created in 2007 after a decade in which the share of foreign-born workers in the British labour force doubled to 13 per cent. The initial core mandate of the MAC was to provide “independent, evidence-based advice to government on specific skilled occupations in the labour market where shortages exist which can sensibly be filled by migration.” The MAC's answers to these 3-S questions, viz, is the occupation for which employers are requesting foreign workers skilled, are there labour shortages, and is admitting foreign workers a sensible response, have improved the quality of the debate over the “need” for foreign workers in the UK by highlighting some of the important trade-offs inherent in migration policy making. The MAC can clarify migration trade-offs in labour immigration policy, but cannot decide the ultimately political questions about whose interests should be prioritised and how competing policy objectives should be balanced.
