In the context of long-term archival of digital assets, file formats that are standardized and designed for longevity such as PDF/A are preferred. However, due to the complexity of and ambiguities in PDF standards, it is far from trivial to either create standard-conformant files or check the conformance of any given file. This study investigates the challenges when checking real-world PDF files from public sector organizations meant for long-term archival for PDF/A conformance. Results show that only a small set of PDF files claims to conform to the PDF/A-1b specification variant and even fewer files pass conformance checks by various conformance checking tools. Challenges for conformance checking tools include both ambiguities in the standards’ technical specifications and limitations in the implementation.

Partnering is often claimed to represent a solution small local government organizations (SLGOs) can resort to in order to manage innovation. However, especially when private partners are involved, resources and specialized competencies need to be allocated on the management of the partnership in order to guarantee that it will deliver a public value. SLGOs often lack such resources and this can make it difficult for them to benefit from Public-Private Partnerships. In the chapter a solution to this problem will be suggested based on the concept of Integrated System of Local Government, that represents a form of strategic and long term partnership for the sharing of resources and specialized competences among SLGOs. More specifically, it will be argued that if the partnership with the private partners is established directly by the integrated system, on behalf of its members, this can guarantee a better governance of the partnership even when the public sector organizations involved are SLGOs.

Current Stage

This paper describes the current stage of the development of the ministries’ risk management systems, considering the demands and orientations given by the Joint Normative Instruction MP/CGU n. 01/2016 and the Public Governance Decree (Decree n. 9.203, of November 22, 2017, altered by the Decree n. 9.901, of July 8, 2019). With the intention of identifying how each ministry has been managing the risks that aim at ensuring that the goals of the public policies and the strengthening of their own governance structures will be met, this research formulated indicators that allow cases to be described, based on the recommendations of national and international standards of governance and risk management. The results show that Brazilian ministerial risk management is still incipient, due to the fragile institutionalization associated with political-administrative instability. There is still a need for institutionalizing a culture of risk management and mainly, adopting a long-term perspective in the public sector organizations so that consistent risk management systems can be effectively implemented.

The AAAI 2018 Fall Symposium Series was held Thursday through Saturday, October 18–20, at the Westin Arlington Gateway in Arlington, Virginia, adjacent to Washington, D.C. The titles of the eight symposia were Adversary-Aware Learning Techniques and Trends in Cybersecurity; Artificial Intelligence for Synthetic Biology; Artificial Intelligence in Government and Public Sector; A Common Model of Cognition; Gathering for Artificial Intelligence and Natural System; Integrating Planning, Diagnosis, and Causal Reasoning; Interactive Learning in Artificial Intelligence for HumanRobot Interaction; and Reasoning and Learning in Real-World Systems for Long-Term Autonomy. The highlights of each symposium (except the Gathering for Artificial Intelligence and Natural System symposium, whose organizers failed to submit a summary) are presented in this report.

Attack Models

Approaches for securing digital assets of information systems can be classified as active approaches based on attack models, and passive approaches based on system-models. Passive approaches are inherently superior to active ones. However, taking full advantage of passive approaches calls for a rigorous standard for a low-complexity-high-integrity execution environment for security protocols. We sketch broad outlines of mirror network (MN) modules, as a candidate for such a standard. Their utility in assuring real-world information systems is illustrated with examples.
