China Digital Governance Development Review Over the Past Two Decades

This article describes how with the emergence of ubiquitous technology, intelligence, and the rise of social networks facilitated by mobile Internet, big data, cloud computing and other emerging technologies, it has become a global trend that digital governance has been employed in the executive branches of many countries in the world. This article explores the data of quantity of published articles, researchers, research institutes, high-frequency key words, etc., obtained through CiteSpaceIII. The analysis of the articles related to digital governance for the recent 20 years are used to perform content analysis on the research topic and evolution. The development situations and problems of digital governance research in China are analyzed based on the literature review. The future study direction is prospected.

This paper demonstrates the results in the research topic of the railway ballast particles’ breakage test with unique laboratory test. The most railway lines in the world have so called traditional superstructure (ballasted tracks). In the past few years there were a lot of railway rehabilitation projects in Hungary, as well as abroad. Nowadays cannot be expected that there is enough quantity of railway ballast in adequate quality, because of the modifications and restrictions in the related regulations in Hungary since 2010. In Hungary there are only a few quarries which are able to ensure adequate railway ballast material for construction and maintenance projects for speed values between 120 and 160 km/h. This may cause supply and quality risk in production of railway ballast. The authors’ research’s main goal is to be able to simulate the stress-strain effect of ballast particles in real and objective way in laboratory conditions as well as in discrete element modelling.

Abstract The avalanche of personal and social data circulating in Online Social Networks over the past 10 years has attracted a great deal of interest from Scholars and Practitioners who seek to analyse not only their value, but also their limits. Predicting election results using Twitter data is an example of how data can directly influence the politic domain and it also serves an appealing research topic. This article aims to predict the results of the 2019 Spanish Presidential election and the voting share of each candidate, using Tweeter. The method combines sentiment analysis and volume information and compares the performance of five Machine Learning algorithms. Several data scrutiny uncertainties arose that hindered the prediction of the outcome. Consequently, the method develops a political lexicon-based framework to measure the sentiments of online users. Indeed, an accurate understanding of the contextual content of the tweets posted was vital in this work. Our results correctly ranked the candidates and determined the winner by means of a better prediction of votes than official research institutes.

Per pastaruosius keletą metų „debesų“ technologijos (angl. Cloud Computing) tapo realybe – kompanijos, siūlančios paslaugas internete, pradėjusios nuo bandomųjų paslaugų, jau gali džiaugtis sulaukusios vis didesnio realaus verslininkų susidomėjimo visame pasaulyje. Šalia tradicinių paslaugų atsiranda ir nauja – komunikacija kaip paslauga. Straipsnio tikslas – aptarti vieningos komunuikacijos paradigmą debesyje ir įvertinti naujos kartos komunikacijos (Komunikacija 2.0) požymius. Tam tikslui pasirinkta Lync 2010 komunikavimo platforma (integruota į „Microsoft Office 365“ „debesį“) analizuojama teoriniu ir praktiniu aspektais. Straipsnyje aptariami „Lync 2010“ ekspertų Lietuvoje apklausos rezultatai bei analizuojamos „Lync“ forumo bendruomenės internete aktyvumo tendencijos. Teorinės įžvalgos ir praktiniai „Lync 2010“ komunikacijos vertinimai patvirtina, kad ši komunikavimo platforma yra efektyvi, užtikrina greitą ir paprastą komunikaciją vieningoje interaktyvioje aplinkoje, prie kurios dinamiškai galima prisijungti naudojant įvairius ryšio kanalus. Gauti analizės rezultatai patvirtina, kad „Lync 2010“ komunikavimo platforma turi Komunikacijos 2.0 bruožų, kurie praktikoje iš esmės padidina komunikacijos ir bendradarbiavimo efektyvumą, suteikia patogumą komunikuojantiems. Aptariami ir probleminiai „Lync 2010“ aspektai. In addition to traditional and new services, there is Communication as a service. The aim of the article is to discuss the paradigm of unified communications in the cloud computing and to evaluate the features of the next generation of communications (Communications 2.0). Purposefully, the Lync 2010 communications platform (integrated into the Microsoft Office 365 cloud) was selected, and an analysis of its theoretical and practical aspects was made. This paper discusses the survey of Lync 2010 results in the Lithuania and analyses the activity trends of the Lync forum community.Theoretical observations and practical assessments of Lync 2010 confirm that the Communications platform is efficient, providing fast and simple interactive communications within a single environment which can be accessed dynamically using various communication channels. The obtained results confirm that the Communications 2.0 features of the Lync 2010 communications platform considerably increase the efficiency of communications and cooperations in practice and provide comfort for communicating people. Also, the problematic aspects of Lync 2010 are discussed. The results show that not all Lync 2010 communication tools are used equally intensively (for example, expert activities). Advances in camera technology and digital instrument control have meant that in modern microscopy, the image that was, in the past, typically recorded on a piece of film is now recorded directly into a computer. The transfer of the analog image seen in the microscope to the digitized picture in the computer does not mean, however, that the problems associated with recording images, analyzing them, and preparing them for publication, have all miraculously been solved. The steps involved in the recording an image to film remain largely intact in the digital world. The image is recorded, prepared for measurement in some way, analyzed, and then prepared for presentation.Digital image acquisition schemes are largely the realm of the microscope manufacturers, however, there are also a multitude of “homemade” acquisition systems in microscope laboratories around the world. It is not the mission of this tutorial to deal with the various acquisition systems, but rather to introduce the novice user to rudimentary image processing and measurement.

Information technology is increasingly developing and has a positive impact on the world of education. The implementation of student counseling with a Knowledge Management System is one of the contributions of information technology in the world of education. Many benefits provided by the Student Counseling Knowledge Management System, in managing the knowledge needed by the counselor section to document student consultations. The development and implementation of a KMS counseling system costs more to employ professional staff to maintain and improve; KMS student counseling application; For this reason, it is necessary to design a Cloud Computing-based Student Counseling Knowledge Management System. The research method carried out in the first stage is to collect data and information about Knowledge Management and Student Counseling, and how to use it to create a Knowledge Management System Application, Student Counseling Based on cloud computing. Furthermore, conducting a literature study and literature review, system design is in the form of data architecture compounding, process design, network design, and user interface design. The design results of this system can facilitate educational institutions in conducting online cloud computing-based student counseling


This paper critically analyzes the symbolic use of rain in A Farewell to Arms (1929). The researcher has applied the Sapir-Whorf Hypothesis as a research tool for the analysis of the text. This hypothesis argues that the languages spoken by a person determine how one observes this world and that the peculiarities encoded in each language are all different from one another. It affirms that speakers of different languages reflect the world in pretty different ways. Hemingway’s symbolic use of rain in A Farewell to Arms (1929) is denotative, connotative, and ironical. The narrator and protagonist, Frederick Henry symbolically embodies his own perceptions about the world around him. He time and again talks about rain when something embarrassing is about to ensue like disease, injury, arrest, retreat, defeat, escape, and even death. Secondly, Hemingway has connotatively used rain as a cleansing agent for washing the past memories out of his mind. Finally, the author has ironically used rain as a symbol when Henry insists on his love with Catherine Barkley while the latter being afraid of the rain finds herself dead in it.

The world-wide use of scleral contact lenses has dramatically increased over the past 10 year and has changed the way that we manage patients with corneal irregularity. Successfully fitting them can be challenging especially for eyes that have significant asymmetries of the cornea or sclera. The future of scleral lens fitting is utilizing corneo-scleral topography to accurately measure the anterior ocular surface and then using software to design lenses that identically match the scleral surface and evenly vault the cornea. This process allows the practitioner to efficiently fit a customized scleral lens that successfully provides the patient with comfortable wear and improved vision.
