The quality of emergency medical services (EMS) prior to a patient's arrival at a hospital is directly affected by the efficiency to dispatch an ambulance for first aid. In this paper, we created an ambulance dispatching system for first aid, which is integrated with Information and Communication Technology (ICT) and performed on a cloud platform. In virtue of ICT, the system can readily monitor the movements of ambulance with Geographic Information System (GIS) and determine any ambulance dispatching task and saves more time spent in transporting an accident victim to a hospital. Furthermore, the system running on a cloud platform is characteristic of integrated medical resources and terminal equipment with or without powerful hardware that is flexibly added into or removed from the system for supporting dispatch.

Even though open and distance learning (ODL) using Information and Communication Technologies can be applied across disciplines and at various levels, this paper focuses on the supervision of PhD students studying through the Open and Distance Learning mode of education using Information and Communication Technologies (ICTs). Taking into account the fact that higher education institutions are always striving to increase the quality of supervision and throughput of doctoral programmes, the study highlights how Information and Communication Technologies (ICTs) can mitigate these challenges. The study was carried out in 10 Zimbabwean universities to evaluate the levels of preparedness of universities, supervisors and PhD students in using information and communication technology during their studies. Purposive sampling was used focusing on PhD students studying through ODL, local universities offering PhD programmes experienced, PhD supervisors, the Zimbabwe Council for Higher Education officials and officials from the Ministry of Higher and Tertiary Education, Science and Technology Development. Students, universities and supervisors were not fully prepared to do their work using ICTs due to various reasons. Some of the reasons given were that some universities did not have the required infrastructure and facilities in place. Some of the supervisors and students lacked basic computer skills and this affected the quality of supervision and slowness in giving feedback. The lack of internet availability and poor connectivity were also cited as challenges especially with the prevailing load shedding. The study recommends universities to invest in ICTs infrastructure since higher education transcends geographical boundaries.

If we want to convert our rural population into knowledge driven, progressive, self sufficient, self reliant, sustainable society, the role of Information and Communication Technologies (ICT’s) cannot be ignored. Timely availability information is considered as most important factor in Indian agriculture. At present ICT is the technology of this millennium. Transferring the developed technology to all end users is time-consuming and tiresome task and is often not completed due to paucity of resources and lack of manpower. In India, agriculture and rural development has gained significantly from ICT due to its widespread extension and adoption. Computer-based information and communication technologies continue to transform the delivery of health care and the conception and scientific understanding of the human body and the diseases that afflict it. While information technology has the potential to improve the quality and efficiency of patient care, it also raises important ethical and social issues. This IRIE theme issue seeks to provide a forum to identify, analyse and discuss the ethical and social issues raised by various applications of information and communication technology in medicine and health care. The contributions give a flavour of the extraordinarily broad landscape shaped by the intersection of medicine, computing and ethics. Information and Communication Technologies (ICT) hold great potential for promoting socioeconomic development in many developing countries. ICT has not significantly percolated down the economic value chain in these countries for various reasons. The example of Singapore is used to show how governments can make a difference in entrenching a vibrant ICT sector through appropriate policies, programs, and other intervention instruments. It is suggested that aspects of the Singapore experience would be useful for other developing countries.

This chapter explores the role played by Information and Communication Technology tools in the management of indigenous Knowledge in general. Of importance to note, therefore, is the fact that the emergence of Information and Communication Technology tools has opened new avenues in Indigenous Knowledge Management (IKM) which have the potential of playing important roles in the society by making the valuable knowledge available to everyone who recognizes and uses it. Given the nature of indigenous knowledge which is commonly exchanged through personal communication and demonstration exemplified as deriving from the master to the apprentice, from the parents to the children, from the one neighbour to the other and so on. Information and Communication Technology tools appear to be providing as a solution in forestalling the possible extinction of IK.
