The goal of the paper is to elaborate on sustainability aspects of smart sustainable urban environments. More specifically, at a first step the paper aims at critically reviewing globally initiated state-of-the-art approaches for assessing smart cities' performance as to sustainability objectives. The scope of this effort is to identify sets of indicators used in different approaches as well as convergence/divergence among them. Secondly, an attempt to integrate different indicator sets into a more enriched and coherent indicator system is carried out which, by effectively embedding smart and sustainable city development into sustainability indicators' sets, can be used by various types of cities' examples. Finally, the rationale of the indicators' selection process is depicted, in order to support policy makers and planners' guidance towards choosing an appropriate, city-specific set of sustainability indicators for carrying out relevant assessments.

Citizen participation and sustainability are two main concepts used in the definitions in the smart city literature. Citizen participation is often used within the context of improving good governance in smart cities. Its relationship with sustainability is seldomly discussed. This study analyses the relationship between the concepts of smart city, smart sustainable city, and citizen participation, and discusses how citizen participation is shaped in smart sustainable cities. In light of this analysis, seven types of citizen participation mechanisms are studied. The findings of the study reveal that sustainability in smart cities is only considered within the framework of environmental matters, while citizen participation is only considered as a mechanism aimed at supporting good governance. The study recommends using these participation mechanisms to highlight other aspects of sustainability such as securing comprehensiveness, alleviating poverty, promoting gender equality and to focus on other aspects of citizen participation such as real participation and democratic effectiveness.

Rapid urbanization leads to the cities expansion in both dimensions: horizontal and vertical. Thus causing significant increase of energy consumption and reduction of environment quality. Nowadays European Initiative on Smart Cities development becomes a very popular across the globe. The aim of this initiative is to insure sustainable city development taking into consideration quality of life and reduction of carbon emissions. Residential sector is one of biggest energy consumers and carbon emission production in Latvia. Also, city transport is a crucial carbon emission producers. In scope of this study the city development potential is analyzed. The increase of energy efficient scale is taking into consideration.

The emergence of the Internet of Things (IoT) as the new paradigm of Information and Communication Technology (ICT) and rapid changes in technology and urban needs urge cities around the world towards formulating smart city policies. Nevertheless, policy makers, city planners, and practitioners appear to have quite different expectations from what smart cities can offer them. This has led to the emergence of different types of smart cities and pathways of development. This paper aims to answer the research question: When comparing a selection of smart city projects, can we classify pathways for their implementation? We do this by using a cross-case research design of four cities to explore commonalities and differences in development patterns. An input-output (IO) model of smart city development is used to retrieve which design variables are at play and lead to which output. The four cases pertain to the following smart city projects: Smart Dubai, Masdar City, Barcelona Smart City, and Amsterdam Smart City. Our analysis shows that Amsterdam is based on a business-driven approach that puts innovation at its core; for Masdar, technological optimism is the main essence of the pathway; social inclusion is the focus of Barcelona Smart City; and visionary ambitious leadership is the main driver for Smart Dubai. Based on these insights, a classification for smart city development pathways is established. The results of the present study are useful to academic researchers, smart city practitioners, and policy makers.

To build sustainable smart energy cities (SECs) around the world, many countries are now combining customized services and businesses within their energy infrastructure and urban environments. Such changes could then promote the development of platforms that ultimately provide benefits for citizens such as convenience, safety, and cost savings. Currently, the development of technologies for SECs focuses on independent products and unit technology. However, this is problematic, as it may not be possible to develop sustainable cities if there is a lack of connectivity between various elements within the SEC. To solve such problems, this paper presents an AI-based physical and virtual platform using a 5-layer architecture to develop a sustainable smart energy city (SSEC). The architecture employs both a top-down and bottom-up approach and the links between each energy element in the SSEC can readily be analyzed. The economic analysis based on return on investment (ROI) is carried out by comparing the economic benefits before and after the application of this system. Deploying the proposed platform will enable the speedy development and application of new services for SSECs and will provide SSECs with measures to ensure sustainable development, such as rapid urban development, and cost reductions.

There are diverse ways and concepts to align the development of smart cities with the UN Sustainable Development Goals (SDGs). This chapter is concerned with ways of making sure that any smart city transformation is aligned in full or in part with the SDGs to achieve sustainability. It outlines fundamentals that affect any plan of smart city development. After discussing basic commitments of smart city sustainability, such as the Aalborg and other commitments, the chapter proceeds to distinguish between horizontal, vertical alignment, and blended alignment with SDGs. Emphasis is placed on two relevant SDGs: Goal 11 and Goal 17. An accelerated policy of action is suggested (Smart Rush). Finally, the chapter addresses the modalities of enhancing innovation and participation in smart sustainable cities.

A review of the literature on the theory and practice of creating smart cities shows that there is no common understanding of the concept of a smart city, as well as the goals of its creation. The concept of a smart sustainable city has been gaining popularity in recent years and is being actively implemented in various countries. It is considered as a means of solving social, economic, and environmental problems caused by urbanization. The Nordic countries have achieved the greatest success in its implementation. The purpose of the article is to analyze the existing theories on the concept of smart sustainable cities, as well as the most successful experience of their creation in the Nordic countries. This analysis will allow us to determine the most optimal technologies for implementation in Russian practice. The methodological approach of this study includes a systematic review of the literature on smart cities, with an emphasis on those that focus on conceptual development and provide an empirical database. The review shows that the literature reveals three types of driving forces of smart sustainable cities. These are technologies, communities, and public policy which are associated with such areas of their development as improving the population welfare and the life quality in cities, productivity, and efficiency of their functioning and management. But this experience is not taken into account in the development of Russian programs for creating smart cities. The article presents a comprehensive study of the experience of Finland, Norway, Sweden, Denmark, and Iceland in creating smart sustainable cities, digitalizing the economy of countries, and at the same time in achieving the goals of sustainable development.

In many countries, cities are expected to stimulate compact city development by the government, while at the same time develop healthier and more social sustainable cities. In Norway, national policy and planning regulation aim at stimulating a development that ensures active urban childhoods. In order to ensure this, the Planning and Building Act ensure particular participation rights for children and youth in the planning process. In this article, we will present how these rights are understood and implemented in practice. Then we will discuss how local government can enable children to participate in a meaningful way and where their input actually contributes to the plans and urban design being developed. This last discussion will be elaborated by studying a case about the Children Track Methodology.

Citizens’ engagement is considered as one of the important dimensions for the development of smart cities since, in the vision of a city of the future (smart city), citizens will be more and more involved in the decision-making process of different issues related to the development of a city. In this context, policy makers face a decision problem where they have to integrate a new dimension, which is the voice of the citizens’ decision. This article proposes a tool based on multicriteria decision making methods to provide decision makers with the best alternative(s) that are based on citizens’ opinions. In order to tackle the potential interdependencies between criteria and also between alternatives in the selection process, we apply a hybrid model integrating the analytical network process and an extended version of technique for order performance by similarity to ideal solution to support group decision-making. The proposed model is applied in the context of participatory budgeting (PB) where citizens decide on the projects in which the money can be invested. This process is complex since it encompasses multiple interdependent criteria that may be conflicting with each other and that are used to take decisions. To illustrate our approach, we will apply the proposed technique for the case study of La Marsa, a city in the north of the capital Tunis (Tunisia) that adopted, since 2014, a PB strategy in which citizens proposed alternatives on how an amount of money can be used to lighten specific streets in the city.
