The theme of IEEE ICCI*CC'16 on Cognitive Informatics (CI) and Cognitive Computing (CC) was on cognitive computers, big data cognition, and machine learning. CI and CC are a contemporary field not only for basic studies on the brain, computational intelligence theories, and denotational mathematics, but also for engineering applications in cognitive systems towards deep learning, deep thinking, and deep reasoning. This paper reports a set of position statements presented in the plenary panel (Part I) in IEEE ICCI*CC'16 at Stanford University. The summary is contributed by invited panelists who are part of the world's renowned scholars in the transdisciplinary field of CI and CC.

Cognitive Informatics (CI) is a contemporary field of basic studies on the brain, computational intelligence theories and underpinning denotational mathematics. Its applications include cognitive systems, cognitive computing, cognitive machine learning and cognitive robotics. IEEE ICCI*CC'17 on Cognitive Informatics and Cognitive Computing was focused on the theme of neurocomputation, cognitive machine learning and brain-inspired systems. Cognitive systems mimic the functions of the human brain and improves decision-making to harness the power of big data in multiple application areas. It generates a model that reacts by sensing, understanding natural language, and providing a response to stimulus naturally rather than traditional programmable systems. Cognitive computing is trained to process large unstructured datasets imposing machine learning techniques to adapt to different context and derive value from big data. Using a custom chat box or search assistant to interact with human in natural language which can understand queries and explains data insights. This chapter also touches on the challenges of cognitive computing to demonstrate insights that are similar to those of humans.

Inspired by the latest development in cognitive informatics and contemporary denotational mathematics, cognitive computing is an emerging paradigm of intelligent computing methodologies and systems, which implements computational intelligence by autonomous inferences and perceptions mimicking the mechanisms of the brain. This article presents a survey on the theoretical framework and architectural techniques of cognitive computing beyond conventional imperative and autonomic computing technologies. Theoretical foundations of cognitive computing are elaborated from the aspects of cognitive informatics, neural informatics, and denotational mathematics. Conceptual models of cognitive computing are explored on the basis of the latest advances in abstract intelligence and computational intelligence. Applications of cognitive computing are described from the aspects of autonomous agent systems and cognitive search engines, which demonstrate how machine and computational intelligence may be generated and implemented by cognitive computing theories and technologies toward autonomous knowledge processing.

Recent advances in cognitive computing componentry combined with other factors are leading to commercially viable cognitive systems. From chips to smart phones to public and private clouds, industrial strength “cognition as a service” is beginning to appear at all scales in business and society. Furthermore, in the age of zettabytes on the way to yottabytes, the designers, engineers, and managers of future smart systems will depend on cognition as a service. Cognition as a service can help unlock the mysteries of big data and ultimately boost the creativity and productivity of professionals and their teams, the productive output of industries and organizations, as well as the GDP (gross domestic product) of regions and nations. In this and the next decade, cognition as a service will allow us to re-image work practices, augmenting and scaling expertise to transform professions, industries, and regions.

Cognitive Computing (CC) is an emerging paradigm of intelligent computing theories and technologies based on cognitive informatics, which implements computational intelligence by autonomous inferences and perceptions mimicking the mechanisms of the brain. The development of Cognitive Computers (cC) is centric in cognitive computing methodologies. A cC is an intelligent computer for knowledge processing as that of a conventional von Neumann computer for data processing. This paper summarizes the presentations of a set of 6 position papers presented in the ICCI’10 Plenary Panel on Cognitive Computing and Applications contributed from invited panelists who are part of the world’s renowned researchers and scholars in the field of cognitive informatics and cognitive computing.
