“Struggle” for Trust – Unintended Consequences of an “Integration Project”

This article has resulted from multiple years of cooperation of the research team Bittnerová, Doubek, and Levínská that examines issues related to Roma education in the context of social exclusion. Its main topic is to search for an understanding and interpretation of the failure of the project aiming to develop a social centre intended to serve as a basis for providing social services to needy residents of the researched site. The failure of “integration” is not just the refusal of embracing intercultural differences but the symbolic refusal of the impoverished status of the whole town, with the local Roma being the most glaring symbol of that impoverishment. This theoretical point is the theory of cultural models of Strauss and Quinn. “Romahood” is seen as a radial family resemblance category driven by a prototype in the context of distributed culture.

This study examines the social exclusion characteristics of a sample of users of primary care social services in two local entities in Spain. The objective of this study was to identify the intensity and scope of social exclusion in an exploratory way and to look at the typology of existing exclusionary situations to inform policy making and professional practice. Data from 1009 users were collected by primary care social services professionals, completing the Social Exclusion Scale of the University of Alicante (SES-UA). The dimensions with the greatest levels of social exclusion in the study population were those related to work/employment, income and education and training. The dimensions with an intermediate level of exclusion were those related to housing and social isolation. Social acceptance, family and social conflict and health were the dimensions with the lowest levels of exclusion. The analysis also showed the existence of five significantly different groups, that showed five different life trajectories along the continuum between social exclusion and social inclusion. The results show the importance and utility of developing professional and policy intervention protocols based on research evidence, with the objective of improving the quality of life of the users.

This article discusses knowledge management system design for SSNFPOs. The transfer of best practice knowledge management to SSNFPOs is not easy. SSNFPOs have different strategies and ways of doing business compared to ‘for-profit' organisations. Sector reforms in disability services, aged care, and child services in Australia threaten to disrupt social value as new for-profit rivals enter and pursue economic value. In response, the case study organisation (CSO) has been working with the research team to consider how knowledge management might help it become a stronger organisation and ensure its survival and growth in the reformed sector. The research was informed by discussions involving the CSO's management and the research team over an 18 month period. A general framework for designing knowledge management for SSNFPOs was developed. It involves six theoretical platforms, along with problems associated with theory and practice, how knowledge management may address these problems, and measures of impact.

IntroductionThe Census is the largest statistical collection undertaken by the Australian Bureau of Statistics (ABS), with its data critical to informing the planning and delivery of Government and community services. While the Census measure of income supports a wide range of analysis, demand exists for additional income topics to complement and extend the range of socio economic analysis that can be undertaken. The ABS has recently developed three experimental income topics for the 2016 Census using linked administrative data: main source of income; main source of government payments; and previous financial year income. Objectives and ApproachThis research utilised administrative data integrated by the ABS for the Multi-Agency Data Integration Project (MADIP). Taxation data from the Australian Taxation Office (ATO) and social security data from the Department of Social Services (DSS) were used in conjunction with the 2016 Census data to derive the additional topics. ResultsOverall, the three measures compare relatively closely to similar measures from the ABS Survey of Income and Housing (SIH). The ‘Main source of income’ and ‘Main source of government payments’ measures exhibit similar distributions to those from the SIH. The ‘Previous financial year income’ measures compare more closely with Census and SIH at the higher end of the income distribution, with some differences apparent at the lower end of the income distribution. Conclusion / ImplicationsThis work demonstrates the potential to supplement and enhance existing Census topics with linked administrative data. Further research, development and consultation with data users and the Australian community is needed.

The Euro-crisis of 2009–2012 and the UK’s 2016 vote to leave the EU vividly demonstrated that EU policies matter for the distribution of resources within and between European nation-states. Throughout these events, distributive conflicts between the European Union’s winners and losers intensified, and continue today. This book places these events into a broader historical, sociological, and economic perspective by analyzing how European integration has reshaped the distribution of income across the households of Europe. The motivating question is: who wins and who loses from European integration? Using individual- and household-level income survey data, combined with macro-level data on social policies, and case studies of welfare reforms in EU and non-EU states, this book shows how European integration has restratified Europe by simultaneously drawing national economies closer together and increasing inequality among households. With the benefit of hindsight, we can now see that the Single European Act of 1985 had an array of intended and unintended consequences for inequality in Europe. With the Single European Act, EU policymakers revived the integration project by elevating the single market to the top priority of European law and by constitutionalizing the idea that markets solve social and political problems.

Purpose – The present study aims to focus on workplace learning and understanding learning as creation (Kessels, 1995, 1996, 2001; Verdonschot, 2009; Billett and Choy, 2013) to bridge the gap between education and practice addressing the complex real world issue of poverty and social exclusion in The Netherlands. When researchers and practitioners are confronted with the dynamic complexity of the real world (Mahoney and Sanchez, 2004), it becomes evident how limited the ability of researchers and managers is to fully comprehend, describe, explain and (perhaps) predict the world as it is and as it is becoming. A mission of reconnecting theory-building from the outside and theory-building from the inside requires a process of interconnected research and practice in which interactions between managers and researchers have a purposeful focus on theory-building. Design/methodology/approach – The study is an example of engaged scholarship as proposed by Van de Ven and Johnson (2006) and a baseline study of a time series design from 2001-2008 comparing the effects of a “current treatment” in social work in The Netherlands at t0; explaining the collaborative design between practitioners, innovation consultants and scholars of a “new treatment”; and measuring the effects on social quality at t1. Findings – The paper provides insight in the level of social quality of clients in a situation of poverty and social exclusion. Lessons learned from workplace learning as creation in social work practice provides input for improving work practices through training and development of social workers. Research limitations/implications – Early notions for a potential new “treatment” have clearly not been fully dealt with in this baseline study. As stated this base-line study aims at overcoming the lack of insight in the client’s life-world and open the black box to gain fresh insights. This is clearly just a first step of a much longer learning and creation process. Now that more insight in the clients life world is available, engaged researchers have proposed a new, more productive mindset of clients in a situation of poverty and social exclusion that they should not be regarded as a “granite base”, but rather as “architects and builders” of their own life–worlds, with the social services as the “main contractor” to build trust, empower by helping to explicate personal survival strategies and planning for social inclusion (Van Damme, 1999). The limited number of respondents (N = 31) in this study is a limitation of this study, and findings cannot be generalised. Findings are no more than early indications and are not representative for other populations. Further research on a larger scale and in other research settings is needed. Practical implications – Implications are that design principles for a new and more participatory and socially oriented approach for workplace learning as creation should include the role of building trust in establishing relational quality between the public service organisation, other institutions and the client. First indications are that trust and empowerment may better enable clients in a situation of poverty and social exclusion to take charge of the design of their own lives and to construct and co-construct it accordingly. The role of actors from social services to build trusted relations, empower and co-construct an improved reality bear both elements of social learning, through dialogue (construct and co-construct knowledge = to know) and elements from social empowerment as part of the social quality concept (to act). Understanding the effects of the “current treatment” as input for workplace learning allows for an improved connection between practice and theory on workplace learning and social quality, thereby making a decisive contribution in closing the gap between real-world complex issues and education. Social implications – A better understanding of the aspects of social quality and social exclusion from theory and from social work practice. Originality/value – The original contribution of the research is the provision of insight into the complexity of workplace learning in social work when dealing with poverty and social exclusion. The focus on both the process of learning, as well as the outcome of learning, can be considered original.

The problematisation of migration has intensified in Europe over the last decade, as the Financial Crisis of 2008 dealt a major blow to social welfare instruments. This context has reinforced the idea that immigrants would consume a disproportionate share of socio-economic resources available through social services, thus displacing the local population. This article examines the case of Spain, analysing the dynamics of accessing socioeconomic inclusion policies developed by public Social Services among immigrants and non-immigrants at risk of social exclusion, based on different secondary sources. The paper shows that is there no evidence that social services resources are being displaced for the socio-economic inclusion of the immigrant population.

In this chapter, the authors outline the layers of disadvantage that exist for refugees within the context of national policies that restrict their access to services, including health care and social services, in countries where they hope to seek refuge, despite the existence of long-standing international conventions on the rights of refugees and other displaced persons. The chapter explores theories that entrench othering and social exclusion of these populations. The authors also outline the potential entry points to addressing the health of refugees and other migrants as a result of recent initiatives offered through the Sustainable Development Agenda and universal health coverage.

IntroductionIn recent years, there has been a growing desire to address issues related to menstruation, particularly for adolescent girls. In low-income and middle-income countries, prior literature review of the adolescent menstrual experience suggests the need for further research into the impact and efficacy of interventions with this population. There is evidence to suggest the need for initiatives and research in higher-income countries like the USA. To date, the body of research on adolescent menstrual experience in the USA remains uncharacterised. Therefore, we propose a scoping review of the literature on this subject to better inform on areas for future primary study.Methods and analysesUsing the framework proposed by Arksey and O’Malley and expounded on by Levac et al and the Joanna Briggs Institute, we will search electronic databases (MEDLINE, CINAHL, PsycINFO, Web of Science, ProQuest Public Health Database, Social Science Citation Index, Social Services Abstracts and SocINDEX) and grey literature for relevant studies in consultation with experienced librarians. The abstracts and full-text from each reference will be screened by two independent reviewers for inclusion. Bibliographic data, study characteristics and themes will be extracted from studies selected for inclusion using a rubric created by the research team. Findings will be summarised and a list of subject areas for future primary research will be generated in consultation with stakeholders. The review will be conducted using the Preferred Reporting Items from Systematic Reviews and Meta-Analyses extension for Scoping Reviews guidelines.Ethics and disseminationFormal ethics training for this study is not required, as the research team will review publicly available studies. Stakeholders working in adolescent and menstrual health were consulted in designing this review. We will share key findings with stakeholders and in scholarly journals at the conclusion of the review.
