The paper analyses the official development assistance provided by France to African countries within 2001—2012. The term official development assistance is understood as financial flows directed by the institutions of donor countries to a certain group of countries and multilateral institutions in order to support the progress and prosperity of developing countries. The aim of the study is to verify whether the criteria for granting financial support declared by the donors (in here: France) and determined by the Millennium Development Goals (defined by the UN General Assembly in 2000), are covered by actual financial flows. Data concerning the volume of the development assistance within 2001—2012 were analysed in the following subgroups of countries: the ones which were and were not historical colonies as well as countries with and without natural resources. For each subgroup, a panel model with fixed effects was estimated. It was stated that although mainly the development issues and anti-poverty campaign are postulated by the French foreign policy, the recipients structure of development assistance provided by France is largely dependent on the common colonial past, energy sources potential (oil, gas, uranium), migration level as well as bilateral trade exchange.

Confirmed coronavirus cases in Africa in early November 2020 exceeded 1.8 million, with 45% occurring in Southern Africa (SAF). Most SAF countries lack the capacity to adequately protect lives and livelihoods. High indebtedness means underfunded essential services, and most countries had just emerged from a severe food crisis and the effects of Cyclone Idai. Donors must go beyond temporary debt service suspension and provide new aid grants. SAF governments must not use the pandemic to restrict civil society advocacy on behalf of the most vulnerable people.

In the past several years, the Republic of Korea—a former least developed country (LDC) and aid recipient that became a donor—joined the “club of emerging donors” to Africa. In March 2006, President Roh Moohyun declared Korea's Initiative for Africa's Development. The initiative puts poverty reduction and socioeconomic development of African countries in the forefront. Using pooled cross-sectional time series data, in this study we examine the determinants of Korean bilateral official development assistance (ODA) to Africa for the period 1991–2011. The findings of the study suggest that the approach of Korean ODA does not differ significantly from that of many conventional donors whose ODA disbursement has had a dual purpose: to improve the welfare of developing countries and to serve self-interests.

This study is based on a social network analysis of newspaper articles relating to the Corona pandemic contained in the African daily newspaper African News. The aim of the study is to analyse what life-changes have been brought about in Africa as a result of the Corona pandemic, so that this information can be used in official development assistance policies for Africa. For this purpose, a text network analysis method was used. As a result of the analysis, the life-changes experienced by African residents as a consequence of the Corona pandemic are summarized into five broad categories. The five topics are: the Government’s countermeasures against the virus; recovery measures in African countries; measures relating to personal health; Government measures relating to schools; and an increase in the number of deaths from Coronavirus. After the Coronavirus pandemic, the aid that should be provided most urgently to Africa is in the fields of health and education. It is hoped that aid donors will refer to the points found in this analysis and reflect them in their aid policy.
