Introduction: Indigeneity and Latin American Anarchism

The articles in this special issue frame the question of anarchism and indigeneity as historiography, but also as a commentary on the ways in which examining Latin American pasts can inform contemporary understandings of social movements in the region and beyond. In particular, our hope is that they will provoke further interest and research into how history reflects on the ongoing efforts by revolutionaries today, and by the diverse communities with which they engage, to imagine a future devoid of authoritarian and instrumentalist discourses and practices that continue to reproduce the inequities of state power, capitalist oppression, and colonial domination. The case can be made that while its historiography is in its early stages, anarchists in Latin America historically engaged the communities in which they immersed, in some localities more successfully than others. This issue of Anarchist Studies will show that Bolivia - largely ignored in the English-language literature on the subject - and Peru demonstrated early and ongoing efforts to approach indigeneity among Aymara and Quechua peoples in urban and rural settings (see de Laforcade and Hirsch). In Guatemala, however, which is at the heart of a vast regional geography of diverse Mayan peoples ranging from Honduras to Mexico, and in which the white and mestizo populations are a distinct minority, no such tradition emerged (see Monteflores). Raymond Craib has noted that in Chile, a country on the southern reaches of the Andes that produced a vibrant anarchist culture in the early 20th century, the anarchist archives show virtually no connection between the labour movement and the southern Mapuche peoples of Araucania. Beyond the simple question of whether anarchists acknowledged and engaged in solidarity with indigenous communities, however, there is the more sensitive question raised by Mexican sociologist Josué Sansón on the 'translatability' of anarchist ideas and practices among Peruvian rural communities, which he studied. Sansón argues that the transmission was not 'unidirectional', but rather a 'space of encounter in which some Aymara and Quechua communities received and appropriated them, reinterpreting and adapting them to them their own idioms of resistance in the creation of their own autonomous movements.'

In the midst of uncertainty –generated by the narratives of the decline of the United States– academics are looking for answers and cerebral stimulus in the heart of the academic Terra Incognita that is the “Global South”. Building on this interpretation, I formulate a simple question: Does a Latin American school of thought exist in International Relations? In order to respond to this question I will propose a model that will allow for an assessment of the existence of a Latin American school of thought in International Relations. Additionally, this model will enable me to distance myself from the air du temps; that is, to celebrate the existence of a school of thought before even being certain that it actually exists. For sure, the assessment done here will only stand as a first attempt, and is in no way exhaustive. Nonetheless, it will allow me, firstly, to demonstrate that the eagerness to promote any kind of academic proposal to the status of “school” is detrimental to the central goal of generating knowledge and, second, to stimulate others to think about the subject along the same lines.

AbstractBackgroundCutaneous (CL) and mucocutaneous (MCL) leishmaniasis remain as endemic tropical diseases in several Latin American countries. This study aimed to estimate the burden of CL and MCL in Ecuador for the period 2014-2018, in order to inform decision-making and resource allocation to tackle this neglected disease.MethodsAmbulatory consultations, hospitalizations, and reported cases of Leishmaniasis registered by the Ecuadorian National Institute of Statistics and Census and the Ministry of Public Health were used to estimate the burden of CL and MCL during a five-year period. Case estimations were stratified by prevalence of acute and long-term sequelae, to calculate Years Lived with Disability (YLD) by sex and age group using the DALY package in R. Spatial analysis was conducted to identify statistically significant spatial clusters of leishmaniasis.ResultsBetween years 2014 and 2018, a total 6,937 cases of leishmaniasis were registered, with an average of 1,395 cases reported per year, 97.5% of them were CL and 2.5% MCL. The average cumulative incidence for the study period corrected for underreporting was estimated in 21.98 to 36.10 per 100 thousand inhabitants. Health losses due to leishmaniasis reach 0.32 DALY per 100,000 people per year (95% CI 0.15 – 0.49). The most affected by the disease were men between 15 to 64 years old living below 1,500 m.a.s.l. in sub-tropical and tropical rural communities on both slopes of the Andes mountains. Cantons with the highest cumulative incidence of CL and MCL were Pedro Vicente Maldonado, San Miguel de Los Bancos, and Puerto Quito, in the Pichincha Province; Taisha and Aguarico in the Morona Santiago and Orellana provinces respectively.ConclusionCompared to previous reports, in the past five years CL and MCL persist as a public health problem in Ecuador. There is a need for more comprehensive and robust data sources to track leishmania cases in Ecuador.Author summaryCutaneous (CL) and mucocutaneous (MCL) leishmaniasis remains as an endemic neglected tropical disease in several Latin American countries, including Ecuador. Both CL and MCL can produce disfiguring lesions on exposed parts of the body like face and extremities, and permanent scars, contributing to the burden of the disease due to stigma. In order to inform health authorities in their efforts to improve the control of the transmission of the Leishmaniases in the Ecuadorian population, we estimate the burden of CL and MCL for Ecuador in the period 2014-2018, calculating the years lived with disability due to acute and chronic sequelae. We also look for geographical regions within Ecuador with significant clusters of people with the disease, and we found 17 spatial clusters in sub-tropical and tropical rural communities below 1,500 m.a.s.l. on both slopes of the Andes mountains.

In 1947, a Colombian priest, Padre José Joaquín Salcedo Guarín, established a small radio station in Sutatenza, Boyacá to provide basic literacy education for poor peasants. Over the course of the 1950s and 1960s, Salcedo’s pioneering example gave rise to hundreds of similar initiatives across the Andes. Amid widespread illiteracy, entrenched poverty, and a mountainous terrain that limited access to state institutions and the mainstream media, radio was seen as a technology of immense promise that could increase education levels and stimulate development. The escuelas radiofónicas (radio schools) were an innovative form of distance learning designed to be followed in groups within the home or in a community building. In other parts of the world, radio education was largely delivered by secular agencies, but in the profoundly Catholic Andean region they had a strongly religious character, being operated by priests and funded by international Catholic organizations. Although hailed by many for their transformative impact on rural communities, others criticized their “developmentalist” assumptions and tendency to spread anticommunism. Initially focused on basic numeracy and literacy, radio schools later included programs on agricultural techniques, health, family relationships, music, and spiritual guidance, which were accompanied by newspapers, pamphlets, and readers. Peasant leaders and so-called auxiliaries were recruited and trained to promote radio school attendance and reinforce new ideas and practices. As the tenets of liberation theology filtered out through the Latin American clergy in the 1970s and 1980s, radio education acquired a more activist tone and moved away from didacticism toward community participation, often having a cultural and political impact far beyond that intended in the 1960s. Cultural and economic changes of the late 20th century brought an end to many such radio schools, but a number persist and radio continues to be vitally important among rural Andean populations.

In the Andes, indigenous communities are being increasingly besieged because their páramos act as water providers for cities and irrigation systems downstream. This has led indigenous communities to protect their hydrosocial territories from external actors and re-create them to contest these threats. In this context, we analyse how the Kayambi community of La Chimba in the northern Sierra of Ecuador has managed to defend and secure its hydrosocial territory through the creation and re-creation of its indigenous identity and networks and related cultural politics that find expression in different forms of contractual reciprocity. As a result, the community hydrosocial territory (re)-creation itself is a weapon of resistance, a decolonising process where rural communities continuously can produce their own forms of development. This is particularly important in a context where governments in the region are relying on extractivism and in the explotation of indigenous territories.

 This introductory article outlines the importance of the subject discussed in this edition of UNISA’s Latin American Report, the Group of 77+ China. It seeks to locate this discussion at the centre of the search for an alternative world to one that remains haunted by colonial legacies and new imperial designs. It makes the point that the G77 is born into an evolving pursuit of a dream for a world in which former colonies realise fully their aspirations for a future that is good for all. It shows that the G77 has played a crucial role in this, while it also poses questions about the Group’s ability to implement what it works so hard to reach consensus on.

While accounting researchers have explored international publishing patterns in the accounting literature generally, little is known about recent contributions to the specialist international accounting history journals. Specifically, this study surveys publishing patterns in the three specialist, internationally refereed, accounting history journals in the English language during the period 1996 to 1999. The survey covers 149 contributions in total and provides empirical evidence on the location of their authors, the subject country or region in each investigation, and the time span of each study. It also classifies the literature examined based on the literature classification framework provided by Carnegie and Napier [1996].

The recent COVID-19 pandemic has revealed flaws in rural settings where most people live without the necessary tools, income, and knowledge to tackle such unprecedented global challenges. Here, I argue that despite the research studies conducted on rural areas, these have not solved rising rural issues, notably poverty and illiteracy. I propound a global institute to be formed by governments that provides a platform for empowering rural communities through better training, skills, and competencies. Such global endeavour will ensure the remaining rural communities withstand future pandemics if they occur.

Following calls in recent critical debates in English-language Korean studies to reevaluate the cultural concept of han (often translated as “resentment”), this article argues for its reconsideration from the vantage point of minjung theology, a theological perspective that emerged in South Korea in the 1970s, which has been dubbed the Korean version of “liberation theology”. Like its Latin American counterpart, minjung theology understood itself in explicitly political terms, seeking to reinvigorate debates around the question of theodicy—the problem of suffering vis-à-vis the existence of a divine being or order. Studying some of the ways in which minjung theologians connected the concept of han to matters of suffering, this article argues, offers an opening towards a redirection from han’s dominant understanding within academic discourse and public culture as a special and unique racial essence of Korean people. Moreover, by putting minjung theology in conversation with contemporary political theory, in particular the works of Wendy Brown and Lauren Berlant, this article hopes to bring minjung theology to the attention of critical theory.

Abstract Background Cuatrociénegas, part of the Chihuahuan Desert, is a region of unique biological, geological, geographical, and evolutionary importance. Its current population is mestizo; nevertheless, it has high national historical, cultural, and touristic relevance in Mexico. It has been cataloged as nationally significant for its flora and fauna by Mexican law, as well as being designated a High Protection site by the World Wildlife Fund and UNESCO. Because of its diverse and complex biological and sociocultural characteristics, we considered it important to determine, identify, and analyze various aspects of the traditional ethnobotanical knowledge and practices in this region. Methods Between 2016 and 2019, seven field trips were made to document the knowledge and use of flora. Cuatrociénegas is a protected area, collecting botanical material is regulated, so specimens were photographed and collected in neighboring communities, and in public and private gardens. Later permission was obtained to complete the collection of specimens (2019–2020). The plants were identified and entered into the flora database of the state of Coahuila, and deposited in the Herbarium of the Faculty of Forest Sciences, Autonomous University of Nuevo León, Mexico. One hundred ten local residents (50 men and 60 women), aged between 27 and 91 years, were interviewed (semi-structured interviews). The cultural importance of ethnobotanical resources (cultural significance index) and its significance with respect to ethnobotanical richness in other Biosphere Reserves in Mexico (Mann-Whitney test), and similarities in the diversity of exotic species (Sørensen index) were studied. Results and discussion The ethnobotanical information registers 158 species and 132 genera in 57 vascular and non-vascular families, documenting a greater knowledge and use of cultivated species (84) with respect to wild species (74). The diversity of plants reported is compared to other ethnobotanical studies carried out in Mexican Biosphere Reserves. These results are highly relevant, in spite of unique exotic species. The people local pay special attention to medicinal and ornamental plants. The species that presented the highest use values are Larrea tridentata, Jatropha dioica, and Machaeranthera pinnatifida, three species characteristic of the desert region. Conclusions The particular diversity of wild flora in Cuatrociénegas Valley, combined with the varied introduced flora, is an important multifunctional resource. Special attention to introduced species is associated with harvesting use restrictions in the protected area as well as the high value of ornamental species that are difficult to maintain in desert areas. The extensive use of ethnobotanical knowledge is an example that biocultural diversity (at the conceptual level) is also strongly associated with socio-ecological systems incorporating mestizo groups and semi-urban rural landscapes, thus ceasing to be an exclusive focus of indigenous communities and regions.

Abstract A fresh look at the 1888 Sikkim Expedition using both Chinese and English language sources yields very different conclusions from that of previous research on the subject. During the course of policymaking, the British Foreign Office and the British Government of India did not collaborate to devise a plan to invade Tibet; conversely, their aims differed and clashed frequently. During the years leading to war, the largest newspapers in British India gave plenty of coverage to the benefits of trade with Tibet, thus influencing British foreign policy and contributing indirectly to the outbreak of war. The Tibetan army was soundly defeated in the war, while the British troops suffered only light casualties. Although the Tibetan elites remained committed to the war, the lower classes of Tibetan society quickly grew weary of it. During the war, the British made much use of local spies and enjoyed an advantage in intelligence gathering, which contributed greatly to their victory. Finally, although the war was initially fought over trade issues, the demarcation of the Tibetan-Sikkim border replaced trade issues as the main point of contention during the subsequent peace negotiations. During the negotiations, Sheng Tai, the newly appointed Amban of Tibet, tried his best to defend China's interests.
