The article is dealing with the issues of creating a new method of public health management in the context of realization of innovative potential of the healthcare sector by means of motivating providers of medical services towards creative activity, positive attitude to implemented innovations, and as a result — transformation of consumers of medical services to patients with an “innovative attitude to their own health”. Targeting future incomes, raising the standard of living of the population, increasing accessibility and quality of healthcare provided when investing capital are essential features that distinguish social investment in healthcare. The healthcare model of the future, based on an accurate diagnosis of the health status of people, the prediction of diseases, and taking into account all the factors of the surrounding reality, should be of an investment nature, contributing to the preservation and development of human capital, providing an effective mechanism for managing public health.

Providing a specific level of healthcare quality is an important and a complex issue, determined by the extent of influence of number of interrelated and predetermined factors that act at different stages throughout the continuum of healthcare activities. A final healthcare product is a complex conglomerate of goods and services being heterogeneous with a time-varying result and a pronounced individuality. Thus, healthcare managers are required to put its supporting and continuous upgrading at the core of their efforts, which in turn will result in cost reduction, good collaboration between individual professionals, improved financial performance and, ultimately, patients will be optimally serviced and their needs and expectations will be satisfied.Indicators to measure quality of medical services give an idea of their characteristics, conditions and requirements for implementation. In this respect, quality assurance in clinical laboratories is an important process involving a complex system of planned actions at all stages of laboratory analysis in order to achieve the most accurate results with the aim of achieving the most accurate result, of monitoring the effect of the treatment and prognosis of the disease in question. The high quality of laboratory medical services helps modern clinicians in their practical activities and is a guarantor of achieving an adequate healthcare outcome. The ‘Quality in Laboratory Medicine’ concept evolves over time, focusing not only on analytical accuracy but also on a broader and more comprehensive basis that takes into account all the steps of clinical and laboratory analysis, providing valuable information in the process of making clinical decisions that are subordinated entirely to the cares of the patient.All healthcare professionals under the administrative authority of the medical institution, that should guarantee the necessary resources for this process, should participate in providing and improving the quality of services. It is necessary to cover the entire organizational structure, by paying attention to the optimization of the relations between staff and patients. Healthcare managers should provide permanent monitoring and a process evaluation system at each stage, allowing options for choosing alternatives for a solution and precise selectivity, aimed at improving the quality of healthcare, in particular, clinical and laboratory activities and services.

The data of public opinion poll, expert estimation of activities of treatment and prophylactic institutions under transition to the budget and insurance medicine are given. It is shown that treatment and prophylactic institutions are not ready to work in current economic conditions. It is concluded that there are unused reserves for improving the quality of medical care in health service management in current economic conditions.

Essentially, the purpose of investment in information systems and information technology (IS/IT) is to improve the operational efficiency of the organizations, reducing costs and improving levels of quality. Thus, many traditional appraisal techniques are used to evaluate tangible benefits, which are based on direct project costs. Since the 1980s, IS/IT has positioned itself as a strategic tool that through flexibility and innovative ways can produce superior performance. The health sector has sought to improve its effectiveness and efficiency by adopting IS/IT solutions to increase the quality of services, namely patient safety, organizational efficiency, and end-user satisfaction. Hospitals are complex organizations, and this complexity magnifies the opportunity for inevitable human errors. A poorly integrated system can decrease operational efficiency and reduce the quality of healthcare services. The issue remains controversial, as evidenced by several articles. The authors noticed that emergent technologies may offer opportunities to those who can exploit them effectively.

The method of estimation of quality of medical services on the basis of qualimetry depending on subjects of estimation is offered. Subjects evaluated are divided into three groups. For each group, quality indicators are defined that characterize the needs of each group. The evaluators comprise the needs of patients, the management of the medical institution and the state authorities. For each subject, a mathematical equation based on multiparametric regression is developed. The peculiarity of each equation is to take into account the factors influencing the quality of medical services of this particular group. Qualimetric method is used for quantitative assessment of the quality of medical services. The method is based on a set of multiparameter linear regression equations that allow to take into account and analyze the influence of various factors on the quality of medical services, depending on the subjects of evaluation. On the basis of processed statistics, the coefficients for each group were determined. We have checked each regression model for Fisher’s criterion adequacy. Proposed and tested model equations have become the basis for developing a methodology for assessing the quality of medical services. The proposed approach to the assessment of the quality of health services provides an opportunity to quantify the quality of the provision of medical services to consumers in a specific medical institution for different groups of subjects. But it can serve as a means of regulating the quality of healthcare provision by healthcare providers. The proposed approach allows identifying the risks that affect the quality of services. In the case of unsatisfactory quality of these services, based on the proposed approach, identify a group that does not meet the quality requirements and develop measures to address identified deficiencies as required by the international standard.

The healthcare management is performed by managers and they must have knowledge and skills to carry out management and administrative functions in the current social and economic conditions. The managers must have qualities, such as behavior and attitudes, that are specific to the healthcare sector. The work organizational level in the ward, which determines the efficiency and quality of care, depends mainly on manager competence. Solving the problems associated with determining the responsibilities, activities, rights and obligations of main and senior nurses is an important prerequisite for improving the quality of healthcare. A negative element in the existing practice in hospitals is the lack of opportunities to realize the professional qualifications of healthcare managers. The main reason for this is the imperfection of the regulatory documents. These documents must accurately determine hospital ward activities so that nurses and leaders can apply and develop their professional skills in conformity with their competence. The goal of the study is to investigate the possibilities of applying a methodological model for healthcare management and its importance for improving their quality and effectiveness. Object of the study is healthcare management in six hospitals for active treatment. The research is based on direct individual survey and covers 120 main and senior nurses. Signs related to quality of healthcare management in hospitals, work organization, control of health activities, the role and place of the main and senior nurses in the treatment process have been investigated. The analysis of the survey data focuses on the characteristics of nursing care and the applicability of a healthcare management model with a relevant information product to the hospital information system. Efficient use of resources determines the quality of healthcare, which is a major factor in the sustainable development of the healthcare facility in contemporary social and economic conditions. This determines the need to create and develop science-based models for health care management to ensure a clear regulation of the rights and responsibilities of health care managers and provide better organization of the hospital structure. The data obtained show that the most of the main and senior nurses take a positive view of the creation and introduction of methodical model of healthcare management. An important condition for its successful implementation in practice is the provision of quality software. This requires continuously improving the qualifications of healthcare managers to work with the unified information system of medical institutions.

Objective: to analyze information about intellectual property objects of medical purpose created at Gomel State Medical University over 1996-2017. Material and methods .Audit of intellectual property objects of the institution; analytical processing and patent statistics of scientific medical information; visualization of results of patent analysis. Conclusion. The information presented in the article is a result of the analysis of medical scientific information which is contained in the patent portfolio of Gomel State Medical University. It enables to increase efficiency of solutions of problems of intellectual property security and management in the institution and is intended for making management decisions on introduction of innovative solutions into practice, and eventually it is aimed at the promotion of public health and quality of healthcare.

This article examines the current health insurance system in China. Emphasis is made on determination of the key features and peculiarities of Chinese health insurance system, as well as its flaws and ways for overcoming them. The author believes that resolution of major issues in Chinese health insurance system requires increased state involvement thereof, since the marked-based approach that has been in effect for the past 30 years lead to inequality and deterioration of the quality of healthcare. The following recommendations are made on the improvement of health insurance system: launch the targeted financing projects that would allow the citizens with especially dangerous diseases, such as cardiovascular, oncological, digestive and nervous system, diabetes, to be paid in full by insurance and state subsidies in receiving medical services and medications; forgo the principle of “annual limit” for medical services and medications under insurance coverage; unify insurance payment systems in different regions in order to improve the quality of rendering healthcare services in poor areas. The author also offers to consider the possibility of implementation of the universal guaranteed service standards that would ensure equal level of the quality of basic services regardless the type of insurance.

Problem setting. The active development of the service sector contributes to the growth of scientists’ attention to the concept of marketing relations, the center of which is a customer-oriented approach. This concept is especially relevant for the field of medical services, as the quality of these services not only forms aspects of patient satisfaction, but also determines their quality of life and longevity. The Ukrainian model of health care and the provision of medical services has recently been in the process of reform. The changes affect key elements of the functioning of the medical sector: transformation of the structure of the medical services market, aimed at increasing the share of the private sector, changing the principles and conditions of financing, improving the system of medical education and quality of health care. The insurance mechanism in the system of medical services is being reformed and the system of legal regulation of state medical institutions is being changed. One of the key tasks of the reform is to ensure the orientation of the health care system to meet the needs of patients in treatment. This necessitates scientific research in the interaction of two key aspects of medical service – the patient (recipient of medical services) and the medical worker (institution of medical services). Recent research and publications analysis. Ukrainian researchers have devoted their work to analyzing the needs of patients in the system of patient-medical institution and finding effective mechanisms for managing medical institutions to meet these needs. The analysis of patients’ opinions on the availability, satisfaction with the provision of medical services and health care reform was conducted by scientists Shkrobanets, V. Galkin researched the issue of improving outpatient therapeutic care as an urgent task of health care. English scientists S. Cavanagh and K. Chadwick identified the basic needs of public health. They analyzed the needs, aspirations and goals: welfare, quality of life and public policy in the field of medicine, and conducted applied research on the quality of life. However, given the realities of the development of the medical services market in Ukraine, patient orientation issues need to be explored in more depth. Highlighting previously unsettled parts of the general problem. Ukrainian patients face significant difficulties in obtaining medical services. In addition to physiological problems, there are psychological problems associated with the implementation of the choice among the complex processes of diagnosis and treatment. The greatest responsibility for health care processes lies with physicians, heads of health care facilities, and other health care providers who are aware of patients’ needs and are responsible for the functioning of the system. Their ability to identify problems and respond appropriately to public demand is fundamental to working in terms of their competencies. Thus, the competence of health professionals is a systemic factor that contributes to the patient’s receipt of high-level medical services. Paper main body. Modern market relations are subject to economic laws that are specific to management and are in conflict with the methods of administration. Medical care within market relations is a specific type of intangible production, filled with economic characteristics. In recent years, Ukraine’s medical sector has achieved significant results in overcoming the crisis that arose during the establishment of independence in all spheres of society, and, as a result of global social, political and economic changes, continues to be reformed. The essence of the current stage of health care reform in Ukraine is characterized by objective conditions under which medical services become a commodity, and the relationship between doctor and patient in its content begins to be defined as marketing with the predominant role of the patient. The introduction of economic criteria in the activities of the medical sector in modern market relations is determined by the need to develop the health care system. At the same time, the reform of health care delivery is being transformed into a system that regulates supply and demand in the health care market. Conclusions of the research and prospects for further studies. According to the results of the research, it is established that Ukrainian consumers average the patient’s focus on medical services. Among the key, unresolved issues that hinder the introduction of patient orientation are the insufficiently comfortable conditions of patients’ stay in inpatient facilities and treatment, insufficient effectiveness of treatment in general and the results obtained. Weaknesses include low awareness of health services in public health facilities, lack of focus on patient health, lack of psychological support for patients during treatment and rehabilitation, late delivery of services, and problems with non-compliance. This creates a field for new research to address the identified problems.
