This work provides a preliminary inventory of West African Coccinellidae. This was based on the West African Coccinellidae (WAC) specimens in the holdings of insect collections at the Laboratoire de Zoologie des Invertébrés Terrestres at the Institut Fondamental d’Afrique Noire Cheikh Anta Diop (IFAN), Senegal and the Biodiversity Center at the International Institute of Tropical Agriculture (IITAB), Benin. A total of 129 species representing 11 tribes and 40 genera is reported, including one species of the subfamily Microweiseinae and 128 species of the subfamily Coccinellinae. The geographic distribution of collection localities is presented for these species. Cheilomenes lunata (Fabricius, 1775), Cheilomenes propinqua (Mulsant, 1850), Cheilomenes sulphurea (Olivier, 1791), Chnootriba elaterii (Rossi, 1794), Chnootriba similis (Thunberg, 1781), Exochomus laeviusculus Weise, 1909, Hyperaspis delicatula (Mulsant, 1850) and Hyperaspis pumila Mulsant, 1850 are the best represented species in these collections.

The judgments of the ECOWAS Court, which are final and immediately binding, are vital for the realisation of ECOWAS aims and objectives. The enforcement of its judgments is particularly important in the case of individuals whose enjoyment of fundamental human rights, as guaranteed under the ECOWAS Community laws, is dependent on effective enforcement. Yet, an existential puzzling paradox emanates through a poor record in the implementation of the ECOWAS Court's judgments. This problem, which is not limited to the West African region deserves scrutiny and concrete proposals. Legal and political considerations surface in assessing the existence of this paradox, and despite the lack of a consistent political will, to implement the decisions of ECOWAS Court relevant judicial actors have roles to play. National courts could take a bolder approach in complementing the work of the ECOWAS Court. The ECOWAS Court itself could put in place concrete mechanisms and adopt certain practices to address this poor record of non-implementation. It is yet to be seen how substantive mechanisms would work in practice.

Results of a study at Brisbane of individual night-time sferics of known origin are described. A propagation attenuation minimum was observed in the 3-6 kHz range. The geographic distribution of sferic types was also examined. Apparent propagation asynunetries were observed, since sferics were detected at greater ranges to the west than to the east at 10 kHz, whilst the number of tweek-sferics arising from the east was about four times that arising from the west. Comparison with European studies suggest that these asymmetries are general. These results are then " interpreted in terms of an ionospheric reflection cgefficient which is a function of the effective angle of incidence of the wave on the ionosphere and of orientation with respect to the Earth's magnetic field within the ionosphere.
