The aim of this paper is to analyse the interrelation between entrepreneurial capital and productive efficiency of the Spanish regions while verifying the importance that business dynamics and entrepreneurial activity have on regional economic growth. For this purpose, data are used from the seventeen Spanish regions during the period 2003−2016. A multi-equation model is estimated that enables the analysis, on the one hand, of the existence of a causal relationship between business dynamics and entrepreneurial activity and, on the other hand, of these variables on the total factor productivity. The results lead to the conclusion that the entrepreneurial activity and the net creation of companies have a positive effect on productive efficiency and can explain the differences in the economic growth of the regions. In addition, the stock of human capital, the promotion of innovation and the degree of technological innovation act as catalysts for the productive efficiency of the regions. Finally, the results verify the fulfilment of the Schumpeter effect by which entrepreneurial capital generates economic growth.

Purpose The purpose of this paper is to analyse if the divergences in the economic growth of the Spanish regions are a result of sectoral differences, company size or technological level of the new firms that emerge in the market. Design/methodology/approach For this purpose, a model is specified and estimated in which the total factor productivity of Spanish regions is explained by business dynamics, innovation, human capital and the level of entrepreneurship in each region. Findings The results obtained lead the authors to conclude that entrepreneurship understood as both the creation of new firms and entrepreneurial activity, have a positive effect on productive efficiency and can explain the differences in the economic growth of the regions. In addition, the stock of human capital and the promotion of innovation act as catalysts for the productive efficiency of the regions. However, the results show that it is not enough to generate new firms to boost economic growth; these businesses must also be oriented towards sectors that promote technological innovation and with the objective to reach an adequate size. Originality/value Empirical studies use either the creation of new firms or the index of entrepreneurial activity as alternative measures of entrepreneurship. In this research, however, both variables are considered together. Specifically, the creation of new companies is used as a measure of regional business dynamics, and the entrepreneurial activity index, provided by the Global Entrepreneurship Monitor, as a measure of regional entrepreneurship. The main novelty of this paper’s approach is that it considers different types of entrepreneurial capital in considering productive sector, size and technological level of the new companies.

ABSTRAKPertumbuhan ekonomi merupakan salah satu indikator yang digunakan dalam  menentukan keberhasilan pembangunan. Pertumbuhan ekonomi yang tinggi dapat membuat kesejahteraan masyarakat menjadi semakin baik. Pertumbuhan ekonomi dapat diartikan sebagai perkembangan kegiatan dalam perekonomian yang menyebabkan barang dan jasa yang diproduksi dalam masyarakat bertambah (Sukirno, 2010).  Tujuan dari penelitian ini untuk menganalisis bagaimana pengaruh PAD, DAU dan DAK terhadap pertumbuhan ekonomi di Kota Tomohon. Desentralisi berarti penyerahan urusan pemerintah dari pemerintah daerah tingkat atas kepada daerah (kuncoro, 2006). Semakin tinggi PAD yang diperoleh suatu daerah maka akan semakin tinggi pertumbuhan ekonomi di daerah tersebut.  Menurut Brata (2004) yang dikutip oleh Adi dan Harianto (2007) menyatakan bahwa terdapat dua komponen penerimaan daerah yang berpengaruh positif secara signifikan terhadap pertumbuhan ekonomi daerah yaitu PAD serta sumbangan dan bantuan. Teknik analisis yang digunakan adalah analisis regresi berganda.  Hasil penelitian menunjukan bahwa pendapatan asli daerah berpengaruh positif akan tetapi tidak signifikan terhadap pertumbuhan ekonomi. dana alokasi umum berpengaruh positif signifikan terhadap pertumbuhan ekonomi. dana alokasi khusus berpengaruh positif signifikan terhadap pertumbuhan ekonomi. Kata Kunci: Pendapatan Asli Daerah (PAD), Dana Alokasi Umum (DAU), Dana Alokasi Khusus (DAK) dan Pertumbuhan Ekonomi ABSTRACTEconomic growth is one of the indicators used in determining the success of development. High economic growth can make people's welfare even better Economic growth can be defined as the development of activities in the economy that cause goods and services produced in the community increases (Sukirno, 2010).  The purpose of this study is to analyze how the influence of PAD, DAU and DAK on economic growth in Tomohon City. Decentralization means the handover of government affairs from upper level regional governments to regions (kuncoro, 2006). The higher the PAD obtained by a region, the higher the economic growth in the region. According Brata (2004) cited by Adi and Harianto (2007) states that there are two components of local revenue that significantly positive effect on regional economic growth that is PAD and donations and assistance. The analysis technique used is multiple regression analysis. This study aimed to analyze the influence of regional revenue, capital expenditures, labor and small and medium enterprises towards the regional economic growth in the Regencies in Sulawesi Island. This study uses a quantitative approach with secondary data obtained from the Central Statistics Agency. Based on the results of the panel data analysis using EViews 8.0 program processing tools, the results indicate that in partial local revenue, capital expenditures, labor, small and medium enterprises have significant positive effect on regional economic growth in the Regency/City of the island of Sulawesi. Another  conclusion  of  the  results  in  this  research  are  feasible  estimated regression model is used to explain the economic growth of the Regency/City of the island of Sulawesi.

This study aims to obtain empirical evidence about the balance funds and regional expenditure on economic growth with regional financial performance as a mediating variable. The results showed that the balance fund did not affect the financial performance of the region with a result of 0.054 indicating that the balance fund received by the regional government increased or decreased could not affect the regional financial performance. Regional expenditure has a negative effect on regional financial performance with a result of 0.006 indicating that the allocation of indirect expenditure is higher than the direct expenditure allocation. Balancing funds have a positive effect on economic growth with a result of 0.031 indicating that the amount of general allocation funds, special allocation funds, and profit-sharing funds has increased so that economic growth also increases. Regional expenditure has a positive effect on economic growth with a result of 0.020` indicating that there is infrastructure development undertaken to encourage regional economic growth. Regional financial performance has a positive effect on economic growth with a result of 0.009 indicating that regional capability is getting better based on the results of the ratio of independence, effectiveness, and efficiency.

Much of the recent worldwide trend towards devolution has been driven by the belief that fiscal decentralisation is likely to have a positive effect on government efficiency and economic growth. It is generally assumed that the transfer of powers and resources to lower tiers of government allows for a better matching of public policies to local needs and thus for a better allocation of resources. These factors, in turn, are expected to lead to an improvement in regional economic performance, if subnational authorities shift resources from current to capital expenditures in search of a better response to local needs. In this paper we test these assumptions empirically by analysing the evolution of subnational expenditure categories and regional growth in Germany, India, Mexico, Spain, and the USA. We find that, contrary to expectations, decentralisation has coincided in the sample countries with a relative increase in current expenditures at the expense of capital expenditures, which has been associated with lower levels of economic growth in countries where devolution has been driven from above (India and Mexico), but not in Spain, where it has been driven from below. We hypothesise that the differences in legitimacy between the central or federal government and subnational governments in top-down and bottom-up processes of devolution may be at the origin of the diverse capacity to deliver greater allocative and productive efficiency and, eventually, greater economic growth by devolved governments.

This study aimed to examine the effect of local revenue, the excess over budget calculations, general allocation fund, special allocation fund, opportunistic behavior of the previous year's budget allocator against opportunistic behavior of the current year’s budgetallocatorand its impact on economic growth in Indonesia. This study used purposive sampling with a population of 4473 with 497 district / cities in Indonesia covering the study period of 2006-2014, consisting of  1375 units eligible data. . The data were obtained from the Central Statistics Agency (BPS) in Indonesia, the Directorate General of Fiscal Balance (DJPK) , and the Regional Financial Information System (SIKD) website. The data analysis used Structural Equation Model - Partial Least Square (PLS-SEM) with WARP-PLS. Based on the results of the analysis indicate that the local revenues gave a significantly positive  effect on the opportunistic behavior-budget allocator, the excess over budget calculations created a significantly positive effect on the opportunistic behavior-budget allocator, general allocation fund significantly positively affects  the opportunistic behavior-budget allocator, the special fund allocation significantly gave a  positive effect on the opportunistic behavior-of the budget allocator, opportunistic behavior of the previous year's budget allocator gave a significantly negative effect against the opportunistic behavior of the current budget allocator, and the opportunistic behavior of the current budget allocator gave a significantly positive effect on economic growth. Keywords: Local revenue, the excess over budget calculations, general allocation fund, special allocation funds, opportunistic behavior-budget allocator, economic growth ABSTRAK Penelitian ini bertujuan untuk menguji pengaruh pendapatan asli daerah, selisih lebih perhitungan anggaran, dana alokasi umum, dana alokasi khusus, perilaku oportunistik penyusun anggaran tahun sebelumnya terhadap perilaku oportunistik penyusun anggaran dan  dampaknya terhadap pertumbuhan ekonomi di Indonesia. The paper explores the nature of the impact of human capital on regional economic growth. The focus is on arriving at a reasonable answer to the question of whether the nature of the impact of human capital on regional economic growth is conceptually identical to the nature of its impact on economic growth at the national level. The conclusion is that the character of relationship between human capital and economic growth of countries, on the one hand, and growth of the region, as part of the national territory, on the other hand, is fundamentally different. Specifically, the existence of two completely different types of impact of human capital, impact on regional economic growth and impact on the economic growth of countries is noted. In particular, human capital affects regional economic growth through the increase of national productivity, mainly through the manifestation of various forms of externalities. Furthermore, the impact of human capital on regional economic growth through migration mechanism is noted, particularly due to the migration of highly educated workers. These two impacts do not always have the same direction, because the externality spillover mechanisms in a specific region and labour mobility are not per se of complementary character. In cases where these two impacts coincide, certain regions grow dynamically, while in the situations where they do not coincide, the regions may economically stagnate.

Abstract: The purpose of this study is to examine the existence of fiscal illusions in the form of flypaper effects and debt illusions in regional government spending and examine its effect on regional economic growth in Sulawesi. The number of samples is 78 based on the completeness criteria of data and information covered in the consolidated balance sheet of the Ministry of Finance of the Republic of Indonesia. The utilized analytical tool is partial least square analysis assisted by SmartPLS 3.0 software based on the Structural Equation Model (SEM). The results of the study show that there is a fiscal illusion in the form of flypaper effects and the illusion of debt in regional government expenditure. Furthermore, the results of the study show that the existence of fiscal illusions in regional government expenditure has a positive and significant effect on regional economic growth. Keywords: Fiscal illusion detection and economic growth.Keberadaan Ilusi Fiskal dan Pengaruhnya Terhadap Pertumbuhan Ekonomi di Sulawesi Abstrak: Tujuan penelitian ini adalah untuk menguji keberadaan ilusi fiskal dalam bentuk flypaper effect dan ilusi hutang dalam belanja pemerintah daerah dan menguji pengaruh ilusi fiskal terhadap pertumbuhan ekonomi daerah di Sulawesi. Alat analisis yang digunakan adalah analisis parsial kuadrat terkecil dengan bantuan perangkat lunak SmartPLS 3.0 berdasarkan Structural Equation Model (SEM). Hasil penelitian menunjukkan bahwa ada ilusi fiskal dalam bentuk flypaper effect dan ilusi hutang pada belanja pemerintah daerah. Hasil penelitian selanjutnya menunjukkan bahwa keberadaan ilusi fiskal pada belanja pemerintah daerah berdampak positif dan signifikan terhadap pertumbuhan ekonomi daerah.  Kata kunci: Deteksi ilusi fiskal dan pertumbuhan ekonomi.

The prevalence of crime in an area will hinder business and have an effect on increasing poverty and income of an area. The type of research method used is a qualitative method. The data used in this research is secondary data. This study uses panel data from 31 provinces in Indonesia between 2013-2018. Secondary data collection was obtained from BPS, namely the Human Development Index (IPM), total investment, general crime index (CR 1), Economic crime or corruption index (CR 2) to GRDP to measure economic growth. The parameters that will be sought in the study are to measure the general crime index and economic crime or corruption. From the research results, it can be seen that both investment has a positive effect on economic growth. On the other hand, crime has a negative impact on regional economic growth.
