This article deals with the role and importance of procurement in the context of Lithuanian construction, and distinguishes the main weaknesses of the public procurement. The implementation of BIM and MCDM technologies during public tendering is described. The foreign good practice is analyzed, where BIM and MCDM technology is used during organization of public tenders in the construction field. The possibilities of applying the building information model are examined throughout the entire procurement process. The procurement organization model is proposed, based on MCDM and BIM technologies. It is found that implementation of BIM and MCDM technologies in the public tenders will be beneficial for both the state and the entire construction sector by reducing project uncertainties, risk expo-sure, shortening the project documentation review and, therefore, the construction time of the object.

The article deals with abandoned industrial buildings and lands conversion concept, objectives, problems, beneficial results of a successful conversion for urban expansion, as a complex process of sustainable development. The tools for making effective management and usage of abandoned buildings decisions are considered. The article analyzes the 5D BIM model throughout the life cycle of the building. The foreign good practice is analyzed, where the modern digital technology is used for reconstruction of old buildings. The building information model application possibilities are examined throughout the lifespan of a building. The measures for CO2 emission reduction in the construction sector are proposed. Finaly, the model for conversion of abanoded buildings is proposed, based on MCDM and BIM technologies. Straipsnyje nagrinėjama apleistų industrinių pastatų ir teritorijų konversijos samprata, tikslai, problemos, sėkmingos konversijos rezultatų nauda miesto plėtrai kaip kompleksinis procesas darnaus vystymosi požiūriu. Aptariamos priemonės, kurios padėtų priimti efektyvius apleistų pastatų tvarkymo ir naudojimo sprendimus. Straipsnyje yra analizuojamas BIM 5D modelis per visą pastato gyvavimo ciklą. Analizuojama užsienio geroji praktika, kur taikomos šiuolaikinės skaitmeninės technologijos rekonstruojant senus pastatus. Tiriamos statinio informacinio modelio taikymo galimybės per visą pastato gyvavimo laikotarpį. Siūlomos priemonės mažinti išmetamo CO2 kiekį statybos sektoriuje. Pasiūlytas apleistų objektų konversijos modelis,pagrįstas MCDM ir BIM technologijomis.

Urgency of the research. Ensuring the proper level of controllability of procurement contributes to effective action of legislated procedures of financial control, and increases the level of responsibility of participants of the public procurement process. Target setting. Putting forward the provisions of international standards ISSAI, which provide for the implementation of results of financial control in society, is the relevant issue of increasing the effectiveness of control measures. Actual scientific researches and issues analysis. Evolution of the views of scientists on the tasks of financial control in the field of procurement creates the framework for its further development in terms of increasing effectiveness. Uninvestigated parts of general matters defining. The study of the instruments for control actions to assess the implementation of the principle of responsibility in the field of procurement requires theoretical and practical justification. The research objective. The article aims to develop instruments for financial control of public procurement in order to implement the principle of responsibility in this area in accordance with the international standards of financial control ISSAI. The statement of basic materials. On the basis of the implementation of the ISSAI standards, the instruments for control actions to verify compliance with the principle of responsibility under the public procurement is proposed. Assessment of compliance with procurement criteria will provide evidence for substantiated findings and the effectiveness of control measures. Conclusions. As a result of the study, it was concluded that the combination of ISSAI norms and public procurement criteria at the level of financial control instruments will ensure its effectiveness.

Public procurement concentrates large public sector’s purchasing power, and has a significant impact on each country’s economic development. The purpose of public procurement procedure is transparency, non-discrimination and accordance to the principles of fair competition in acquisition of goods, services and works necessary for the smooth functioning of the public administration. Besides, public procurement can be one of the most important instruments for sustainable development and other purposes useful to the whole society and the economy of the country. This article briefly discusses the concept of sustainable public procurement, reveals its main ideas and applications. One of them, the social sphere, was chosen the main object of the research. The possibility to decrease unemployment, to increase an integration of socially vulnerable group, and to achieve other socially-oriented goals through an effective implementation of the social aspect of sustainable public procurement has been illustrated. Thus, the article analyses the concept of social procurement, assesses the current situation in Lithuania, overviews the good practice of other countries and provides recommendations for measures to extend the application of socially oriented procurement.

<p>In the coming years we will most probably watch a significant increase of the BIM (building information model) utilization in the AEC (Architecture/Engineering/Construction) sector even in the Czech Republic. Therefore, it would be reasonable to consider possible utilization of the well-established geographic information systems within the building information modelling process. This paper is based on the currently existing literature and is focused on the interrelationship between BIM and GIS. The main goal is to reveal potential fields of cooperation and to find possible utilization of GIS in BIM. To provide a theoretical framework, this article briefly introduces and defines the term of BIM and deals with the most important semantic models in AEC and 3D GIS IFC and CityGML. The paper also contains examples of specific efforts recently dealing with the BIM and GIS collaboration.</p>

The purpose of the article is to scrutinize administrative and legal regulation of information relations of public procurement subjects in the economic sphere. Within the framework of the conducted research, the authors note that the system of subjects that carry out administrative and legal regulation of information relations in public procurement consists of general and special public administration subjects. The primary objectives of the article are the following: 1) to determine an exclusive list of public administration subjects that provide administrative and legal regulation of information relations in the field of public procurement; 2) to outline major trends of further development of administrative and legal regulation that relates to information relations of public procurement subjects. Methodology. In the course of the article preparation, a set of philosophical and ideological approaches has been used (in particular, the dialectical approach, which is a way of thinking based on the analysis of all available views on disclosure of the content of administrative and legal regulation of information relations of public procurement subjects; analytical approach, which is based on cognitive activity concerning proving or refuting the notion of a public procurement subjects system; hermeneutic that is used to understand the terms related to information relations of public procurement subjects in the economy); general scientific research methods (logical, which is based on “simple to complex” and “abstract to concrete” principles and relates to general characterization of information relations of public procurement subjects in the economic field); special methods (system-structural method when defining organizational structure and legal regulation of public procurement subjects activity, legal comparative analysis when studying foreign countries expertise; formal legal and formal logical approaches). Results. According to the results of the research, the authors have classified all public administration subjects that carry out legal administration of information relations in the field of public procurement into four separate organizational and structural levels. The particular article provides authors’ assumptions concerning further development of administrative and legal regulation of information relations of public procurement subjects in the economy, namely, emphasizes the necessity of strengthening preventive control in forms of general (analytical) monitoring, supervision of individual procurement procedures, and further automation of procurement processes; accentuates the tendency of public procurement sphere professionalization by organizing personnel trainings and educating public officials how to work with advanced information technologies; supports the need to continue implementing measures aimed at improving legislation, professionalizing labour resources in the public procurement field, improving international relations, attracting additional investments to integrate advanced technologies and hire field experts with background in managing national information resources and building e-government. Practical implications. The authors’ survey results may be used in legislative work related to the legal regulation of information relations of public procurement subjects in the economy. The particular article may also be used in further scientific researches concerning information relations of public procurement subjects in the economic field. Moreover, the article might be used in the academic process, in lectures and seminars on information and administrative law. Value/originality. The scientific novelty of the article comprises of synthesis of existing normative and doctrinal approaches to understanding information relations of public procurement subjects in the economy; generalization of information concerning public procurement subjects in the economic field; determination of development prospects of administrative and legal regulation of information relations of public procurement subjects in the economic sphere. The authors have articulated development prospects of administrative and legal regulation of information relations of public procurement subjects in the economy, emphasized the necessity of enhancing preventive control in the form of general (analytical) monitoring, particular procurement procedures supervision, and further automation of the procurement process. Moreover, the article focuses on the professionalization of the public procurement sphere through educating qualified personnel to work with modern information systems and technical devices. The authors also support the necessity of continuing the implementation of measures aimed at the legislation improvement, public procurement sphere professionalization, international relations development and proper executions of functions established by the Law of Ukraine “On Public Procurement”.

The use of Building Information Modeling (BIM) is increasingly widespread within the Architecture, Engineering, Construction & Operations (AECO) sector. BIM allows the construction of a digital scale model of the asset to be built, ensuring the early detection of conflicts and interferences, enabling communication between the different participant agents, and facilitating the processes in the maintenance and management phase. Studies on the subject are many and varied. However, very few works refer to the inclusion of BIM in the public procurement stage, one of the most complex and competitive stages within the asset’s life cycle. A bibliographic review has been conducted about the BIM situation in the AECO sector contracts, the existing problems and the possible solutions to implement. In the specific field of public procurement, Spain has made great progress, especially at the regional level. During 2020, a total of 440 tenders with BIM requirements were published, with an investment volume of EUR 752 million, which represents an increase of 230% compared to 2017. The aim of this research is to analyze the Spanish public procurement, highlighting the progress made so far in the implementation of this technology, as well as to develop a proposal of BIM requirements that, in general, could be used as a reference for tenders of the AECO sector in the country. With this objective, a selection of twenty relevant public tenders is made, covering both the building and infrastructure fields. The requirements address areas such as: BIM uses, BIM deliverables, model structure, Level of Development, Common Data Environment, classification systems, standards or quality control.

Building Information Model (BIM) has a wide range of applications and benefits that can help in communicating a large amount of information of the entire project lift cycle. BIM allows for 4D construction sequencing and scheduling through visual simulation. This paper demonstrates how BIM tools can be used for construction site layout planning and simulation. A methodology framework is developed to create the workflow necessary for the planning. Bentley's AECOsim Building Designer V8i was used as a modelling tool. Available on-line 3D models were sourced and collected for the simulation. In the process, shortcomings, or lack of BIM tools specific for Site Layout Planning, were identified. It is hoped that this research could lead to further development of BIM software aimed at supporting the construction industry.

The research aims at analyzing the integration of Waste Management (WM) strategies and Information management in the construction procurement process. The application of Building information modelling (BIM) methodologies for a Most Economically Advantageous Tender could address the digital transition in order to adopt environmentally sustainable practices. Despite the wide regulation regarding waste minimization, an overview of which is provided, AECO is still one of the most polluting industrialized sector. Drivers and barriers to the method, and a literature review are provided: BIM approaches to enable WM practices have been analyzed from the designer and constructor’s point of view, but few studies investigated the role of the Client, in particular the Public Client. The goal of the study was to evaluate the efficiency of Most Economically Advantageous Tender and a BIM methodology to promote WM strategies during the tender phase. Design Built and Design Bid Built procurement models are tested through three case studies of Italian schools’ calls for proposals: the BIM model enabled to verify the bids in terms of WM strategies implementation. Blockchain and Smart contract future applications are also investigated in order to ensure transparency of the whole process. The Public Client could trigger a change in the construction sector regarding the integration of WM practices, as a central and active actor of the construction process, through the application of Green Public Procurement and BIM methodologies.

The normative framework applicable to public institutions imposes an approach to public procurement management aimed at awarding public procurement contracts in conditions of economic and social efficiency. Achieving the objectives set at the level of the organization, in accordance with the principles underlying the award of public procurement contracts is conditioned by the adoption and implementation of specific procedures, mainly oriented towards the organization of decision-making processes. In the context of the crisis triggered by the new Coronavirus SARS-CoV-2, contracting authorities were forced to organize public procurement processes, in a matter of urgency, on a procedural background less oriented towards adopting fast and efficient decisions, with negative effects both on the available financial resources and on the process of ensuring the flow of products, services and works corresponding to the rhythm imposed by the urgent needs of public institutions involved in managing the effects of the health crisis. This paper aims at individualize the decision-making process in the field of public procurement in Romania, in order to identify models of good practice, procedures and support working tools for optimizing the public procurement process carried out at the level of contracting authorities in a matter of emergency.

The paper provides an overview of IFC data exchange standardsfor shortcomings and their solution and considers the current situationin Lithuanian construction sector in implementing buildinginformation modelling (BIM) and demand for classification applicationsin construction and design. Also, the article presents theresults of scientific research on the quality of IFC data exchangestandards. Finally, taking into account the made conclusions,recommendations and proposals for the further development ofdigital construction in Lithuania are put forward. Pateikiamos Lietuvos statybų sektoriaus tyrimo dėl pastatų informacinio modelio paplitimo, rekomendacijų dėl jo tolesnės plėtros analizė ir išvados. Straipsnyje publikuojami atlikto informacijos mainų taikant IFC standartą kokybės mokslinio tyrimo rezultatai. Atsižvelgiant į visas gautas išvadas, pateikiami rekomendaciniai pasiūlymai tolesnei skaitmeninės statybos plėtrai Lietuvoje ir nustatoma, koks yra naujų tyrimų poreikis.
