Information and communication technologies (ICT) have a decisive influence on the competitiveness of an organization. The efficiency of ICT management is a key factor in the process of production optimization, resource planning and management and other activities concerning the objectives of the organization. ICT like other resources have not only advantages, but also causes certain challenges for organizations. Information systems become an organic part of the organization. Thus, it is hard to imagine a contemporary organization where information and communication technologies are not used. The organizations, where activity success is based on ICT, are affecting external and internal factors as well as the ability to manage ICT and use different information systems. Success is not guaranteed by implementing a new information system or technology, because business processes should be evaluated taking into account the ability to react to potential changes. In order to prevent ICT risk, IT audit becomes extremely important within the organization. The aim of the article is to evaluate the possibilities of applying the existing IT audit methodologies (such as ITIL, CobIT, Val IT, ISO) in small and medium size organizations of Lithuania. The paper analyzes the significance and need of IT audit in small and medium size companies, identifies the features of such companies and proposes the existing IT audit methodologies. The methods of scientific literature analysis and comparison and statistical data analysis have been applied in the article. Santrauka Informacinės technologijos užima svarbią vietą organizacijos veikloje siekiant konkurencinio pranašumo. Efektyvus IT valdymas padeda organizacijai optimizuoti darbą, teisingai valdyti resursus, tinkamai siekti užsibrėžtų tikslų. Kaip ir visi veiklai vykdyti reikalingi ištekliai, informacinės technologijos ne tik teikia naudą, bet kelia ir tam tikrą grėsmę. Informacinės sistemos tampa organine bet kurios organizacijos dalimi. Šiuolaikinių įmonių veikla neįsivaizduojama ir neįmanoma be naujausių informacinių technologijų. Įmonių veiklą, grindžiamą šiuolaikinėmis IT, taip pat jų organizavimą ir valdymą veikia ne tik išorinės aplinkos veiksniai – didelę reikšmę turi ir vidiniai organizaciniai veiksniai bei IS ir valdymo aspektai. Neužtenka tik įsidiegti naują sistemą, ją būtina suderinti su įmonės veiklos procesais, siekiant išnaudoti visus privalumus, būtina vertinti pokyčius ir į juos reaguoti. Siekiant mažinti IT riziką, itin aktualus tampa IT auditas organizacijoje. Straipsnyje analizuojamos egzistuojančios IT audito metodikos, vertinamas IT audito poreikis, Lietuvos smulkaus ir vidutinio dydžio įmonių specifika. Straipsnio tikslas – įvertinti IT audito metodikų taikymo Lietuvos smulkaus ir vidutinio dydžio įmonėse galimybes.

Abstract The goal of effective public administration is to provide qualitative services to citizens. Due to the increasing use of information and communication technologies (ICT), e-government is one of the possible solutions in achieving this goal. This solution includes a good understanding and management of the existing business processes, the use of normative documents and the effective use of information systems in public administration. To get the current view of all mentioned necessary components, the questionnaire was made. This paper is devoted to the analysis of questionnaire results. As a result of the analysis, hypotheses for further study are set.

The use of information and communication technologies in an organizational context allows enhancing performance and defining business support strategies. The objective of this paper is to research the importance of teleworking in order to reflect the conditions for monitoring international project teams, and in this sense to contribute to the optimization of the practices instituted. The most common business processes of organizations are supported by generic software products, also called enterprise resource planning, in which the organization consolidates its experience over time in order to provide increasingly better services. The main contributions of the paper focus on the presentation of the fundamental competences of the teams regarding the performance in configuration projects in view of the practical experience in the international labor market in face of pandemic scenario.

The article will consider information and communication technologies used in business processes, inter-preted for effective work in the educational process, of a teacher with students. Also, the article will describe several business management tools that have worked well in the Russian market: Bitrix24 and the Planfix management system. The author analyzes the entities that contribute to increasing the profit of enterprises having these automated information systems that will be used as enhancing the effectiveness of students, that is, students and the teacher will be considered as clients and the company negotiating through CRM or ERP systems. Since it is such cooperation that sets them apart and leads them to the leaders in the Russian and international markets. An analysis of 30 students divided into two groups will be conducted. A teacher works with one group using an unconventional method, using business tools, while the process proceeds in the other with traditional teaching methods. The key objective of this study is to show related aspects of the functioning of ICTs that are subtle to business processes in the education system. Since a growing number of universities are instilling their teachers to work on various cloud systems, for example, DGUNH has a Cisco platform that allows teachers to track students' actions at various intervals.

This article highlights the need and importance of using an information system in the modern restaurant business. The nature of information systems and the tasks they can perform are presented. The direction of introduction of information and communication technologies and automation in management activity of restaurants is considered. The dependence of the efficiency of the food establishment on the correctly automated work process is determined. It has been proven that the use of information systems is a necessary condition for modern restaurants and contributes to the adoption of strategic management decisions to increase competitiveness and create an appropriate and efficient infrastructure.

The concept of democracy has a long tradition of research in the political science domain. In recent years, advances in Information and Communication Technologies (ICT) have provided opportunities for governments to deploy systems to actively engage citizens in the agenda-setting and decision-making processes for urban governance. Consequently, e-democracy and e-participation efforts have emerged and attracted researchers’ attention in the Information Systems (IS) field. Information systems lay the foundations of active citizenry, which may impact on the participation outcome. However, in order to maximize the potential of this evolving form of democracy, researchers and practitioners need to address a number of challenges in the design of participation structures for city governance. This chapter sets out to explore e-democracy systems and their impact on a number of e-participation outcomes. Outlining both promoters and barriers of ICT use for e-democracy, the authors also uncover gaps in the previous literature and identify an agenda for future research.

The use of Information and Communication Technologies in the workplace is constantly increasing, but also the use of surveillance technology. Electronic monitoring of employees becomes an integral part of information systems in the workplace. The specific software which is used for monitoring electronic communications is, however, intrusive and infringes upon the employees' right to privacy. The issue of surveillance of employees' electronic communications is subject to different approaches in various jurisdictions. The most comprehensive protection to employees is afforded in the EU, and it would be enhanced once the General Data Protection Regulation is passed.

Through the use of information and communication technologies, Public Administrations make its relevant information related to issues of public interest available for citizens. In the specific field of urban planning, Spanish administrations are making a huge effort to improve the urban information and make it available online for citizens developing Urban Information Systems, tools based on Geographic Information Systems which offer visualization and interaction options and increase transparency. More recently, digital channels have started to be used to enhance participation and promote democratic processes at regional, municipal, and local level. The chapter analyses different digital tools and services implemented to improve transparency in urban planning and web-based participation processes developed in Spain to check the result of these developments concluding that there is still a long considerable way to go since information and communications technologies offers a lot of options and tools to improve these processes, particularly through the application of PPGIS.

The rapid evolution of information and communication technologies, the changing client’s demands, and market conditions impelled enterprises to adapt their way of undertaking business, from traditional practices to e-business, and to participate in new forms of collaboration, such as networked organizations. In this context, standards, frameworks, technologies, and infrastructures supporting collaborative business, in a networked environment, become key factors in achieving environments with a desired high level of collaboration and inter- and intra-organization business processes alignment. The aim of this chapter is to underline the main issues, trends, and opportunities related to business integration from a technological perspective, analyzing and discussing the most relevant (existing and still under development) business integration reference models, frameworks, standards, technologies, and supporting infrastructures, and to briefly present relevant research projects in the area of business networking. A special emphasis is made on frameworks such as ebXML and RosettaNet, and the importance of papiNet, BPLE4WS, and freebXML is underlined. Challenges regarding self-forming networked organizations are also advanced.

Conceptual foundations of organizational and economic support for the development of enterprises in the hospitality industry have been developed, taking into account the level of use of information and communication technologies. It has been determined that the main results of the influence of information technologies on the hospitality industry are the optimization of business processes, as well as the transformation of the target consumer of hospitality services. The types of information and communication technologies are systematized depending on the direction of the business processes of the cycle of providing hospitality services. It has been substantiated that through the active use of information and communication technologies, hospitality industry enterprises satisfy the needs of customers in full in accordance with modern requirements. The relationship was established between the results of assessing the level of organizational and economic support for the development of information and communication technologies and the strategic choice of enterprises in the hospitality industry. Three types of strategies are identified – information expansion, improvement, retention and further development – depending on the low, medium and high level of development of information and communication technologies, respectively. The directions of increasing the level of development of information and communication technologies of the hospitality industry at different levels are proposed. The developed theoretical and methodological provisions can be useful in the formation of the concept of strategic development of the hospitality industry. The use of the proposed toolkit reflects the results, both quantitatively (increasing demand for hospitality services, improving financial performance, etc.) and in a qualitative form (improving the quality of service, creating a positive image, etc.).
