The Belt and Road (B&R) Initiative receives enthusiastic response, the aim of which is to develop cooperative partnerships with countries along the routes and build a community of common destiny. So far, Chinese companies have invested in many different countries along the B&R. Generally, the investment decision making problems are characterized by high risk and uncertainty. Then how to make an appropriate investment decision will be a thorny issue. In this paper, probabilistic hesitant fuzzy set (PHFS) is used for handling uncertainty in multiple attribute decision making (MADM), and the criteria importance through intercriteria correlation (CRITIC) approach is extended to obtain attribute weights, no matter whether the weight information is incompletely known or not. Considering that the existing probabilistic hesitant fuzzy distance measures fail to meet the condition of distance measure, a new distance between PHFSs is proposed and applied to investment decision making for countries along the B&R. In the last, comparative analyses are performed to illustrate the advantages of the presented approach.

Multiple attribute decision making (MADM) is full of uncertainty and vagueness due to intrinsic complexity, limited experience and individual cognition. Representative decision theories include fuzzy set (FS), intuitionistic fuzzy set (IFS), hesitant fuzzy set (HFS), dual hesitant fuzzy set (DHFS) and so on. Compared with IFS and HFS, DHFS has more advantages in dealing with uncertainties in real MADM problems and possesses good symmetry. The membership degrees and non-membership degrees in DHFS are simultaneously permitted to represent decision makers’ preferences by a given set having diverse possibilities. In this paper, new distance measures for dual hesitant fuzzy sets (DHFSs) are developed in terms of the mean, variance and number of elements in the dual hesitant fuzzy elements (DHFEs), which overcomes some deficiencies of the existing distance measures for DHFSs. The proposed distance measures are effectively applicable to solve MADM problems where the attribute weights are completely unknown. With the help of the new distance measures, the attribute weights are objectively determined, and the closeness coefficients of each alternative can be objectively obtained to generate optimal solution. Finally, an evaluation problem of airline service quality is conducted by using the distance-based MADM method to demonstrate its validity and applicability.

 Trapezoidal fuzzy neutrosophic decision making plays an important role in decision-making processes with uncertain, indeterminate, and inconsistent information. In this paper, we propose a new multi-attribute decision-making method based on decision-making trial and evaluation laboratory (DEMATEL), fuzzy distance, and linear assignment method (LAM), and we express evaluation values as the trapezoidal fuzzy neutrosophic numbers (TrFNNs). First, attribute weights are obtained using the DEMATEL method and the new fuzzy distance of TrFNNs based on graded mean integration representation is defined. Then, alternatives are ranked using the LAM in operations research. In addition, we make two comparative analyses in the end to illustrate the feasibility and rationality of our method. Finally, an illustrative example about typhoon disaster assessment is presented to show the advantages of the proposed method.

With the development of information technology, colleges and universities around the world are constructing E-learning system to meet their students' and faculty's needs. E-learning can effectively help students to learn varieties of knowledge and even skills they want to obtain. Therefore, the efficiency of E-learning system is important to popularize and develop it. Then, in this paper, we investigate to propose a method to evaluate E-learning system in higher education based on some criteria. Hereinto, this assessment problem can be considered as a multiple attribute decision making (MADM) problem. Thus, TOPSIS method, as a popular multiple attribute decision making method, is introduced in this paper to solve this assessment problem. In MADM problem, how to acquire preference of the decision maker is critical. In order to solve this issue, hesitant fuzzy set is developed in this paper. Weight vector, as a balance to weight the importance of different attributes, is hard to obtain. Then, a new fuzzy weight method is proposed to determine attribute weights. Finally, a case study is demonstrated to verify the applicability of this method.

Inclusive growth, which encompasses different aspects of life, is a growth pattern that allows all people to participate in and contribute to growth process. In this paper, a novel hesitant fuzzy multiple attribute decision making (HFMADM) approach based on the nondimensionalization of decision making attributes is presented and then applied to the evaluation of inclusive growth in China. Firstly, a novel generalized hesitant fuzzy distance measure is proposed to calculate the difference and deviation between two hesitant fuzzy elements (hfes) without adding any values into the shorter hesitant fuzzy element. Secondly, the coefficient of variation and efficacy coefficient method are extended to accommodate hesitant fuzzy environment and then used to cope with HFMADM. In the analysis process, non-dimensional treatment for hesitant fuzzy decision data is produced. Lastly, the method proposed in this paper is applied to an example of inclusive growth evaluation problem under hesitant fuzzy environment and the case study illustrates the practicality of the proposed method. Beyond that, a comparative analysis with some other approaches is also conducted to demonstrate the superiority and feasibility of the proposed method.

In the field of decision-making, for the multiple attribute decision-making problem with the partially unknown attribute weights, the evaluation information in the form of the intuitionistic fuzzy numbers, and the preference on alternatives, this paper proposes a comprehensive decision model based on the intuitionistic fuzzy cross entropy distance and the grey correlation analysis. The creative model can make up the deficiency that the traditional intuitionistic fuzzy distance measure is easy to cause the confusion of information and can improve the accuracy of distance measure; meanwhile, the grey correlation analysis method, suitable for the small sample and the poor information decision-making, is applied in the evaluation. This paper constructs a mathematical optimization model of maximizing the synthesis grey correlation coefficient between decision-making evaluation values and decision-makers’ subjective preference values, calculates the attribute weights with the known partial weight information, and then sorts the alternatives by the grey correlation coefficient values. Taking venture capital firm as an example, through the calculation and the variable disturbance, we can see that the methodology used in this paper has good stability and rationality. This research makes the decision-making process more scientific and further improves the theory of intuitionistic fuzzy multiple attribute decision-making.

AbstractOn the basis of the combination of single-valued neutrosophic sets and hesitant fuzzy sets, this article proposes a single-valued neutrosophic hesitant fuzzy set (SVNHFS) as a further generalization of the concepts of fuzzy set, intuitionistic fuzzy set, single-valued neutrosophic set, hesitant fuzzy set, and dual hesitant fuzzy set. Then, we introduce the basic operational relations and cosine measure function of SVNHFSs. Also, we develop a single-valued neutrosophic hesitant fuzzy weighted averaging (SVNHFWA) operator and a single-valued neutrosophic hesitant fuzzy weighted geometric (SVNHFWG) operator and investigate their properties. Furthermore, a multiple-attribute decision-making method is established on the basis of the SVNHFWA and SVNHFWG operators and the cosine measure under a single-valued neutrosophic hesitant fuzzy environment. Finally, an illustrative example of investment alternatives is given to demonstrate the application and effectiveness of the developed approach.

Bidimensional dual hesitant fuzzy (BDHF) set is developed to present preferences of a decision maker or an expert, which is more objective than existing fuzzy sets such as Atanassov’s intuitionistic fuzzy set, hesitant fuzzy set, and dual hesitant fuzzy set. Then, after investigating some distance measures, we define a new generalized distance measure between two BDHF elements with parameterλfor the sake of overcoming some drawbacks in existing distance measures. Covering all possible values of parameterλ, a new approach is designed to calculate the generalized distance measure between two BDHF elements. In order to address complex multiple attribute decision analysis (MADA) problems, an extension of fuzzy VIKOR method in BDHF context is proposed in this paper. In VIKOR method for MADA problems, weight of each attribute indicates its relative importance. To obtain weights of attributes objectively, a new entropy measure with BDHF information is developed to create weight of each attribute. Finally, an evaluation problem of performance of people’s livelihood project in several regions is analyzed by the proposed VIKOR method to demonstrate its applicability and validity.

The objective of this paper is to present novel algorithms for solving the multiple attribute decision-making problems under the possibility intuitionistic fuzzy soft set (PIFSS) information. The prominent characteristics of the PIFSS are that it considers the membership and nonmembership degrees of each object during evaluation and their corresponding possibility degree. Keeping these features, this paper presents some new operation laws, score function, and comparison laws between the pairs of the PIFSSs. Further, we define COmplex PRoportional ASsessment (COPRAS) and weighted averaging and geometric aggregation operators to aggregate the PIFSS information into a single one. Later, we develop two algorithms based on COPRAS and aggregation operators to solve decision-making problems. In these approaches, the experts and the weights of the parameters are determined with the help of entropy and the distance measure to remove the ambiguity in the information. Finally, a numerical example is given to demonstrate the presented approaches.
