In the context of globalization, information technology development and transformation not only the needs of the society are changing, structural changes are taking place in the management of the activities of the regulatory institutions as well, because their main function is to meet the changing needs of society. While this process is happening, it becomes difficult to balance activities of the regulatory institutions with the needs of the society and business. This is why optimization of the regulatory institutions functions is one the European Union᾽s priorities. One of the most efficient ways to increase the quality of public services, reduce expenses, encourage cooperation between institutions and make decision making process more efficiently is to create an evaluation system that allows assessment of the efficiency of the consolidation of regulatory institutions functions during the implementation of e-government. In order to solve issues, the analysis of scientific literature, multiple criteria and expert evaluation were applied. The proposed system for evaluation of the consolidation of the activities of the regulatory institutions while implementing solutions of e-government allows complete assessment of the factors and criteria, identification of drawbacks of the process and also enables to create decisions for solutions of the problems.

2020 is a year of global change. The spread of the COVID-19 virus was an impetus for transformation. The entire globe confronts impediments hard-to-anticipate, but who endangers people’s life. This article refers to the transparency of the decision-making process in the pandemic period. Also, it is explained the communication problems that can appear in complicated situations between the public administration and the citizen. Both the authorities of the European Union, in general, and of the Republic of Moldova, in particular, encounter social problems, which must be resolved in a very short period. Many decisions must be made promptly and unforeseen. It is important that this process does not affect the quality of public services provided and does not infringe on the rights of citizens. Thus, the decision-making process must be transparent and accessible to citizens

Abstract— Rapid of information technology development grow a new competitive environment. Including higher education, they need to improve their service quality in order to provide education service in more competitive. One of the ways of using information technology in higher education is the used of Academic Information System (AIS). AIS was developed to achieve the goals of the learning process which is one of vision and mission organization success factor. The measurement is needed to evaluate the quality of AIS. Functionality is one of the quality factors which is measured by observing the correlation between function and functional suitability. In this study, the quality of AIS functional suitability is measured using goal-oriented approach base on ISO/IEC 25010 in the perspective of a lecturer. The strategic plan of an institution is used as a reference to measure if the system used to have meet institution goals when using this approach. The result shows that the measurement using goal-oriented approach become more objective and suitable to the need of used AIS quality improvement for the institution than the measurement with ISO/IEC 25010 only. Keywords— Academic Information System, Functional Suitability, GQM, ISO/IEC 25010

The article discusses the development of the digitalization process and its implementation in the customs authorities. Using the example of electronic declaration centers, the possibilities of information technology solutions for controlling implementation are shown. The author's proposals for the formation and implementation of information technology solutions using analytical tools in controlling are considered as the basis for ensuring the quality of customs services. The proposals are built taking into account the stage of information technology development and determine the directions of further improvement.

The article discusses the concept of "SMART education". The article provides a justification for the significant impact of information technology development on the requirements for the content and quality of education in universities. The main directions and experience of work on the implementation of SMART education in JSC "international University of information technologies" (IIT) are given. It is shown that one of the main ways of implementing SMART education is the use of digital technologies in all spheres of the university’s life. It is with the help of Smart-training that the conditions are created for the implementation of the declared thesis of UNESCO “education for all” and “Life Long Learning”. Various technological solutions for the education sector that are positioned as smart are analyzed, these include the following: smart boards, smart textbooks, smart projectors, software for creating and distributing educational content that is interactive and communicative in nature.

In the course of negotiations, the Government places special emphasis on agriculture, because Hungary is an agrarian country. Agricultural production is an important economic factor in Hungary: larger a factor in its economic structure than in those of the present EU member-states. In order to preserve competitiveness, Hungarian farmers and itsprocessing industry require information on the EU's CAP and other market influences.In Hajdú-Bihar county the quality of agricultural products fall behind the standards of the European Union. There is no real solidarity among farmers, so they are left alone and are unable to meet higher, those standards, which were introduced by the structural changes of the market. Unfortunately, there is only one fruit and vegetable marketing organization (PO) in the county, although its necessity and effectiveness has been proved several times.Within the framework of Rural Development, agricultural marketing is vital, because together with the local FVM institutes, it can help the farmers by providing consultation, information, and by marketing their products. Since fruit and vegetable growing has a considerable history in Hajdú-Bihar county, marketing activities can be effective in assisting both the farmers and the processing industry in preparation for EU integration.

The scientific article is devoted to the issue of complex legal analysis of both advantages and disadvantages of the contemporary system of Commission’s quasi-legislative acts which is composed of implementing and delegated acts. Commission’s implementing and delegated acts play a crucial role in the EU, but the abusive application by the EU legislator of the delegation of quasi-legislative powers to the Commission of the EU cause various negative consequences on the EU legal order. The author outlines the following positive sides of Commission’s quasi-legislative acts: acceleration of the EU decision-making process, adding the EU decision-making process flexibility, improvement of the quality of the EU legislative acts and unloading the overall EU legislature’s workload. Taking into account the latest statistics, the author has proved that the process of the adoption of implementing and delegated acts is in four times faster than ordinary and special legislative procedures. It is emphasized that COVID-19 outbreak in 2020 made the EU urgently enact a bunch of legislative acts that were mainly adopted in the form of Commission’s quasi-legislative acts. The author also points out that the quality of the EU’s legislation has been improved as well as EU’s legislator workload has been greatly reduced because of Commission’s implementing and delegated acts. At the same time, the author specifies that the absence of an explicit legal distinction between Commission’s implementing and delegated acts leads to numerous interinstitutional litigations and disputes and undermines the hierarchy of legal acts under the provisions of the Lisbon Treaty. It is established that an excessive application by the Commission of the EU of the quasi-legislative instruments may breach the principle of institutional balance and may lead to the replacement of the sole EU legislator – the European Parliament and the Council. Eventually, the author argues that the lack of transparence and accountability of the Commission of the EU during the process of adoption of implementing and delegated acts deepen the ‘democratic deficit’ problem within the EU.

The direct observation of structural change by high resolution electron microscopy will be essential for the better understanding of the damage process and its mechanism. However, this approach still involves some difficulty in quantitative interpretation mostly being due to the quality of obtained images. Electron diffraction, using crystalline specimens, has been the method most frequently applied to obtain a comparison of radiation sensitivity of various materials on the quantitative base. If a series of single crystal patterns are obtained the fading rate of reflections during the damage process give good comparative measures. The electron diffraction patterns also render useful information concerning the structural changes in the crystal. In the present work, the radiation damage of potassium tetracyano-platinate was dealt with on the basis two dimensional observation of fading rates of diffraction spots. KCP is known as an ionic crystal which possesses “one dimensional” electronic properties and it would be of great interest to know if radiation damage proceeds in a strongly asymmetric manner.
