The accuracy of performance measures in common multicriteria methods is usually assumed to be accurate. Grey theory is a new technique for performing prediction, relational analysis and decision‐making in many areas. This paper presents applicability of grey theory techniques for defining the utility of an alternative. Proposed assessment model covers well known method of TOPSIS (Technique for Order Preference by Similarity to Ideal Solution), method with attributes values determined at intervals (TOPSIS‐grey) and a new method of Simple Additive Weighting with Grey relations (SAW‐G). A case study of the assessment of contractors’ competitive ability was used to demonstrate the applicability and the effectiveness of the proposed approach. The results show that the methods of grey relations methodology can be implemented as an effective decision aid for tasks with uncertain data. Pilkuju skaičiu teorija yra naujas metodas, kuri galima taikyti daugelyje sričiu: tinkamumui numatyti, nagrineti santykius ir priimti sprendimus. Šiame straipsnyje pateiktas pilkuju skaičiu teorijos taikymo pavyzdys alternaty‐vu tikslingumui nustatyti. Pasiūlytas metodas apima gerai žinoma TOPSIS (pirmumo eiles nustatymo būdas pagal našuma ir idealu sprendini) metoda su rodikliu reikšmemis, apibrežtomis intervaluose (TOPSIS‐grey) ir paprastojo suminio sverimo su pilkaisiais santykiais (SAW‐G) metoda. Rangovu kompetencijos vertinimo pavyzdys pateiktas naujo metodo efektyvumui parodyti. Uždavinio sprendi‐mas parodo, kad uždaviniu modeliai, aprašyti pilkaisiais santykiais, gali būti efektyviai taikomi užda‐viniams su neapibrežtais duomenimis spresti.

In this article, methodologies have been proposed for site selection of sub-station considering technical and non-technical constraints. Firstly, a systematic frame has been developed considering various factors that influence the optimal location of the sub-station. Various factors considered are evaluated using DEMATEL-QFD. An evaluation has been done between the outcome of the TOPSIS (Technique for order preference by similarity to ideal solution) method and the COPRAS (Compressed Proportional Assessment) method. Finally, Spearman rank co-relation co-efficients indicates the strength of association of both the methodologies. A case study is done using GIS to prove the justification of the methodologies to the applied area. The application of the methodologies will help the decision maker improve the plan, location and grid renovation of the distribution sub-stations.

Users’ satisfaction on quality is a key that leads successful completion of the project in relation to decision-making issues in building design solutions. This study proposed QFD (quality function deployment) based benchmarking logic of market products for building envelope solutions. Benchmarking logic is composed of QFD-TOPSIS and QFD-SI. QFD-TOPSIS assessment model is able to evaluate users’ preferences on building envelope solutions that are distributed in the market and may allow quick achievement of knowledge. TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution) provides performance improvement criteria that help defining users’ target performance criteria. SI (Suitability Index) allows analysis on suitability of the building envelope solution based on users’ required performance criteria. In Stage 1 of the case study, QFD-TOPSIS was used to benchmark the performance criteria of market envelope products. In Stage 2, a QFD-SI assessment was performed after setting user performance targets. The results of this study contribute to confirming the feasibility of QFD based benchmarking in the field of Building Envelope Performance Assessment (BEPA).

Free zones (Export Processing Regions) with their special Functions including assisting export development and making new job opportunities can be of major help to economy of countries. Present paper aims at comparing economic performance of three free trade zones of Iran, Kish, Gheshm and Chabahar during first ten years of their activities (1973 to 2004) using four techniques of operational research, SAW (Simple Additive Weighting), TOPSIS (Technique for Order-Preference by Similarity to Ideal Solution), ELECTEER (Elimination et Choice Translating Reading) and Taxonomy and taking economic goals of these zones as indices. To this end, economic goals of these zones, that is attracting foreign and internal investment, making new job opportunities, enhancing value of export from these zones and their ability to attract internal and foreign tourists were considered as research indices. Results obtained showed that free zone of Gheshm had a better performance compared to two other zones and this is due to significant difference of its export value compared to other zones, with regard to the available statistics and the said indices. Kish and Chabahar respectively followed it.

Rumah sakit adalah tempat pelayanan kesehatan yang pasti sangat diperlukan oleh masyarakat.Pelayanan tersebut dilihat dari efisiensi, sarana dan prasarana yang memadai, dan faktor lainnya. Efisiensi pelayanan rawat inap juga termasuk hal yang penting bagi pasien, khususnya yang harus dirawat di rumah sakit. Pihak rumah sakit melakukan sensus harian untuk meninjau dan meningkatkan kualitas pelayanan rawat inap. Kriteria pelayanan rawat inap adalah BOR (Bed Occupancy Ratio), BTO (Bed Turn Over), TOI (Turn Over Interval), dan AVLOS (Average Length of Stay). Untuk kemudahan dalam memilih, maka dibutuhkan sistem pendukung keputusan sebagai alat. Rumah sakit yang akan dijadikan pilihan oleh peneliti adalah rumah sakit yang ada di wilayah Kota Batu. Metode yang digunakan adalah gabungan SAW (Simple Additive Weighting) dan TOPSIS (Technique For Order Preference By Similiarity To Ideal Solution). Metode ini dipilih karena menggunakan persamaan matematis yang lebih sederhana untuk mendapatkan solusi terbaik. Hasil pengujian dapat digunakan untuk membantu masyarakat dalam pemilihan rumah sakit.

The seamless communication between the devices of the heterogeneous wireless networks still remains as a challenge due to the delay incurred, the cost difference and the bandwidth variations.so it becomes necessary for a perfect management of the hand over and the selection of the network to provide a continuous conveyance in the broadcasting or the sharing of the information’s. So the paper initiates an enhanced network selection and a vertical hand over schema that is context aware and based on the user preference utilizing the grey relational analysis integrated with the particle swarm optimization. The performance analysis of the proposed method of vertical handover evinces the perfect network selection that enables a continuous connection for the heterogeneous networks and shows an enhanced throughput and latency in handover compared to the other methods like TOPSIS (technique for order preference by similarity to ideal solution) and SAW(simple additive weighting).

Daugiakriteriams sprendimo priėmimo uždaviniams spręsti taikant kiekybinius daugiatikslius sprendimo priėmimo metodus, dažniausiai neatsižvelgiama į galimas pradinių duomenų – rodiklių reikšmių paklaidas. Todėl neaišku, ar gautas sprendimas (alternatyvų išrikiavimas pagal racionalumą) nesikeis, jeigu keistųsi rodiklių reikšmės (± n %, n< 50 %). Šiame straipsnyje, taikant Monte Karlo modeliavimą, atliekama kiekybinių daugiatikslių sprendimo priėmimo metodų – TOPISIS, SAW ir COPRAS – jautrumo analizė. Jautrumo analizės pagrindas yra rodiklių reikšmių pasiskirstymas. Darbo tikslas – sukurti jautrumo analizės modelį, kuriuo būtų galima nustatyti daugiatikslių metodų jautrumą rodiklių reikšmių pasiskirstymo dėsnio atžvilgiu ir įvertinti šiais metodais gauto sprendimo patikimumą. Pateikto jautrumo analizės modelio etapai: 1) rodiklių pseudoatsitiktinių reikšmių generavimas pagal tolygųjį ir normalųjį dėsnius; 2) alternatyvų racionalumų vertinimas nagrinėjamais metodais, naudojant generuotas sprendimų matricas; 3) metodų jautrumo ir gauto sprendimo patikimumo vertinimas. Modeliuojant sprendimo paramos sistemas, atliekant skaičiavimus sprendimo priėmimo metodais, rekomenduojama atsižvelgti į planuojamų taikyti metodų jautrumą, kad padidėtų sprendimo patikimumas.The Sensitivity Analysis of the Multiattribute Decision Making Methods by Monte Carlo SimulationRūta Simanavičienė, Leonas Ustinovičius SummaryThe quantitative multicriteria decision making methods are used for decision making, but the biases of the values of the attributes are ignored often. Therefore it is not clear, if the final decision were changed, when changing the values of attributes. There are scientific research papers intended for the sensitivity analysis of multicriteria decisions, according to the significances of attributes. This paper analyses the sensitivity of quantitative multiattribute decision making TOPSIS – Technique for Order Preference by Similarity to Ideal Solution, SAW – Simple Additive Weighting, COPRAS – COmplex PRoportional ASsessment methods, according to attribute distribution. On this basis of Monte Carlo modeling (simulation) the generation of pseudorandom attribute values is being made, according to uniform and normal distribution. Using generated data the efficiency of alternatives is carried out by the above methods. As a result the sensitivity of the methods and the reliability of final decision are presented. When multiattribute decision making methods are used on the modeling decision support systems it is recommended to consider the sensitivity of these methods.

The selection of diesel fuel supplier at PT. X which were held in four operational areas, namely South Sumatra, Central Kalimantan, West Kalimantan, and East & North Kalimantan. The purpose is to determine the criterias, subcriterias and their importance weights in the selection of the best diesel fuel suppliers for each operational areas of PT. X. This study will compare the use of two well-known multi-criteria decision making methods namely AHP (Analytical Hierarcy Process) and AHP-TOPSIS (Technique for Order Preference by Similarity to Ideal Solution). The criterias were tested are Quality, Price, Capability, Delivery, Supplier Profile, and Service & Relationship with the results of the highest weighted criteria is Delivery, then followed by the highest weighted subcriteria is Supply Capability. The paper provides a new synthesis method of multiple attribute decisions (SyMAD-3 – Synthesis of Multiple Attribute Decisions using three methods) intended for combining multi-stage and multiple attribute decisions into a single common estimate. The method is applied for selecting a construction project on the basis of its structural, technological and safety decisions. To increase the reliability of the decision, three multiple attribute decision-making methods based on quantitative measurements were applied to help the person making a decision to monitor the results of a relevant decision obtained employing three methods of the same class. The algorithm of the proposed method includes methods for identifying the integrated significances of attributes and multiple attribute decision-making methods (SAW – Simple Additive Weighting, TOPSIS – Technique for Order Preference by Similarity to Ideal Solution, and COPRAS – COmplex PRoportional ASsessment) based on quantitative measurements. Santrauka Šiame darbe autoriai pateikia naują daugiakriterinių sprendimų sintezės metodą (SyMAD-3 – Synthesis of Multiple Attribute Decisions using three methods), skirtą daugiapakopiams, daugiatiksliams sprendimams apjungti į vieną bendrą įvertį. Metodas taikomas statybos projektui parinkti atsižvelgiant į konstrukcinius, technologinius ir saugos sprendimus. Sprendimo patikimumui padidinti taikomi trys kiekybiniais matavimais pagrįsti daugiatiksliai sprendimo priėmimo metodai, kuriais remdamasis sprendimą priimantis asmuo gali stebėti jam aktualaus sprendimo rezultatus, gautus trimis metodais, priklausančiais tai pačiai klasei. Pateikto metodo algoritme taikomi efektyvumo rodiklių integruoto reikšmingumo nustatymo ir daugiatiksliai sprendimo priėmimo (SAW – Simple Additive Weighting, TOPSIS – Technique for Order Preference by Similarity to Ideal Solution, COPRAS – COmplex PRoportional ASsessment) metodai, pagrįsti kiekybiniais matavimais.

PurposeThe purpose of this paper is to propose a three-tier assessment model (TAM), aiming to identify and evaluate the competitiveness level of companies. The existing problem is that companies find it difficult to choose a proper model which can be deployed to benchmark with competitors in terms of their competiveness level in the marketplace. Most of the available models are not appropriate or easy to use. The proposed assessment model is able to provide an insight for better planning and preparation so as to gain a better chance of success comparing with their competitors. Most importantly, the proposal model adopts a pragmatic approach and can be implemented without going through tedious mathematical calculations and analysis.Design/methodology/approachTAM embraces three different approaches deployed in various stages of the application process. The first stage is to identify the relevant criteria using hierarchical holographic modeling and the second stage is to assess the associated weightings of these criteria used to rate the potential competitiveness of related companies. The technique used in stage two is known as fuzzy analytic hierarchy process (FAHP) which is a combination of two well-established methods including fuzzy logic and analytical hierarchical programming. In stage three, a technique known as technique for order preference by similarity to the ideal solution (TOPSIS) is adopted to benchmark the level of competitiveness covering several companies in the same industry.FindingsIn this paper, a case study is conducted in order to validate the feasibility and practicality of the proposed model. Results indicate that TAM can be easily applied in various industrial settings by practitioners in the field for supporting operations management practices.Research limitations/implicationsSignificant amount of work is needed to ensure that the proposed model can be practically deployed in real industrial settings.Practical implicationsThis proposed model is able to capitalize on the benefits of the HMM, FAHP and TOPSIS methods and offset their deficiencies. Most importantly, it can be applied to various industries without complex modification.Originality/valueThis paper suggests a hybrid model to assess competitiveness level embracing three different techniques with the unique feature which is able to provide an insight for better planning and preparation in order to excel competitors. Companies may be able to follow the procedures and steps suggested in the paper to implement the model which is proven to be pragmatic and can be applied in real situations.
