The main objective of this paper is to analyze and develop a GIS system that includes all necessary information obtained by using GPS and mobile GIS techniques as well. Since several techniques for information management exist, the aim is how to integrate them for a sustainable management of vineyards areas in Kosovo. It has been designed a system, which is able to produce maps, make various analyses based on the requests of the specific users and offers trend orientation for decision making. The JAVA programming language has been used. This provides the most possible flexibility in the data flow and data management. The structure of the data base is proposed to be designed in that way that the textual and geometric data have been processed in a unique data base in PostGIS PostgreSQL technology.Web GIS technology presented in this paper, shows an advantage comparing to the desktop based technology since it enables an access in real time. Foremost, the application offers an access depending on the roles and privileges for different users. Development of a WEB application for viticulture management will improve the efficiency and decision making process as well.Results show numerous capabilities of GIS methodologies to manage the agricultural crops, in this particular case, the vineyards. Further, the results provide insight into information management in a single system and serve as a basis for similar researches in other areas of agriculture in the future.

The application of GIS technology to Military Environmental Information(MEI) management will play a vital role in MEI management, and can lead to better decision-making. This paper discusses both the management method and the application fields. Case studies, like information management, pollution coverage evaluating, military transportation planning and monitoring, and decision-making supporting, are presented in this paper. Detailed digital basemap database, Digital Elevation Model(DEM) data, Digital OrthoImage Model(DOM) data, image database of Remote Sensing, Social economic element database, and other informations related to military features, can be integrated into MEI GIS, and will meet the needs for later query and statistics. Spatial analysis is the bridge that links fundamental data models to GIS technology. While buffer analysis can be used for identifying the locations of hazardous chemical storage sites in relation to residents living area, and can facilitate the evaluation of the threatened area in the event of a leak or spill of hazardous materials. Network analysis can be used in military transportation planning and monitoring. GIS is particularly useful in providing composite visual representation of fairly complex underlying model calculations, analysts can draw implicit and important conclusion from the already known geographical data. The study shows that the management of MEI using GIS technology is reasonable and feasible, and GIS is a highly efficient tool in MEI management.

In today’s environment, the success of an organization depends on the ability to reduce the decision cycle, make better decisions, and share strategic information within the organization. The model of this paper shows that the results of GIS processing are much more efficient in the information process - decision making, production, evidence, both in the transport sector and in other fields of activity.The main purpose of a GIS system is, beside the introduction, storage and editing of some geographic, demographic, environmental information etc. The analysis and the study of this information in a relational context, in order to obtain complex decisions. Network analysis in GIS is most frequently related to finding new solutions to transport issues.

Information plays a significant role in enhancing an organization’s capital, namely as its crucial source of income and a valuable leverage in times of unfavorable economic climate. The strategic management of information, thus, is imperative as it contributes in bringing about success to business by influencing decision-making of the organization for better identification of prospects and to cope with risks. This requires the enhancement of efficiency and effectiveness of information management to expand its readiness and value in decision-making. In spite of its significance, studies in information quality management (IQM), particularly those that investigate issues and challenges, are scarce. This paper, hence, attempts to fill this gap by taking into account both the theoretical and pragmatic approaches in viewing issues and challenges in IQM. In addressing the limited studies in IQM, the paper proposes possible areas of further inquiry for future research. It also seeks to provide a better insight into issues and challenges facing IQM as the study’s practical impact.

Abstract. Folk wisdom tells us that additional time to make a decision helps us to refrain from the first impulse to take the bird in the hand. However, the question why the time to decide plays an important role is still unanswered. Here we distinguish two explanations, one based on a bias in value accumulation that has to be overcome with time, the other based on cognitive control processes that need time to set in. In an intertemporal decision task, we use mouse tracking to study participants’ responses to options’ values and delays which were presented sequentially. We find that the information about options’ delays does indeed lead to an immediate bias that is controlled afterwards, matching the prediction of control processes needed to counter initial impulses. Hence, by using a dynamic measure, we provide insight into the processes underlying short-term oriented choices in intertemporal decision making.

The purpose of this paper is to contribute to the increasing awareness about the potential bias on the interpretation and conclusions of forensic handwriting examiners (FHEs) by contextual information. We briefly provide the reader with an overview of relevant types of bias, the difficulties associated with studying bias, the sources of bias and their potential influence on the decision making process in casework, and solutions to minimize bias in casework. We propose that the limitations of published studies on bias need to be recognized and that their conclusions must be interpreted with care. Instead of discussing whether bias is an issue in casework, the forensic handwriting community should actually focus on how bias can be minimized in practice. As some authors have already shown (e.g., Found & Ganas, 2014), it is relatively easy to implement context information management procedures in practice. By introducing appropriate procedures to minimize bias, not only forensic handwriting examination will be improved, it will also increase the acceptability of the provided evidence during court hearings. Research carried out in the last few years as the example of companies belonging to the category of medium-size enterprises has shown that, for example, typical enterprises, of the total number of data processed in information of importance for its business, seriously takes into consideration and process only 10% of the observed firms. It is justifiable to ask whether these 10% of the processed and analyzed business information can have an adequate potential or motive power to direct the organization to success that is measured by competitive advantages and on a sustainable basis? Or, the question can be formulated: what happens to the rest, mostly 90% of the information that the enterprise does not transform into a form suitable for business analysis and decision-making. It is precisely the task of business intelligence to find a way to utilize all the data collected and processed in the business decision-making process. In this regard, we can conclude that Business Intelligence is, in fact, the framework title for all tools and / or applications that will enable the collection, processing, analysis, distribution to decision-making bodies in the business system in order to derivate from this information valid business decisions - as the most important and / or most important task of the manager. Of course, from an economic point of view, the best decisions are management decisions that provide a lasting competitive advantage and achieve maximum financial performance. This means that business intelligence actually allows a more complete and / or comprehensive view of the overall business performance of all its parts and subsystems. But the system functions can be measured essential and positive economic and financial performance, as well as the position in the branch of the business to which it belongs, and wider, within the national economy. (Of course, today the boundaries of the national economy have become too crowded for many companies, bearing in mind globalization and competitiveness in the light of organization of work and business function). The advantage of business intelligence as a model, if accepted at the organization level, ensures that each subsystem in the organization receives precisely the information needed to make development decisions, but also decisions regarding operational activities. So, it should be born in mind that business intelligence does not imply that information is shared on some key words, on the contrary, the goal is to look at the context of the business, or in general, and that anyone in the further decision hierarchy can manage exactly the same information that is necessary for achieving excellent business performance. Because, if the insight into the information is not complete, the analysis is based on the description of individual parts, i.e. proving partial performance in the realization of individual information, which can certainly create a space for the loss of the expensive time and energy. Illustratively, if the view, or insight into the information, is not 100%, then all business decision-making is like the song of J.J. Zmaj "Elephant", about an elephant and a blindmen, where everyone feels and act only on the base of the experienced work, and brings judgment on what is what or what can be. As in this song for children, everyone thinks that he touches different animals and when they make claims about what they feel, everyone describes a completely different life. Therefore, business intelligence implies that information is fully considered and it is basically the basis or knowledge base, and therefore the basis of business excellence. In doing so, the main problem is how information is transformed into knowledge and based on it in business decision making. It is precisely in this segment that the main advantage of business intelligence is its contribution to the knowledge and business of the company based on power of knowledge. Therefore, for modern business conditions, it is characteristic that the management of the company is realized on the basis of partial knowledge about stakeholders (buyers, suppliers, competitors, shareholders, governments, institutional framework, legislation), and only a complete overview of managers at the highest level in all these partial interest groups allows managers to have a “boat” called the organization of labor leading a safe hand through the storm, Scile and Haribde threatens to endanger business, towards a calm sea and a safe harbor - called a sustainable competitive advantage based on power and knowledge.

In modern manufacturing industry, the methods supporting real-time decision-making are the urgent requirement to response the uncertainty and complexity in intelligent production process. In this paper, a novel closed-loop scheduling framework is proposed to achieve real-time decision making by calling the appropriate data-driven dispatching rules at each rescheduling point. This framework contains four parts: offline training, online decision-making, data base and rules base. In the offline training part, the potential and appropriate dispatching rules with managers’ expectations are explored successfully by an improved gene expression program (IGEP) from the historical production data, not just the available or predictable information of the shop floor. In the online decision-making part, the intelligent shop floor will implement the scheduling scheme which is scheduled by the appropriate dispatching rules from rules base and store the production data into the data base. This approach is evaluated in a scenario of the intelligent job shop with random jobs arrival. Numerical experiments demonstrate that the proposed method outperformed the existing well-known single and combination dispatching rules or the discovered dispatching rules via metaheuristic algorithm in term of makespan, total flow time and tardiness.
