Health services across the world are on the one hand the most regulated of all professions, the workforce planning is the most advanced and the restrictions on licence to practice most stringent, especially across borders- yet the workforce is dependent on the ability of large scale movement of professionals across nation-states. The UK NHS has over 41% of its doctors and a quarter of all nurses who were born / trained overseas. This is not much different to many other advanced health systems. It is also recognised that patient outcomes, recruitment and retention of healthcare professionals who are in great demand depends on autonomy, job satisfaction and a sense of value, equality and a just environment. A fundamental tenet of equality, celebrating diversity and inclusion is how organisation or society deals with the immigrant professionals or ‘foreigners’. The ability to correctly pronounce ‘foreign’ names is one of the fundamental and most obvious demonstration of respect one accords to a fellow human. There is a long standing practice of transfiguring foreign sounding names to anglicised or westernized versions for ease of use. The westernization of foreign names is predominantly imposed by the dominant segments of populations on those considered inferior. There is clear evidence of social inequalities linked to one’s race, ethnicity, immigration and gender. Transfiguring one’s name is a clear example of such discrimination, microaggression and a form of bias. It is time that we understood the impact of such microaggressions of colleagues and our patients. It should be vital for all professionals to take the time and attention needed to get the pronunciation right and in the process understand the cultural diversity, identity and demonstrate due respect and equality. It is also imperative on those of us with foreign sounding names that we help colleagues navigate the rich heritage of our culture and identity and do so with humility. It can only then be a win-win for all.

Purpose The outbreak of the severe acute respiratory syndrome coronavirus 2 virus and subsequent COVID-19 illness has had a major impact on all levels of society internationally. The extent of the impact of COVID-19 on prison staff and prisoners in England and Wales is unknown. Testing for COVID-19 both asymptomatic and symptomatic, as well as for antibodies, to date, has been minimal. The purpose of this paper is to explore the widespread testing of COVID-19 in prisons poses philosophical and ethical questions around trust, efficacy and ethicacy. Design/methodology/approach This paper is both descriptive, providing an overview of the widespread testing of COVID-19 in prisoners in England and Wales, and conceptual in that it discusses and argues the issues associated with large-scale testing. This paper provides a discussion, using comparative studies, of the issues associated with large-scale testing of prisoners across the prison estate in England and Wales (120 prisons). The issues identified in this paper are contextualised through the lens of COVID-19, but they are equally transferrable to epidemiological studies of any pandemic. Given the prevalence of COVID-19 globally and the lack of information about its spread in prisons, at the time of writing this paper, there is a programme of asymptomatic testing of prisoners. However, there remains a paucity of data on the spread of COVID-19 in prisons because of the progress with the ongoing testing programme. Findings The authors argue that the widespread testing of prisoners requires careful consideration of the details regarding who is included in testing, how consent is gained and how tests are administered. This paper outlines and argues the importance of considering the complex nuance of power relationships within the prison system, among prisoner officers, medical staff and prisoners and the detrimental consequences. Practical implications The widespread testing of COVID-19 presents ethical and practical challenges. Careful planning is required when considering the ethics of who should be included in COVID-19 testing, how consent will be gained, who and how tests will be administered and very practical challenges around the recording and assigning of COVID-19 test kits inside the prison. The current system for the general population requires scanning of barcodes and registration using a mobile number; these facilities are not permitted inside a prison. Originality/value This paper looks at the issues associated with mass testing of prisoners for COVID-19. According to the authors’ knowledge, there has not been any research that looks at the issues of testing either in the UK or internationally. The literature available details countries’ responses to the pandemic rather and scientific papers on the development of vaccines. Therefore, this paper is an original review of some of the practicalities that need to be addressed to ensure that testing can be as successful as possible.

This article addresses the role of data in the analysis of racial diversity in the UK film industry. Due to the prolonged poor representation of racial difference, academic researchers increasingly identify the UK film sector as a particular site of multi-dimensional structural inequalities. This article will assess the impact of data-led interventions made by the UK film industry to increase the presence of BAME individuals within the sector. It will do this through an analysis of the policy approach of the UK’s lead body for film, the British Film Institute, examining how one major policy initiative, the BFI’s Diversity Standards launched in 2016 as an industry intervention into prevailing sector inequalities, has sought to achieve racial diversity and inclusion across its Film Fund-supported film productions between 2016 and 2019. Analysing cross-sectional data from 235 films which is aggregated across differing film genres, budgets and regions, the study assesses how the outcomes of the Diversity Standards have offered a representation of racial diversity across these production areas.

Abstract Background Personalisation is a growing international policy paradigm that aims to create both improved outcomes for individuals, and reduce fiscal pressures on government, by giving greater choice and control to citizens accessing social services. In personalisation schemes, individuals purchase services from a ‘service market’ using individual budgets or vouchers given to them by governments. Personalisation schemes have grown in areas such as disability and aged care across Europe, the UK and Australia. There is a wealth of evidence in public health and health care that demonstrates that practically all forms of social services, programs and interventions produce unequal benefit depending on socio-economic position. Research has found that skills required to successfully negotiate service systems leads to disproportionate benefit to the ‘middle class. With an unprecedented emphasis on individual skills, personalisation has even greater potential to widen and entrench social inequalities. Despite the increase in numbers of people now accessing services through such schemes, there has been no examination of how different social groups benefit from these schemes, how this widens and entrenches social inequities, and – in turn – what can be done to mitigate this. Methods This article presents a meta-review of the evidence on personalisation and inequality. A qualitative meta-analysis was undertaking of existing research into personalisation schemes in social services to identify whether and how such schemes are impacting different socio-economic groups. Results No research was identified which seeks to understand the impact of personalisation schemes on inequality. However, a number of ‘proxies’ for social class were identified, such as education, income, and employment, which had a bearing on outcome. We provide a theoretical framework for understanding why this is occurring, using concepts drawn from Bourdieu. Conclusion Personalisation schemes are likely to be entrenching, and potentially expanding, social inequalities. More attention needs to be given to this aspect of personal budgets by policymakers and researchers.

The UK is restructuring the fiscal policy framework once again, with an intention to move toward independent assessment and forecasting in the budget process. At the same time a large-scale, if delayed, fiscal consolidation is planned at a time when there is significant spare capacity in the economy. Economic growth is also projected to be below trend, at least this year and perhaps next. It is unusual to see a fiscal tightening when the output gap appears to be widening. These policy settings should be seen in the context of the most radical change in the nature of the relationship between the government and the economy for at least thirty years. This note assesses the impact of the new programme on the economy as well as setting out a projection for the medium-term public finances.

In the past 2 decades, many Certification and Award schemes (CAS) related to gender equality, diversity and inclusion have emerged in the higher education, research and industry sectors. According to a recent report, there are as many as 113 CAS which have been identified across Europe and beyond. These CAS aim at addressing inequalities in relation to the grounds of sex, gender, race, sexual orientation, and disability among others. The high number of CAS, and their continued growth, has taken place in parallel to the shift of policies and efforts from “fixing individuals” to “fixing the system.” In these schemes, gender equality is often understood as a structural, systemic challenge, with a recognition that advancing gender equality is complex and requires drivers and interventions at micro, meso and macro level. Studies focused on analysing and evaluating gender equality initiatives in higher education have been scarce, and often limited to specific schemes. This paper aims to fill this gap by providing a better understanding of the CAS landscape through comparing two of the main gender equality schemes used by research-performing organisations in Europe Athena SWAN (in the UK) and Total E-Quality Award (in Germany). Based on qualitative interviews with stakeholders across Europe and document analysis, this paper focuses on strengths, challenges faced by and the impact of these CAS. This comparative exercise highlights particular learning points that can inform potential reviews of existing schemes and/or the development of new schemes such as a Europe-wide scheme. The latter is the focus of a Horizon 2020 project entitled CASPER (Certification-Award Systems to Promote Gender Equality in Research), which aims at making recommendations to the European Commission as to the feasibility of a Europe-wide CAS for gender equality in research organisations.

Purpose This paper focuses on the importance of impact in higher education from a strategic perspective, exploring its value to institutions, learners and prospective students in today’s higher education context, using the UK as a case study. The increasing prominence of impact assessment in higher education is discussed, with consideration given to the operational structures, tools and approaches which can be adopted to monitor and evaluate the impact of any strategic project or initiative introduced by a higher education provider. Design/methodology/approach This paper presents a strategic view of impact assessment in today’s higher education landscape. Findings The significance of impact assessment in higher education is discussed from a strategic perspective, drawing upon relevant studies, UK Government policy and initiatives. Consideration is given to the tools and approaches that can be adopted by higher education providers in assessing the impact of any strategic initiatives and projects that have been implemented. Originality/value The paper is of value to 'any higher education provider that is currently undertaking, or planning to deliver large-scale strategic projects and initiatives which have been designed to enhance the student learning experience.

Purpose – The purpose of this paper is to provide a new perspective by conceptualising country of origin (COO) from a management perspective, identifying the impact different COO constructs have in the context of fashion retailer and manufacturer businesses. Design/methodology/approach – This qualitative study comprises a series of in-depth interviews with key informants from large-scale fashion retailers and manufacturers in the UK. Findings – The major findings of this research demonstrate that COO is considered a strategic business imperative but manifests in a variety of ways depending on brand positioning, long-term strategic plans, expertise, and brand values, etc. Research limitations/implications – This study contributes to the body of knowledge about the importance of COO. The findings of this research will have practical implications for manufacturers and retailers, informing the debate on the value of the “Made in […]” epithet. Findings are limited to the UK fashion clothing industry. Originality/value – This research presents a new perspective on the COO construct, addressing it from a management rather than consumer perspective. It argues that COO can be considered as a strategic dimension, which is manifested in a variety of ways. COO has been extensively researched from a consumer point of view but this research takes a new approach by presenting findings from a managerial point of view, with fashion manufacturing and retail branding as the context.

Abstract The marked increase in the use of metrics, such as journal lists, to assess research has had a profound effect on academics’ working lives. While some view the diffusion of rankings as beneficial, others consider their diffusion as a malicious development, which further acerbates a tendency towards managerialism in academia, and undermine the integrity and diversity of academic research. Using data from a large-scale survey and a re-grading of journals in a ranking used by Business and Management UK scholars—the Academic Journal Guide—as a pseudo-experiment, we examine what determines negative and positive perceptions of rankings. We find that the individuals who published in outlets that were upgraded were less hostile to the ranking than those who did not benefit from these changes, and that individuals were also less hostile to the ranking if outlets in their field had benefited from re-grading in the new list. We also find that the individuals who published in outlets that were upgraded were more positive to the ranking than those who did not benefit from these changes, and that individuals were also more positive to the ranking if outlets in their field had benefited from re-grading in the new list.

The origin of equity/equality, diversity, and inclusion (EDI) initiatives at universities are rooted in the 2005 Athena SWAN (Scientific Women’s Academic Network) charter from Advance HE in the UK, which has the purpose of initiating actions that generate gender equality in UK universities. Since then, Advance HE also set up a “race charter” to deal with equality issues that are experienced by ethnic staff and students within higher education. Today “equality, diversity and inclusion” and “equity, diversity and inclusion” (from now on both called EDI) are used as phrases by universities in many countries to highlight ongoing efforts to rectify the problems that are linked to EDI of students, non-academic staff, and academic staff, whereby the focus broadened from gender to include other underrepresented groups, including disabled students, disabled non-academic staff, and disabled academic staff. How EDI efforts are operationalized impacts the success and utility of EDI efforts for disabled students, non-academic staff, and academic staff, and impacts the social situation of disabled people in general. As such, we analysed in a first step using a scoping review approach, how disabled students, non-academic staff, and academic staff are engaged with in the EDI focused academic literature. Little engagement (16 sources, some only abstracts, some abstracts, and full text) with disabled students, non-academic staff, and academic staff was found. This bodes ill for the utility of existing EDI efforts for disabled students, non-academic staff, and academic staff, but also suggests an opening for many fields to critically analyse EDI efforts in relation to disabled students, non-academic staff, and academic staff, the intersectionality of disabled people with other EDI groups and the impact of the EDI efforts on the social situation of disabled people beyond educational settings. The problematic findings are discussed through the lens of ability studies and EDI premises, as evident in EDI policy documents, EDI academic, and non-academic literature covering non-disability groups, and policy documents, such as the 2017 “UNESCO Recommendation on Science and Scientific Researchers” and the 1999 “UNESCO World Conference on Sciences” recommendations that engage with the situation of researchers and research in universities.
