AbstractIn the current era of globalization, competition between countries is getting stronger and is determined by the quality of their human resources. One of the benchmarks is the Human Development and Literacy Index. The better the HDI number, the better the quality of the country's human resources, thus also literacy rate. However, the country of Indonesia, which is so vast and consists of thousands of islands, leaves a serious problem, namely the high inequality of HDI figures and the low numbers literacy of the people.This paper offers a discussion and a solution for increasing the development of Human Resources and Literacy with equilibrium theory in microeconomics, to overcome inequality which is currently a serious problem. This is of course in accordance with the constitutional mandate of "Social Justice for All Indonesian People" as a reference paper based on authoritative literature with social, economic and educational analysis.Key word : Human Development Index, Literacy, Equlibrium Theory

Human development is one of the indicators of the success of economic growth. The good quality of human resources goes hand in hand with economic growth, this is because resources as part of the factor of production are the most valuable assets in the economic activities of a country. This study aims to determine and analyze the causality of economic growth towards the quality of human resources. The method used in this study was using the Granger Causality method. Granger Causality Approach is used to measure the strength of the relationship between two or more variables, or it can also be used as a tool to see the direction of the relationship between independent variables and the dependent variable. The variable Human Development Index (HDI) as the dependent variable and per capita income variable as the independent variable. From this study it was concluded that the granger causality test on the proposed research model states that there is no causality relationship between two independent variables and the dependent variable, but significantly the Indonesian economic growth variable has a one-way relationship with the human development index (HDI).Human development is one of the indicators of the success of economic growth. The country of Indonesia, which has abundant natural resources, with diverse tribes, races, religions, cultures, customs and thousands of islands that we often hear, the term jambrud equator is one of the many words that praise the richness of the archipelago. If you look at the data from the Central Statistics Agency (BPS) in 2018 about the human development index in Indonesia, the trend has experienced a good increase in 2018 at 71.39%, with a trend in a period of almost a decade. from 2010-2018 experienced an average national growth of 0.88%, the highest position was occupied by DKI Jakarta Province with the human development index figure at 80.47% with 0.51% growth from 2017-2018 and the lowest was occupied by the Papua Province with 60, 64% position with 1.64% growth from 2017-2018. This research uses a conceptual approach. The conclusion in this study is that social justice in Indonesia which has a Pancasila ideology foundation provides a comprehensive concept of justice space, covering all sectors of national and state life that must be carried out by all citizens of the nation. In order to create comprehensive justice, the State must attend and have a scale of development priorities so that eastern Indonesia can have a quality of life that is equivalent to the population of Indonesia in the west.social justice

Development of food security has a strategic meaning in development in an area through its human resources, in accordance with Constitution number 18 of 2012 concerning food, that the provincial, district / city and / or village governments determine the type and amount of certain food reserves according to the consumption needs of the local community. The Human Development Index (HDI) also states that three factors determine the Human Development Index, namely education, health, and economy, so the quality of human resources is very influential and has an important role in developing and managing food so that a synergistic relationship between various aspects of the food security development in a region is needed.   In this study, improving the quality of human resources in the city of Semarang in terms of the Anthropological Study of Law on food security, the method used through a normative juridical approach that is the law conceptualized as a normative symptom in legislation with the legal anthropological approach, the population in this study is the Department of Agriculture Semarang City with samples of food products in improving the quality of its human resources   The results of this study comes through the Empirical Legal Anthropology approach, the support of strong and effective food institutions can spur growth, development and improvement of food, the nutritional status improvement of the community is very influential in improving the quality of human resources in increasing intelligence and the performance of human resources in determining future growth as one of strengthening local food security in the city of Semarang. With the availability of high quality human resources characterized by a strong physical, strong mental, excellent health and mastering science and technology can support the development of the city of Semarang.

This study aims to look at and determine how much influence Number of Qualified Persons , Budget Development, Real Gross Domestic Product and Shopping Structural Transformation of the Human Development Index in Mandailing Natal Regency . Used in measuring and analyzing time series data       ( time series ) in the form of quarters in the period 2003 : Q1 - 2012 : Q4 . Data analysis using OLS ( Ordinary Least Square ) which is multiple regression . The results showed RHQ variable positive and significant effect on the HDI Mandailing Natal district , ABP variablespositive and significant effect on the HDI Mandailing Natal Regency ,any one significant negative effect on the HDI in Mandailing Natal Regency is Shopping Structural Transformation , while variable GRDPCP positive and significant impact on HDI of Mandailing Natal Regency. in α = 5%. The result of the regression model of HDI policy is R-squered=0,8967 whereas the presence of the model is R-squered BTS= 0,8907 in Mandailing Natal Regency, after the classic test. This means that in thebase stations are very well organized affect HDI, whereas if done deviation will adversely affect the HDI.

Though today’s technology, opportunities to enhance the capabilities and qualityare wide open. Dounjinshi free software movement and culture are examples of cases used in this paper to explain how to improve the quality of human resources through knowledge sharing culture.

The purpose of this study is to determine how big the influence of the indicators of factors that affect the Human Development Index. In addition, to determine the relationship of indicators of factors that affect the Human Development Index, to determine the development of human development of variables. That way can provide a standard against a State in improving the quality of human resources. Using the SPSS application method, this paper found that the variables that significantly influence the indicators of factors affecting the Human Development Index are life expectancy index, education index and income index. The estimation result using Correlasion Pearson shows that 14.788% is the variation of each observation is the same.   Keywords : Human Development Index, Life Expectancy Index, Education Index, Revenue Index.

Dengan terjaminnya kedua hal tersebut  maka akan diharapkan akan meningkatkan indeks pembangunan manusia yang dimiliki dan nantinya berkontribusi pada pertumbuhan ekonomi.Penelitian ini menggunakan analisis jalur dimana dihitung pengaruh secara langsung baik secara sendiri-sendiri maupun secara bersama-sama pengaruh anggaran pendidikan dan anggaran kesehatan terhadap indeks pembangunan manusia, selain itu juga dihitung pengaruh langsung maupun tidak langsung terhadap pertumbuhan ekonomi kota Bitung dimana didapatkan hasil yang saling berkaitan dan positif antara masing-masing variable yang diteliti. Kata kunci : Anggaran Pendidikan, anggaran Kesehatan,IPM, Pertumbuhan Ekonomi  ABSTRACT The education budget and the health budget is one of the important components for the operation of human development in the region, due to the guarantee of the quality of human resources that exist and their ability to maintain its human resources. With the assurance of this it will be expected to improve its human development index and will contribute to economic growth.This study using path analysis which is calculated directly influence either individually or collectively influence the education budget and health budgets towards human development index, but it also calculated the effect of directly or indirectly to economic growth of the city of Bitung in which the obtained results are mutually related and positive between each of the variables studied. Keywords: Budget Education, Health budget, HDI, Economic Growth

The Investments in human capital are the same with improving the quality of human development. The success of national development can be seen from the health aspect in the form of measurement indicator of the Human Development Index. This research analyzes the effect of health complaints, unemployment, poverty and government expenditure on the Human Development Index in East Java Province 2015-2018. This research method uses multiple linear regression with a panel data approach. The results showed that health complaints, unemployment and poverty have a negative and significant effect on the Human Development Index in East Java Province. Meanwhile, government expenditure has a positive and significant effect on the Human Development Index in East Java Province. These findings imply 1) the necessity to improve health infrastructure and government expenditure especially in the health sector, 2) the necessity to increase employment opportunities for reducing poverty and unemployment.
