Improving the quality of public services is an important concern for the government, this is evidenced by the enactment of Law Number 25 of 2009 concerning Public Services. Services maintenance of a birth certificate is an administrative services provided by the government to its citizens. However, the reality in the field of birth certificate management services at the Population and Civil Registration Service Office is not yet in accordance with the expectations of the community in getting public services, this can be explained in birth certificate services that often occur delays, so applicants have to wait two to three days. This study aims to identify and explain services processing of birth certificates at the Office of Population and Civil Registration . This type of research is descriptive research with a qualitative approach. Determination of informants using purposive and incendental sampling. Data analysis uses data collection, data reduction, data display, and conclusion drawing / verifying. The results of the study based on community satisfaction survey showed that service quality management of a birth certificate get a good category .

AbstrakTujuan penelitian ini adalah untuk mengoptimalkan pelayanan publik dalam pembuatanakta kelahiran. Untuk mengoptimalkan pelayanan pembuatan akte kelahiran,dibutuhkan konsep yang komprehenship dalam pelaksanaannya sehingga berimplikasisecara positif. Kebijakan pemimpin mempunyai dampak yang besar terhadapperubahan menjadi lebih baik untuk memaksimalkan dan mengoptimalkan kinerjapelayanan publik dalam pembuatan akte kelahiran. Pelayanan publik yang optimal,tentunya mempunyai indikasi pelayanan yang berkualitas dan prima. Pencapaian goodgovernance tidak lepas dari peran strategis aparatur yang berkualitas, professional danakuntabel dalam kinerja pelayanan publik. Aparatur pelayanan publik menjadi titiksentral dalam optimalisasi kinerja pelayanan publik. Metode penelitian ini dilakukandengan survey kepada obyek penelitian, kemudian dilakukan wawancara secaramendalam kepada penyedia pelayanan dan pengguna pelayanan. Disamping itu, datadokumentasi juga disiapkan sebagai data pendukung. Selanjutnya dilakukan analisisterhadap pelayanan pembuatan akta kelahiran berdasarkan hasil survey, keteranganketeranganpihak yang diwawancara serta dukungan data dokumen yang telah dipilahdan dipilih untuk melengkapi keakuratan data penelitian. Hasil penelitian menunjukkanbahwa pelayanan pembuatan akte kelahiran yang dilakukan di Dinas Kependudukandan Catatan Sipil Kabupaten sudah dilakukan secara berkesinambungan.Kata kunci: optimalisasi, kebijakan publik, pelayanan publik, akte kelahiranAbstractThe purpose of this study is to optimize the public service in the birth certificate. Tooptimize the service birth certificates, needed komprehenship concept in itsimplementation so that the implications are positive. Policy leaders have a majorimpact on the change for the better in order to maximize and optimize the performanceof public services in the manufacture of a birth certificate. Public services are optimal,of course, have an indication of quality service and excellence. Achievement of goodgovernance can not be separated from the strategic role of qualified personnel,professional and accountable in the performance of public services. Apparatus publicservices become a central point in optimizing the performance of public services. Thisresearch method survey conducted by the research object, and then conducted detailedinterviews to service providers and service users. In addition, the data also prepareddocumentation as supporting data. Furthermore, analyzing the birth certificate ofservice based on the survey results, informations the interviewee as well as support fordocument data that has been sorted and selected to complement the accuracy ofresearch data. The results showed that birth certificates services performed in theDepartment of Population and Civil Registration District has been done on an ongoingbasis.Keywords: optimization, public policy, public services, birth certificates

Public service is a service provided by the government as the state administrator of the community to meet the needs of the community itself and has a purpose to improve the welfare of the community. The forms of service that are in the neighborhood of Citizenship 05 include basic administrative services,for example:services for making Family Cards, Birth Certificates, Death Letters, KTPs, Not Available Certificate (SKTM) and many others. The problem faced by the pillars of 05 is the administration and bureaucracy that have not been computerized, causing public services to be long. In addition, there are still many public service irregularities in the Rukun Warga 05, especially in the deviation from giving an insufficient certificate. Previous research on poor SKTM recipients in Jambi City was one of the bases of this research. The design of the public service information system in the RW 05 area was designed using several modules, namely the citizen reporting module, RW work program evaluation module, RT work program distribution module, citizen administration module, evaluation of SKTM giving, socialization module and citizen information. The implementation of this public service uses a prototype method and uses PIECES analysis with the application of naive bayes for selection of inadequate certificates so that public services and the provision of SKTM can be done effectively, efficiently and on target.

The government is expected to develop a public service paradigm from a centralized service to a service that focuses more on community satisfaction-oriented management. Moreover, the village apparatus (gampong in Acehnese language) as part of the state apparatus has a direct relationship so that they should better understand the living conditions of the people who are within the scope of their administration. In this case, the author takes a case study of the Gampong Empee Trieng Government, where the author performed community service tasks. To meet the demands of excellent administrative services, Gampong government officials are required to provide good services, especially in providing professional services, having work systems and service procedures that are transparent, integrated, responsive, and adaptive to any changes. This study uses a descriptive approach with qualitative research that will provide an overview of how the performance of the Gampong Empee Trieng government in improving the quality of public services for its people. The three principles of government administration that focus on public services will be used as indicators to measure the quality of public services in Gampong Empee Trieng, Darul Kamal District, Aceh Besar District.

Problem setting. One of the most common administrative services in Ukraine is the registration of civil status acts, including registration of births and deaths, marriages and divorces, name change of an individual, etc. The focus on the introduction of the service model of the state, which is gradually being implemented in Ukraine, has significantly affected the system of providing administrative services in the field of registration of civil status acts. However, according to numerous surveys, the depth and pace of relevant changes do not fully meet the expectations of the citizens.  Of particular importance for the transition to a new model of administrative services in the field of civil registration is the experience of post-Soviet countries, in particular Georgia, which has a similar heritage to Ukraine and accordingly, in the development process, had to solve similar problems. While studying the experience of Georgia, it is also necessary to avoid certain negative aspects that Ukraine may face in the process of reforming this area. Recent research and publications analysis. A large number of studies by specialists in public administration, law, political science, namely: O. Bukhanevich, Y. Danshina, O. Karpenko, I. Koliushko, A. Lipentsev, V. Soroko, V. Tymoschuk, V. Telitska, N. Vasilieva, O. Turkova, is devoted to the problem of organization  of administrative services in other countries At the same time, the study of foreign experience in providing administrative services in the field of registration of civil status is insufficiently studied in domestic management science, although scientific interest in these problems is quite high. Highlighting previously unsettled parts of the general problem. In order to improve the quality of administrative services in the field of DRACS, it is advisable to study the experience of Georgia in creating an effective system of administrative services in the field of civil registration and develop general recommendations for implementing this experience in Ukrainian public administration. Paper main body.The reform of the system of providing administrative services in Ukraine, including the field of registration of civil status acts, is largely based on the experience of Georgia. Among the many reforms and innovative projects successfully implemented by the Ministry of Justice of Georgia, the House of Justice has a special place. It is a transparent, open, continuous modern structure that offers citizens fast, simplified and subject-oriented services. There are more than 300 services combined, 400 operators work at the same time, the maximum capacity of the service center is 15,000 people a day. The main principle of the House of Justice is that everything is in one place,  all structural subdivisions that provide services to consumers are located under one roof. The reform of the civil registry began in 2004, when the Passport Office, the Citizens’ Registration Office, and the Civil Registry Office were merged under the auspices of the Georgian Ministry of Justice. In 2006, a new semi-autonomous Civil Registry Agency was established. A feature of the system of registration of civil status in Georgia is the granting of some powers to notaries. The notary has the right to register marriage and divorce and to issue certificates of civil registration. The structure and organization of the providing of services in the field of registration of civil status creates a “front office” (customer service area) and a “back office” (area for employees of supermarkets).  In addition, AGR began to offer new types of services. The agency initiated the improvement of services in the Wedding Houses. It upgraded infrastructure and built new wedding houses in district centers. Various services were provided for the marriage ceremony, such as live music, photographs at the request of citizens, and so on. The divorce procedure in Georgia is also much simpler. In the absence of disputes, it is envisaged to issue a divorce certificate on the 6th day after filing for divorce, not a month later as in Ukraine. Public service reform in Georgia has been neither easy nor simple process. The development led to the opening of Public Service Centers, known as the House of Justice, at the regional level and Community Centers at the community level. Conclusions of the research and prospects for further studies.The analysis of the Georgian experience in the providing of administrative services allows us to conclude that the provision of state services in Georgia and Ukraine differ in content and purpose of their operation. As a rule, the system of providing public services is aimed at properly ensuring the level of social guarantees in society. In world practice, there is openness and transparency between the state and citizens in the provision of public services, and in Ukraine, we do not see the effective interaction between consumers and service providers yet. In addition, it was found that the world practice, on the example of Georgia, is usually focused on the quality of administrative services in the shortest possible time and at the lowest cost, while in Ukraine the filling of the state budget remains a priority. Thus, the experience of Georgia is quite useful for Ukraine in the process of choosing the optimal form of organization of administrative services in the field of registration of civil status.

The recording service for electronic resident identification cards is an administrative service provided by the government to its citizens. However, the reality in the field of electronic ID card recording service at Kanor District Office is not in accordance with the expectations of the community in obtaining public services, this can be explained from the lack of service speed, courtesy and friendliness of service personnel, implementing competence, and facilities and infrastructure in the service room. This study aims to find out and explain the service of recording electronic identity cards in the Kanor sub-district office (study of the quality of public service). The approach mix method in which qualitative data generalised through whislt quantitative data. Determination of informants using purposive snowball sampling. Data analysis uses data collection, data reduction, data display, and conclusion drawing / verifying. The results showed that the service quality of electronic resident card recording at the District Office of Kanor was from the aspect of infrastructure and facilities, implementing competence and good implementation behavior, but from the aspect of slow service time (not good).

Ownership residence documents are very important to all communities as proof of recognition by the state. The residence documents such as birth certificate is one of the rights of children that must be met by the government as a form of legal protection or recognition of citizenship. Based on the results of research shows that fulfilling the children's right to document a birth certificate in cabs Nunukan to do the service, the act of the scope of the public directly entered by local governments through measures in the form of direct services birth certificate in the office The Department of Population and Civil Registration, generally carried out (deed scope), held a collection directly children who have no birth certificates with the help of local authorities under the district, village, neighborhood / village up to the neighborhood and have signed a cooperation agreement (MOU ) to establish with competent authorities such as the Ministry of Education and Culture of Nunukan, Nunukan Nunukan hospitals and IBI Branch since 2016 as an attempt to optimize the fulfillment of the child's rights to legal documents such as birth certificate that all benefits are free. The results of this study are expected to contribute to training in specific areas of law and human rights as well as to refer both central and local governments into making future policy, especially in the area of population administration.

Population Data is individual data or aggregate data that is structured as a result of Population Registration and Civil Registration activities. Birth Certificate is a Civil Registration Deed as a result of recording the birth event of a baby whose birth is reported to be registered on the Family Card and given a Population Identification Number (NIK) as a basis for obtaining other community services. From the total number of integrated birth certificate reporting for the 2018 Population Administration Information System (SIAK) totaling 570,637 there were 503,946 reported late and only 66,691 were reported publicly. Clustering is a method used to classify data that is similar to others in one group or similar data to other groups. K-Nearest Neighbor is a method for classifying objects based on learning data that is the closest distance to the test data. k-means is a method used to divide a number of objects into groups based on existing categories by looking at the midpoint. In data mining preprocesses, data is cleaned by filling in the blank data with the most dominating data, and selecting attributes using the information gain method. Based on the k-nearest neighbor method to predict delays in reporting and the k-means method to classify priority areas of service with 10,000 birth certificate data on birth certificates in 2019 that have good enough performance to produce predictions with an accuracy of 74.00% and with K = 2 on k-means produces a index davies bouldin of 1,179.

The use of internet technology in the government environment is known as electronic government or e-government. In simple terms, e-government or digital government is an activity carried out by the government by using information technology support in providing services to the community. In line with the spirit of bureaucratic reform in Indonesia, e-government has a role in improving the quality of public services and helping the process of delivering information more effectively to the public. Over time, the application of e-Government has turned out to have mixed results. In developed countries, the application of e-Government systems in the scope of government has produced various benefits ranging from the efficiency of administrative processes and various innovations in the field of public services. But on the contrary in the case of developing countries including Indonesia, the results are more alarming where many government institutions face obstacles and even fail to achieve significant improvements in the quality of public services despite having adequate information and communication technology. The paradigm of bureaucrats who wrongly considers that the success of e-Government is mainly determined by technology. Even though there are many factors outside of technology that are more dominant as causes of failure such as organizational management, ethics and work culture. This study aims to develop a model of success in the application of e-Government from several best practice models in the field of information technology that have been widely used so far using literature studies as research methods. The results of the study show that the conceptual model of the success of the implementation of e-Government developed consists of 17 determinants of success..Keywords: Model, Factor, Success, System, e-Government

Under the background of government purchasing public services (GPPS), the development of NGOs faces new opportunities and challenges. To promote the development of NGOs and optimize the quality of public services. This paper analyzes the internal problems of NGOs undertaking GPPS, such as structural mismatch, low employee autonomy, high mobility and lack of professionalism, and government departments in the GPPS management loopholes, unclear regulatory responsibilities, inadequate supervision and other external factors. With the help of 7S model, this paper puts forward that the government provides a good cooperation environment for NGOs to undertake public service projects by changing management mode, strengthening system construction and training employees. NGOs define their own positioning by formulating strategic planning, matching the demand structure of public services, improving working methods, and updating service concepts. The government and NGOs work together to achieve the win-win goal of optimizing public service quality and promoting the development of NGOs.

The low quality of public services in Indonesia has long been a problem that people have always complained about. This is characterized by the complex and expensive price of services, as well as the difficulty of gaining access to public services. The need and demands for quality public services become the hope of the community is urgent to be met by the government. This is in line with the current globalization trend which is characterized by the rapid advancement of science and technology so that the world becomes limitless. Nowadays, people easily get access to information both through print and electronic media, so that people are more aware and aware of their rights in obtaining services. Bureaucratic leaders at various levels, must have the same understanding and awareness to realize shared vision through accuracy and ability to make changes, and continue to develop innovation and creativity and involve all components of bureaucracy in developing bureaucratic capacity to be able to improve the performance of public services. That to provide the best service to the community, it must meet the principles of public service implementation in accordance with the basic principles that become the basis of reference in organizing, reference work, and work assessment for each public service organizing institution
