Nigeria has been affected by urban fire incidences especially the markets inferno which has an enormous cost to the businesses. The incidence seems to be yearly occurrences especially Engr. A.A. Kure UltraModern Market fire outbreak which began in 2014 and repeatedly continues every year which disrupts the market activities and causes environmental hazard such as pollution. The incidence occurrence is likely perceived to be connected to the lack of following due building process or fire safety regulation procedures during the market construction. In recognizing that some certain responses needed to prevent or curtail the reoccurrences of fire incidences, the study evaluates Engr. Abdulkadir Abdullahi Kure Ultra-Modern Market fire safety by considering mitigation or prevention regulations. Based on the 2019 updated England Building Regulations, the study assessed the Engr. Abdulkadir Abdullahi Kure Ultra-Modern Market fire safety using observable and measurable criteria such as means of warning and fire protection devices, internal and external fire spreading, fireresisting doors and fire service facilities and layout accessibility. The study revealed the drawback in legislating the fire safety regulations in the country. The regulatory bodies responsible for construction control and regulations should ensure the compliances with fire safety regulation to prevent further loss of resources and human lives in the country. The study, however, recommended that construction regulations agencies in the country need to use some set of safety indicators, as shown in the study, to evaluate the fire safety of any construction work.

There is a trend in Europe towards increasing the quality and performance of regulations. At the same time, regulatory failure has been observed in the area of building fire safety regulation in England and elsewhere. As a result, an analysis of the appropriateness of fire safety regulations in Spain is warranted, with the objective being to assess whether a suitable level of fire safety is currently being delivered. Three basic elements must be considered in such analysis: the legal and regulatory framework, the level of fire risk/safety of buildings that is expected and the level which actually results, and a suitable method of analysis. The focus of this paper is creating a legal and regulatory framework, in particular with respect to fire safety in buildings. Components of an ”ideal” building regulatory framework to adequately control fire risk are presented, the existing building regulatory framework is summarized, and an analysis of the gaps between the ideal and the existing systems is presented. It is concluded that the gaps between the ideal and the existing framework are significant, and that the current fire safety regulations are not appropriate for assuring delivery of the intended level of fire risk mitigation.

The secret correspondence of the Ventspils District Committee of the Latvian Communist (Bol-shevik) Party (LC(b)P) with the Prosecutor’s Office, the Interior and the State Security Institutions dur-ing the last years of the district’s existence, from 1945 to 1949, shows how the Communist Party man-aged and controlled life in the region. The research is based on the scope of documents dedicated to Ventspils District Committee of the LC(b)P. The secret correspondence covers the following issues: collection of compromising materials on the nominees; abuse of authority performed by officials and military personnel; events organized by the Ministry of the Interior and the Ministry of State Security in Ventspils District on election days of the Supreme Council, local councils and the People's Court; sending the best communists to work in the sys-tem of the Ministry of the State Security and the Ministry of the Interior, as decided by the Central Committee Bureau of LC(b)P; the staff conflicts within the Interior and State Security Institutions; defi-ciencies in the work of people's courts; non-compliance with the fire safety regulations, etc.

Abstract This paper presents modern application of fire safety engineering (FSE) in the shaping of civil engineering development. Presented scientific achievements of FSE become tools used in typical modern engineering workflow. Experience gained through successful implementations of these solutions is then further crafted into prescriptive laws that shape future fire safety. This diffusion of knowledge is limited by law requirements themselves, technical limitations, and yet unresolved challenges that are still being worked on by the researchers in this field. This paper aims to present the achievements of the FSE discipline that may and should be used by civil engineers and other participants of the building process. Explanations given for the choices of fire safety engineers allow a better understanding of their gravity by representatives of other engineering branches. That way it is possible to build empathy between different engineering disciplines, which may significantly improve both the building design process and safety of the buildings itself. The chosen framework of this paper is Appendix A to EU Construction Products Regulation defining basic goals for a fire safe building, with a possible application of FSE given for each of these goals. The current framework of performance-based FSE is presented in relation to the Polish legal system, with recommendations on how to improve both FSE and civil engineering in the future.

The emergence of ridesharing has spread against the background of the sharing economy. There have been a lot of controversies since the emergence of ridesharing, particularly regarding regulatory issues. The safety regulation of the ridesharing industry involves many parties, including governments, platform companies, and society at large. Currently, because of the influence of information asymmetry, it increases the uncertainty of governments’ regulation effect and the difficulty of making regulation measures. Meanwhile, social media, one of the most important forces of social regulation, has not paid enough attention to playing an appropriate role in the safety regulation of the ridesharing industry. Therefore, this study constructs an evolutionary game model between governments and platform companies that concerns the safety regulations of ridesharing passengers under social media participation. The influence path of social media is explored by model solution and numerical simulation. Our results indicate that social media participation has a positive impact on this safety regulation. Specifically, social media participation could reduce governments’ regulatory costs and encourage it to strictly regulate. The exposure of social media could bring losses to platform companies involved and promote platform companies’ investments in improving passengers’ safety. This study provides a decision basis for governments to introduce social media in the safety regulation of the ridesharing industry.
