Widyaiswara plays an important role and determines the effectiveness of the implementation of education and training programs, so this study aims to determine the assessment of training participants on the performance of Widyaiswara in implementing learning management competencies and the constraints found during the education process in the substantive technical training in the preparation of teaching materials for Ibtidaiyah madrasah teachers. In the Ministry of Religion of the Banjar City in 2018. Researchers used a descriptive study with a qualitative approach. Data collection techniques in this study were observation sheets, researchers' notes during the learning process and unstructured interviews. Researchers used integrative qualitative data analysis techniques between interactive models and propositions through three stages of analysis, namely data reduction, display, and conclussion/verification and carried out with a basing strategy on theoretical propositions or concept propositions of academic evaluation and widyaiswara competence in the learning process of education and training. This proposition is then used as a theoretical orientation that guides the analysis of this study. The results showed that the training participants' evaluation of the widyaiswara aspects of management of educational material = 85.6, the interaction of widyaiswara with the training participants = 85.1 was GOOD, the organization of learning = 86.7, classroom management = 89.1 and the utilization of education and training facilities = 86.1 was VERY GOOD. The average acquisition of all evaluation indicators of widyaiswara's competence in learning management has fulfilled the predicate of Very Good with a score of 86.52. The assessment of widyaiswara cannot be separated from the constraints found during the learning process, namely (1) The hours of theory and practice learning are not yet proportional, (2) Products or results of training activities, (3) Limitations of the internet network, (4) Limitations of infrastructure and the location of the training, and (5) The limited time provided in the Follow-up Action activities. Purpose: This research aimed to describe the Competence of Lecturers in Managing Learning at the Social Welfare Education and Training Center of the Ministry of Social Affairs. Research methodology: This research was a descriptive research method with a qualitative approach. Data sources were determined by snowball sampling, where the data analysis procedure used was an interactive model from Miles & Huberman. Results: The Social Welfare Training and Education Center of the Ministry of Social Affairs has implemented learning management competencies as abilities that Widyaiswara must have in planning, compiling, implementing, and evaluating learning concerning Widyaiswara Competency Standards. Limitations: This study has two limitations; 1) It only researched one Widyaiswara competence, namely learning management and not using the substance, personality, and social competencies; 2) Informants only come from the Ministry of Social Welfare Education and Training Center and have not included informants from the Social Welfare Education and Training Center in each region. The author reviews the peculiarities of digitalized learning process organisation in the hardware and software environment of learning management systems in the context of vocational education and training. The author notes the complexity of the transition to the Industry 4.0 and mentions the risks connected with the named process in the vocational education and training. In such conditions it is important to develop effective models of public and private partnership, to decentralize administration and financing and, above all, to assure the vocational education and training quality.At the same time the learning process taking place in such an environment becomes digitalized, which, on the one hand, gives it additional advantages (easy access to training data regardless of time and place, individualisation of students’ learning paths, broad multimedia resources, etc.) and, on the other hand, requires solving complex tasks in distance courses designing. The author focuses on the methodology of distance courses designing, so it is very important for vocational education and training institution to ensure the realisation of the following five main components: regulatory, financial, technical, personnel, teaching and methodological support. It is emphasised that distance course designing becomes the most important aspect of implementing the modern digitalized learning process. The structure of creative group in distance courses designing is grounded, which comprises: a specialist in the relevant vocational sphere, specialist in distance learning, technical specialist (system administrator or distance courses programmer) and digital content designer.

During the last years, the development of the project risk management competencies became a ubiquitous objective for education and training in project management due to the increasing constraints which companies face on the implementation of their projects. Alignment to the professional standards and usage of innovative methods in designing and delivery of instruction represent common requirements that education and training providers should consider and fulfill. The authors examine the main challenges in addressing project risk management subject in the education programmes and identify how these challenges could be dealt by using curriculum management systems. In order to implement the identified improvements, the authors propose an innovative architecture for a curriculum management system, which can be adopted by those universities interested in developing competencies-based programmes in project management. Some preliminary results are presented and discussed.

This paper begins with a discussion and analysis of the relevance of work-based learning to contemporary education and training needs. It then briefly outlines changes in attitudes and approaches to higher education and training in the UK over the past few decades and highlights the new ‘learning partnership model’ (LPM) as one that offers great potential for the effective development of a wide range of skills. In this context, the authors present a detailed analytical case study of a European-funded Adapt-University for Industry project that sought to identify training needs and to provide guidance and advice on work-based learning opportunities for a variety of Scottish small and medium-sized enterprises (SMEs). Using Training Needs Analysis, the authors assess the difficulties as well as the opportunities inherent in such projects. The findings illustrate the heterogeneity of the SMEs' training and guidance requirements and highlight the importance of addressing the tension that exists between the different expectations of employers and employees in relation to training needs and benefits.

Abstract: The creativity of learners in the learning process is mainly related to the management of education and training is needed and become the standard of competence that should be obtained. But at educational institutions most of the efforts to improve creativity is still not successful. During this effort to foster creativity of learners is based on efforts to motivate and consequently less than optimal. Through the method of assignment with the application of classroom action research and qualitative data analysis obtained the result that through the method of assignment to learners with the limits of assessment results then the creativity of learners in learning is increasing.
