Background. People with disabilities tend to have greater oral health problems compared to those without disabilities. This may be due to barriers they come across in accessing dental services. Objectives. The objective of this systematic review was to provide a critical digest of the scientific literature concerning barriers and facilitators of access to oral health services for people with disabilities. Methods. The electronic databases PubMed, Scopus, Web of Science, Latin American and Caribbean Health Sciences Literature (LILACS), and Brazilian Library of Dentistry (BBO) were searched using keywords relevant to the subject. The search was not restricted to specific languages or years of publication; all relevant studies were translated and reviewed. Results. Sixteen studies including 14 articles, a doctoral thesis, and a monograph were selected, and their quality was analysed using the Downs and Black assessment tool. Barriers to dental services were divided into physical or nonphysical based on the dentist’s perspective, as per the perception of parents/guardians or by the persons with disabilities. The barriers that emerged included the dentist’s lack of preparation to assist people with disabilities, structural problems of access to dental offices, communication difficulties, and lack of awareness regarding the need for dental treatment for the disabled person. Conclusion. It is concluded that people with disabilities continue to run into complex physical, behavioural, or multidimensional barriers in accessing dental services. Improved training of dentists for the care of this population is hereby emphasized. The legal framework enabling access to dental care for people with disabilities must also be respected in each country.

Abstract: Inclusion and Exclusion of People with Disability. Application Options in Terms of the Theory of Social Closure One aim of the Convention of the United Nations on the Rights of Persons with Disabilities is guaranteeing inclusion of people with disabilities. Nevertheless exclusion still impedes participation of persons with disabilities in social life. This article deals with the theory of social closure to enrich research of inclusion of disabled persons. Therefore, we discuss the Weberian conception and Anglo-Saxon amplifications of the theory. After that, we focus on the emergence and variability of exclusion, options of state intervention, and application options and limits of the theory concerning inclusion of persons with disabilities.

This article focuses on the means through which emerging nations' social safety nets reach the poor with impairments. A framework is presented for evaluating the integration of people with disabilities (PWDs) in social safety nets (SNNs). The article begins by reviewing the data on the relationship between disability and poverty, followed by a discussion of the possible roles that safety nets may play in the context of disability. Disability-specific safety nets may be provided to people with disabilities via both inclusive mainstream programs and disability-specific programs. The main objective of the study is to check the effects of social safety nets on the lives of persons with disabilities. For the purpose of information gathering, 500 disabled persons were selected randomly from the list provided by the Benazir Income Support Program (BISP), Pakistan. Data was collected with the help of a well-structured interview schedule, and collected data were processed through a statistical package for social sciences. Findings illustrate that social safety nets are helpful for the persons with disability and bring them mainstream society by eliminating poverty.

Worldwide, December 3 is the International Day of Persons with Disabilities. Back in 1982, a 10-year Action Program for Persons with Disabilities, called the «Decade of Disabled Persons», was adopted, and at its end in 1992, the General Assembly proclaimed December 3 the International Day of Persons with Disabilities. The task of this day was to promote the rights of persons with disabilities in all spheres of public life, as well as to draw the attention of the general public to the problems of disabled people. Every year there are more and more people with disabilities, for instance, in the Russian Federation alone, the total number of disabled people is 9 % of the population. Some people resign themselves to their fate and close themselves within the walls of their home, while others continue to lead an active life, unwilling to change anything in their usual way in connection with their new status. Such strong-minded people master new professions, acquire previously unknown skills, and try to expand their horizons in various available ways. What is more, some unique personalities in a desire to prove to others, and first of all to themselves, that disability is not destiny even take part in sports competitions organized specifically for people with disabilities. While participation in the Olympics, and even more so victory in it, is a matter of prestige and world recognition for any famous athlete, participation in the Paralympic Games for a disabled person primarily means the victory of the spirit over the body, victory over their own helplessness and weakness, recognition of the fact of beauty and the value of life.

Voluntary associations of persons with disabilities have played an important role in bringing issues related to disability onto the national agenda in Italy in the absence of effective provision by the state or representation by other bodies, such as the political parties and trades unions. At the same time, the nature of Italy's welfare state – weak, clientelistic, particularistic – and its way of conceiving disability as a set of bodily deficits has also shaped the character of disabled persons' organisations in Italy and the ways in which they have framed their demands and policies. These organisations have tended either to represent fragmented subsets of people with disabilities or, more recently, to form large federations that, while they reflect a more comprehensive understanding of disability, have left some categories of people with disabilities feeling excluded or under-represented

Drawing on ethnographic research, Scripture, and theology, this article posits that Christian arguments for inclusion with people with disabilities often fail to undermine ideologies of normalcy lurking at the heart of redemption. By reading the healing of blind Bartimaeus (Mark 10:46–52) with the pitfalls of inclusion and current research in mind, I follow theologian Sharon V. Betcher in challenging readers to resist making disabled persons but “plot props” in able-bodied enlightenment, and let Jesus’ ministry direct us to Bartimaeus’ ministry in the text. I argue that in uplifting the faith and leadership of Bartimaeus, Jesus points to Bartimaeus as the protagonist, inviting us to perceive and receive the faithfulness and leadership of people with disabilities in their seeming disruptions and evident differences. In order to aid able-bodied people in apprehending the leadership of persons with disabilities, I draw on Rosemarie Garland-Thomson’s concept of disabled “misfitting,” a feminist materialist notion of disability that emphasizes the importance of context and materiality in disablement. Using the concept of misfitting to analyze ethnographic examples calls attention to the opportunities and possibilities created in disabled people’s leadership and challenges congregations to consider where their paradigms of leadership may still be oriented around ideologies of normalcy and practices of able-bodied inclusion. Indeed, congregations are invited to receive the work of the Spirit in persons with disabilities by entering into dignifying dialogue with new forms of ministry and leadership.

As Canada moves toward the passage of a federal statute assuring access and inclusion for disabled persons, inevitable comparisons arise between the statutory environments for people with disabilities in Canada and the USA.  In previous research, we have used daily time use as a macro indicator of the degree of integration of people with disabilities into the wider society. If statutory protection of disabled persons is effective, activity participation should be similar between persons with and without disabilities in jurisdictions that are favorable to full participation.  This paper provides the analysis of national survey data on time use in the United States and Canada for 2010.  It shows that the dissimilarity of time use by persons with and without disabilities is smaller for Canadians than for Americans.  This finding shows that disabled Canadians are more integrated into their wider society than disabled Americans.  Paid work is one activity where Canadians and Americans with and without disabilities are most dissimilar.  Regression analysis of time spent in paid work indicates that, with demographic and economic descriptors held constant, the American residency does not promote an advantage in paid work which is a key indicator of integration. This casts doubt on the effectiveness of statutory protections for persons with disabilities.

The subject of research was the concept of inclusive tourism and the legal framework that regulates the activity of this type of tourism. The analysis of the development of inclusive tourism in Ukraine and abroad has been carried out. The goal is to study the basic problems of inclusive tourism in Ukraine, the reasons for their occurrence and the prospects of the development of inclusive tourism have been studied. They include: low awareness of the Ukrainian business community about the economic attractiveness of disability services realization; insufficient development, and sometimes complete absence of specialized tourism infrastructure, lack of information resources that would provide detailed information on the opportunities for accessible tourism in Ukraine. The objective is to research the mechanisms of inclusive space creation and the best foreign practices on the creation of tourist routes for people with disabilities have been analyzed. Methods: Specialized sites that assist in the planning of hiking trails by people with disabilities have been explored. The experience of creating an inclusive environment in cities that won the annual European Access City Award (Lyon, Brady, and Warsaw) has been analyzed. Results: The necessary measures for the development of the inclusive tourism industry in modern conditions have been proposed. They are as follows: creation of accessible urban environment, special training for tourist operators and employees of tourist establishments that work and provide services to people with disabilities, adaptation of tourist agents’ sites for the people with sensory impairment, creation of a directory of accessible hotels, cafes and historical sights for people with disabilities, adaptation of excursion routes, tourist and historical monuments to the needs of people with disabilities. Conclusions: World experience shows that tourists with disabilities occupy an important segment of the tourism market. Tourism for people with disabilities is a necessary type of tourism in every country. This is one of the fastest growing types of tourism. The practice of introducing inclusive tourism abroad proves that, first of all, it is necessary to create a barrier-free environment, adapt excursion routes, tourist and historical monuments to the needs of persons with disabilities.
