Die Gesundheitsbetriebslehre als spezielle Betriebswirtschaftslehre des Gesundheitswesens entwickelt sich rasant. Das zeigt sich nicht nur in der zunehmenden Zahl betriebswirtschaftlich orientierter Studiengänge in Gesundheitsmanagement, Gesundheitsökonomie, Public Health Management etc., sondern auch in den Ausbildungsinhalten für das Personal von Gesundheitseinrichtungen. Zudem entstehen völlig neue betriebswirtschaftliche Gesundheitsfachberufe. Zahlreiche Beispiele zeigen, dass in Forschung, Ausbildung, Lehre und Berufstätigkeit mittlerweile ein breites Spektrum der wirtschaftlichen Theorie und Praxis von Gesundheitsbetrieben abgebildet wird. Jedoch steckt die Gesundheitsbetriebslehre immer noch in ihren Anfängen, und es ist nach vielen Jahren stark volkswirtschaftlich geprägter Gesundheitsökonomie noch jede Menge wissenschaftlicher Grundlagenarbeit zu leisten. For a long time health economy has been strongly influenced by macroeconomic theory and practice. But know health management has developed rapidly in recent years as a special business management theory. There exist now a broad spectrum of the economic theory and practice of health care companies in research, training and professional activity. However, these are still the first steps, and especially a lot of basic scientific work has to be done. the purpose of this activity is to meet the needs of teachers in improving teacher competence in the field of business management expertise of teachers in SMKN 1 and SMK Ketintang Surabaya. The reason for doing this classroom action research training (1) to make teachers sensitive and responsive to the dynamics of learning in its class. (2) Improving teachers' performance to become professionals (3) teachers improves the learning process through an in-depth assessment of what is happening in their classroom. (4) classroom action research does not interfere with a teacher's main task because the teacher does not need to leave the class. The results of these activities in the form of articles of scientific work of classroom action research used by teachers as material for improving the process and the results of student learning in the classroom. It is expected that through the classroom action research training and the accompaniment of the script writing of the classroom action research results. And ultimately teachers SMKN Surabaya and SMK Ketintang Surabaya Business Management can improve scientific publications and can increase functional allowance and teacher credit numbers in developing teacher careers.

The paper outlines system capabilities of Russia to join the scientific and technological leaders through changes in the staff policy in the science field, which was the purpose of the research.The subject of the research is institutional changes occurring in science and, particularly, staff training. The status of the Russian science is assessed in terms of changes in the basic rules and their adjustment with an emphasis on material and non-material incentives, staff rotation and training of young scientists. The paper proves that the frequency and content of institutional changes affect the quality of the scientific development and the training of scientific staff; moreover, copying the rules already in use reduces the competitive potential of science. From the scientific and practical standpoint, the research is novel in that it formulates proposals for establishing a labor compensation system and introduction of basic institutions (rules) to ensure the functioning of the scientific sphere and the efficiency of functions immanent to the latter. The paper proposes a “scientific product” doctrine that can be used for assessment of a scientist’s labor, according to which the scientist creates a product that is assessed not by the citation frequency or the number of published articles and books but by the importance of discoveries in theory and practice, the significance of new formulas and methods developed. It is suggested that the scientist’s labor compensation system be presented by two levels: the current salary and the estimated value of the total scientific product created. The problem of scientific work incentives can be solved by introducing a special tariffqualification grid tied to the system of the scientist’s promotion.

Computing the sparse fast Fourier transform (sFFT) has emerged as a critical topic for a long time because of its high efficiency and wide practicability. More than twenty different sFFT algorithms compute discrete Fourier transform (DFT) by their unique methods so far. In order to use them properly, the urgent topic of great concern is how to analyze and evaluate the performance of these algorithms in theory and practice. This paper mainly discusses the technology and performance of sFFT algorithms using the aliasing filter. In the first part, the paper introduces the three frameworks: the one-shot framework based on the compressed sensing (CS) solver, the peeling framework based on the bipartite graph and the iterative framework based on the binary tree search. Then, we obtain the conclusion of the performance of six corresponding algorithms: the sFFT-DT1.0, sFFT-DT2.0, sFFT-DT3.0, FFAST, R-FFAST, and DSFFT algorithms in theory. In the second part, we make two categories of experiments for computing the signals of different SNRs, different lengths, and different sparsities by a standard testing platform and record the run time, the percentage of the signal sampled, and the L0, L1, and L2 errors both in the exactly sparse case and the general sparse case. The results of these performance analyses are our guide to optimize these algorithms and use them selectively.

The purpose of the study is to develop a model for the formation of professional reflection of future specialists in physical therapy, ergotherapy and to study the impact of its implementation in the process of professional training. Based on the theoretical analysis of the scientific literature, we have developed a model for the formation of professional reflection of future specialists in physical therapy and ergotherapy. The model developed is based on a reflexive approach, which assumes that a person has the capacity to take an active research position in relation to his activity and to himself as his subject, in order to critically analyze, understand and evaluate its effectiveness for its development. The approach to reflective activity allows us to consider reflection as a mechanism for the development and implementation of activity, in turn, activity is the object of reflection. The essence of this approach is most consistent with the understanding of the professional reflection of specialists in physical therapy, ergotherapy as an integral part of professional activity, which led to the development of a program of work with students on its basis. Psychological methods, a specially designed questionnaire and an expert evaluation method were used to evaluate the effectiveness of the model. Formation of professional reflection of future specialists in physical therapy, ergotherapy is presented in the form of three successive interrelated stages. The components of professional reflection of specialists in physical therapy and ergotherapy are covered. We used the methods of diagnostics of reflexivity and examination twice, before the beginning of the experimental work and after its completion. The analysis of the experimental work showed that the students of the experimental group significantly increased the level of formation of each of the components of professional reflection of specialists in physical therapy and ergotherapy. The results of the study make it possible to outline a number of unresolved problems, the development of which is dictated by the needs of the theory and practice of the entire education system. According to the results of the study, the introduction of the developed model in the process of professional training of future specialists in physical therapy and ergotherapy will contribute to the formation of professional reflection.

The article substantiates the relevance and features of the formation of health-preserving competence of student youth as a priority area of public policy. Despite the scientists' active interest in the problem of developing the individual's health competence, in theory, and practice, this issue remains insufficiently studied. In particular, there is no common understanding of the essence of health competence, the process of its development. In this regard, the concept of «health competence» requires clarification and specification and analysis of the pedagogical conditions of its formation in student youth. Today, it is vital to introduce a systematic approach to maintaining public health by involving not only health but also education, culture, social work, etc. Statistics show an exacerbation of negative phenomena in Ukraine: the spread of drug addiction among young people, alcohol use, smoking, sexually transmitted diseases, early pregnancy. The problem of health and a healthy lifestyle has been exacerbated in the context of the current global pandemic. In the context of the importance and role of youth in the social structure of society, the study of the essence of youth problems, including health issues, becomes relevant. The author found that one of the most pressing problems of today is the formation of health-preserving competence of student youth, which involves the formation of a healthy lifestyle in the younger generation. Given the diverse scientific approaches to the problem in the study of the formation of health competence of students, youth has been considered as an integrative personality trait that ensures the organization of a healthy lifestyle in the physical, social and mental (spiritual) spheres of student youth as a separate socio-demographic group. Differs in the set of age and psychophysiological features, the level of health of which depends not only on the quality of their own lives but also the quality of the future professional activity.

Owned business management inevitably implies the availability of tools for its implementation. The set of tools for such management is effective, when it can be integrated into the overall system of business processes. The problem lies in the selection of those managerial business processes, where the participation of the owner is necessary. Justification of the definition of such business processes is possible on the basis of systematization and identification of the risks, that must be assumed by the business owner. In theory and practice of management, the focus is on the management of the organization, which is implemented by hired specialists-managers. The role of business owners is rarely seen as an independent activity. Meanwhile, the goals and the role of business owners are far from adequate to the goals and roles of managers. This circumstance makes the problem of ownership business management urgent. Currently, the terms “owner contro”l and “ownership management” are used in literary sources. These terms do not coincide in their meaning. Ownership management includes ownership control and occurs when the owner solves the problems of strategic development. If strategic development goals are not set for any reason, the owner remains to develop a system of ownership control over the current state of the business. Ownership business management should be built on the development and control of the organization's business processes. The owner can not physically control all business processes, and this is not necessary. There is a need to highlight those business processes, that he must control necessarily. In our opinion, the solution of this problem can be built on the basis of an appropriate classification of entrepreneurial risks.

Modern people spend many hours of daily life, such as study and work, to the sitting position with chairs and sofas.  If you sit for a long time with a wrong posture, musculoskeletal system disorder can occur and distraction due to low concentrations. In this research, we implemented the chair-type smart health management monitoring system which provides the user with the traditional functions of the chair more effectively and also enables various health management functions. For this reason Three load cells (SB S - beam load cell, 100 kgf) were arranged in an equilateral triangle shape between the top plate and the lower plate of the chair to construct a control section. In addition, we designed a measuring section composed of a filter and an amplifier so that we can simultaneously measure weight signal and BCG. We implemented an information-based posture discrimination algorithm of weight information and a distraction estimation method and implemented a PC and Android-based smartphone monitoring system. We conducted two experiments to evaluate the performance of the implemented system. First of all, in order to evaluate the performance of the posture discrimination algorithm, nine postures were obtained for 10 test subjects in an arbitrary order. As a result of comparing arbitrary posture and posture discrimination results, it showed discrimination performance of 97.9%. Finally, experiment was conducted to confirm the usefulness of the discrimination of distraction in daily life. The experimenter checked the change of the indicator according to the posture change during audiovisual data appreciation. Distraction continued changing posture as a result of confirming the image of the section where the numerical value is high, and confirmed that it is not concentrating on the image. The implement system can help not only health care function in daily life, but also to induce proper posture and improve sitting habit. In future studies, we intend to conduct a research to objectively demonstrate the usefulness of the Distraction estimated index.

The article analyzed the peculiarities of the interpretation of the «communication culture» in the context of scientific researches of the past and contemporary domestic researchers. An analysis was carried out to define the concept of «communication culture of a person», the approaches to the definition of this concept are singled out. The positions of scientists concerning the role of eloquence in the formation of the linguistic personality are analyzed, the language is analyzed as a «social and psychological phenomenon», historical conditions of the formation of the concept of «communication culture» are characterized, in particular, attention is focused on the formation of the linguistic personality. It was found out that studies of the ancient traditions of the formation of the language of culture make it possible to better understand modern trends in the development of the person's communication culture. Modern studies have shown that in linguistics for a long time there was no unity in the interpretation of the concepts of «language» and «communication». Problems of the formation of the culture of broadcasting have become the object of research by eminent thinkers, beginning with the period of Antiquity. The question of the formation of a culture of speech has long traditions. Note that in European linguistics, the first decades of the twentieth century. Theoretical study and approval of the concept of «culture of language» in the scientific circulation is underway. It should be noted that in connection with the introduction of information and communication technologies in all spheres of society life has increased interest in the theory and practice of eloquence. This is explained by the fact that the active use of information and communication technologies involves the search for ways of speaking influence, both on the interpersonal and on the public level. According to authoritative experts in rhetoric, L. Matsko, O. Matsko, N. Mykhailychenko, V. Poltupets, etc., there are also communicative reasons that ensure the actual and further development of the theory and practice of oratory in the XX-beginning of the XXI century.
