The practice of substantiating projects for organizing passenger transportation both in Russia and abroad shows that these projects are unprofitable or unprofitable in terms of financial results. As a rule, due to their social significance, such projects do not allow setting prices for the finished product, ensuring that the received income exceeds the amount of invested funds. At the same time, both in Russia and abroad, projects for organizing passenger transportation are necessary, since their implementation ensures mobility, transport accessibility and other components that characterize the high quality of life of people. Therefore, when justifying projects for organizing passenger transportation, the emphasis in terms of their efficiency is most often shifted from determining direct effects (additional income, cost savings, profit) to obtaining indirect effects, the essence of which boils down to monetizing those results of projects that do not fall into the sphere of direct effects. those. in monetary terms, individual benefits of projects, reflecting various benefits for external and internal project participants, future owners of its results and other stakeholders, called stakeholders in project management. Depending on the circle of persons interested in the project, the attitude of state authorities also depends, without whose financial participation it is practically impossible to implement any project on the organization of passenger transportation today. The article discusses an approach to substantiating the effectiveness of projects for organizing passenger transportation in water transport, focused on identifying indirect effects, with specific examples showing the possible ranges of calculated effects in relation to the practice of water passenger transport enterprises.

This article presents the anticipated safety effects of the implantation of section control in Hungary. The proposed results were originated from international studies and the local circumstances. Effects are depending on the control coverage and the magnitude of the sanctions. Direct (short term benefits) and indirect effects (long term benefits) can be identified. Direct effects are the decreasing of accident numbers, while indirect effects are the decrease of other externalities of transport like environmental loads. Based on the results the implementation cost of the enforcement system is measureable with the proposed social cost savings come from the decreasing number of accidents.

he paper considers a possibility to apply gravity models for calculation of intercity passenger transport corres- pondences which are implemented with the help of public transport. The Ukraine transportation system has been selected as an object of investigation and this approach extends application possibilities of the obtained results. Calibration coefficients used in calculation of the indicated correspondences are rather important and significant in case of forecasting passenger transport correspondences. Formalization of these factors is necessary for every transportation system if a calculation of pas-senger transport correspondences has been made for it. In this case searching for actual calibration parameters and other coef-ficients as components of gravitational models is a relevant objective of the given paper. Selection of the gravity model va- riant plays rather significant role in solution of this problem. The developed methods for calculation of passenger transport correspondences are proposed for their application in respect of various transport and trip types. The executed research works have made it possible to investigate a process pertaining to providing of services for passenger transportation while using public routes. The obtained characteristics on functioning of the studied system have allowed to assess the possibility for ap-plication of the known methods for calculation of passenger correspondences and analyze the quality of their application. Calibration coefficients have been empirically selected for calculation of the indicated correspondences while using method of gravity modeling. Formalization of previously unexplored parameters of gravity model component provides the possibility to apply the considered approach for calculation of passenger correspondences within the framework of the investigated trans-portion system. This makes it possible to plan and arrange interaction of various transport types and provides new data and knowledge on the studied system.

One of the requirements of our time is a high-quality public transport service for passengers. Reliability and regularity of traffic, duration and comfort of the trip, traffic safety, availability of equipped and convenient stops - all this and many other factors affect the quality of passenger service. The peculiarities of the organization of passenger transportation, as well as the performance of city routes, affect the psychophysiological state of a person and, as a result, the functional state and the degree of passenger fatigue, which leads to a decrease in his income. The study identified and analyzed the performance indicators of competing routes, which duplicate each other: bus route №276e and trolleybus route № 46. Based on the analysis of studies in the field of the quality of the provision of services by passenger transport, a survey form was formed on the quality of transportation on the routes of urban passenger transport. The assessment of the degree of consistency of experts' opinions using the Kendall coefficient of concordance indicates the consistency of expert opinions. Most of the criteria that were determined by passengers (interval of movement, the degree of filling and the service life of the vehicles) are indicators of the operation of the route, affect the passenger's transport fatigue and a decrease in the passenger's income. The change in the level of transport fatigue of the passenger during the waiting periods and at the end of the route trip in general along the directions of movement and on the individual hauls of the routs are determined. When assessing the quality of transport service on routes, the obtained values of transport fatigue indicate that when using routes, the condition of passengers is assessed as "good". But, if we consider the state of the passenger while using the individual hauls of the routes, his transport fatigue changes significantly and is assessed as "satisfactory". The value of a decrease in passenger income on routes increases throughout the trip, due to the dense filling of the vehicle interior, which negatively affects the functional state of the passenger. Under the existing conditions of passenger transportation on routes, the value of passenger fatigue and the value of passenger income reduction on bus route No. 276e exceeds the value of this indicator on the trolleybus route. To improve the organization of the bus route No. 276е, it is proposed to update vehicles and use buses with a larger passenger capacity (III class instead of I and II, which are used on the bus route now). After the implemented proposed measures for the busiest direction: the occupancy rate of the bus cabin decreased from 1,05 to 0,36, transport fatigue decreased from 5,5 points to 3,03 points, respectively, the value of the decrease in income from 60,55 UAH to 51,53 UAH. Updating vehicles on the Kharkiv bus routes are an urgent problem that requires an immediate solution to improve the quality of passenger transportation. The use of obsolete vehicles on city bus routes affects not only the passenger's fatigue, but also the drivers and, as a result, the likelihood of an road traffic accident. A significant adverse factor affecting the driver is the air pollution of the vehicle interior with harmful compounds, especially carbon monoxide.

Market liberalization is a great contemporary trend in many fields of economy. Liberalized transport market, where the transport demand is meeting with transport offer, is evolving dynamically. Private railway passenger operators want to increase their market share together with national railway passenger transport companies therefore the quality of passenger transportation is getting higher, which positively influences the attractiveness of railway passenger transport. The article is focused on these current trends of liberalization in railway passenger transport market. From operational and economical point of view, there are described some ways, how to make the railway passenger transport system more effective and make the entire transport system more attractive for traveling public.

Problem. The need to develop and implement city passenger transport management systems is explained by the current trend to account the integrated efficiency of technological processes implementation within enterprises, transport infrastructure and socio-ecological environment. Also, the assessment of management efficiency should reflect the list of requirements to social significance of public transportation quality. The introduction of city passenger transport management system is a complex task that requires development and formalization of the apparatus for identification and structural multilevel analysis of the quality of public transportation as a fundamental tool for assessing its effectiveness. Methodology. By adapting the principles of identification and structural analysis to syntactic structural models of describing the quality of transportation and establishing the basic production connection of its change, a set of instrumental directions for city public passenger transport management is stressed through formalization of processes within the basic levels of their evaluation. Identification and structural analysis of city passenger transport means establishing a general algorithm for forming a hierarchy of problematic tasks of ensuring the quality of transportation and find effective measures to solve them in a multivariate management. The formed structure of the complex adaptive resonant model of passenger transport management is based on establishing the classification signs of public transportation quality and contains the basic layers of comparison and recognition of conditions for its maintenance. Originality. The situational and structural approach is offered as an invariant basis for the system analysis of difficult objects when implementing the principles of complex management of city passenger transport. It is proposed to approach the choice of the structural modeling apparatus that satisfies the selected requirements of the strategic management of city passenger transport from the standpoint of the possibilities of syntactic formalization of descriptions of its levels and the tasks of identification and structural analysis. Practical value. Based on the principles of adaptive resonance theory, the structure of the model of multilevel coordination of local control parameters is developed and a sequence of their quantitative comparative evaluation is formed according to the basic units corresponding to strategic types of city passenger transport management: improving mobility and quality of transportation, economic incentives, resource efficiency of transport infrastructure, road safety, environmental impact. The developed general structure of the contour of integrated city public transport management allows in prospect to form a model of multilevel coordination of local parameters and is a methodological basis for implementation of automated decision support systems.

Passenger transport of the country has a significant impact on the level of its economic development, providing the connection of the population with objects of industrial, social, cultural and household purposes.In Russia, intercity passenger transportation by public transport is mainly represented by bus, rail, aviation (aircraft) and water (domestic). The article analyzes the dynamics of passenger transportation and passenger turnover of public transport for the period from 2015 to 2020, presents a calculation of the number of flights performed by bus, rail, air (aircraft) and water (domestic) transport, identifies the reasons for the lack of development of passenger transportation and suggests solutions.It is established that inland water transport is currently undergoing decline and state intervention is necessary for their development. Also, during the period under review, there is a decrease in the popularity of buses and a preference for private transport to public, it is necessary to improve the quality of transportation. The indicators of air and rail transport have positive dynamics, but they also require growth. The development of air transport in Russia can be carried out by the introduction of new services, for example, air taxi, rail-transport in the field of urban and suburban communications, the construction of new high - speed highways. In 2020, due to the announcement of restrictions on movement and quarantine measures, there is a sharp decline in indicators for all types of transport.The materials can be used to analyze and improve the work of the country's passenger complex.

The relevance of the problem is due to the lack of a method and indicators for assessing the level of transport mobility of cities. The purpose of the article is to develop a method for assessing the level of transport mobility. Currently, there are no science - based criteria for assessing the level of mobility in terms of the convenience of passengers using various types of public transport for travel. The use of the transport mobility index will contribute not only to improving the quality of passenger transport, but also to improving the level of transport services in General. The developed method for assessing the level of transport mobility will allow you to study the dynamics of changes in indicators and plan measures to improve the quality of transport services. The implementation of the proposed method will allow analyzing routes, as well as planning measures to increase the level of transport mobility and the attractiveness of public transport for passenger transportation.

The rapid significant increase in the quality of the process of passenger transportation by Kyiv public transport can be a powerful motivation to increase the frequency of its use. However, the parameters of the desired change in the quality of urban transport remain unknown, which leads to its chaotic management. Two trends in urban passenger traffic quality research are common. The first approach deals with measuring the operating parameters of the transport system, and the second one focuses on the research of customers' opinions regarding transport services. However, none of the scientists focuses fully on the specific human behavioral responses to the quality of the city's passenger transportation service, when urban transport is opposed to a private car. Because of this, the assessment of the quality of urban passenger transport requires the development of special tools. It is already clear today that not all traditional approaches used in studies of transport behavior that depend on the quality structure may be suitable for this.

In writing a research report requires good management, starting from the start to the end pages must be neatly arranged in accordance with existing rules. In managing the research report method, a researcher can use a variety of methods available, tailored to what he studies. This study discusses the introduction of path analysis, the notion of path analysis, which is a method for studying the direct effects or indirect effects of hypothesized variables as the causes of the effects of variables needed in research, characteristics of path analysis and terms in path analysis . There are 2 (two) completion of path analysis, namely with simple correlation, completion of path analysis with linear regression. Literary research research methods were used in this study to add insight to researchers regarding writing management. With this research, it is expected to be able to help students who are compiling reports in higher education, and can improve the quality of management of research reports using path analysis methods.
