The main aim of this paper is to investigate the role of public and private sectors in registering their plant variety under different categories as well as mapping the role of public, private and farmer’s right with reference to legal provisions. The graphical representation of data set of registered varieties (from 2009-2018) i.e. new, extant variety and farmer variety in a longitudinal way to analyze the participation of the public, private sector in registering the plant varieties. The finding of this study clearly indicates that during the initial year i.e. 2009-2012 not so many varieties got registered after that 2013-2018 specially in 2014 large varieties get registration in different categories. The finding gives a comparative viewpoint that initially in the year 2009 to 2012 public sector played a significant role in registration thereafter 2013-2018 private sector invest a lot specially in 2014 where large number of varieties register by farmers of Odisha with reference to their farmer’s right. This research gives a clear depiction to the private industries a positive trajectory of benefit of registering the variety of plant under the PPV & FR legislation. The Odisha case study enumerates the role of government and their public policies to encourage farmers to register their traditional variety and get benefit out of it

Corruption is always a big problem exist in every country. Today, the corruption is not only in the public sector but also in the private sector. Each State has used many ways to prevent and fight this crime. The 4th Industrial Revolution (4IE) brings many innovative solutions for modern life. Especially, e-Government is a great achievement of the 4IE. Base on the e-Government, the policies and regulations of States are transparent. It plays an important role to prevent and fight corruption more effectively. In this paper, the author will analyze the case study of Vietnam on fighting corruption base on the information technology and the outcome of applying e-Government on preventing and fighting corruption in both public sector and private sector. From this result of research, the author will recommend some solutions to improve the corruption status in Vietnam on the next period.

The chapter will be a case study from an Ordoliberal perspective of the conception, implementation and policy output of the newly created Private Council of Competitiveness (PCC) in Guatemala, a country wracked by mistrust of the public sector by the private sector. The PCC was founded as a private sector initiative, in conjunction with academia, to work with the government to spawn new efforts aimed at augmenting Guatemala's national competitiveness, by fomenting innovation, entrepreneurship and closer ties between academia and the public and private sectors. The chapter utilizes first hand interviews with the members of the PCC and key public sector players, academics, and other top representatives from the private sector to show how working together built the trust necessary to make the PCC a successful working body with the potential to produce important initiatives in matters of competitiveness, innovation and entrepreneurship.

Abstract: The Less Salt, More Life program was the first voluntary salt reduction initiative in Argentina. This article analyzes the perspectives of the stakeholders involved in this voluntary agreement between the Ministry of Health and the food industry to gradually reduce sodium content in processed foods. This exploratory case study used a qualitative approach including 29 in-depth interviews with stakeholders from the public and private sectors and identified the role of the different stakeholders and their perceptions regarding the challenges encountered in the policy process that contribute to the debate on public-private partnerships in health policies. The article also discusses the initiative’s main challenges and controversies.

This research deals with the extent to which the Waqf has contributed since the mid-1970s to solving the problem of low income housing in cooperation with the public and private sectors, and discusses the multi-faceted aspects of the endowments of land, capital, or both. The factors that led to the decline of the investment sector in the Ministry of Awqaf to continue to adopt this type of projects and most importantly not to achieve the investment return desired. The research aims to highlight the role of the Waqf in contributing to solving the problem of housing in the Municipality of the capital in particular by highlighting the projects of the residential stay in which it was built and the reasons that led to its decline. The importance of the research is to highlight the role of the Waqf in contributing to solving societal problems. The Municipality of the capital, such as the problem of housing with low income, and the possibility of returning again to contribute effectively and achieve the desired objectives, while achieving economic feasibility so as to be able to achieve comprehensive and balanced sustainable development that achieve the interest of the parties endowment and society. The research focuses on the identification and adoption of modern scientific methods in the field of investment. The study concluded several recommendations that contribute to restoring the role of the Waqf in the service of society, especially in the provision of housing for people with low income. Abstract This study presents a theoretical model of honest behavior in the public sector (public-sector honesty) and its relationship with corruption. We test this model empirically by utilizing and extending a unique data set of honest behavior of public- and private-sector workers across 40 countries, gathered in a field experiment conducted by Cohn et al. (N = 17,303). We find that public-sector honesty is determined by country-level societal culture and public-sector culture; public-sector honesty predicts corruption levels, independently from the effect of incentive structures—in line with the Becker–Stigler model. We find no support for a global mean difference in honest behavior between public- and private-sector workers, alongside substantive cross-country variation in sector differences in honest behavior. The emphasis assigned to honesty of public-sector workers within each country appears to be locally determined by the prevailing public-sector culture. These results imply that beyond cross-national variation in the scope of publicness, it is very content may vary across countries. Lastly, the results of this study consistently fail to support the selection thesis, and we discuss the practical implications of this result for anticorruption policy.

This study investigates the relationship between human resource management and employees’ job satisfaction in public and private undertakings. The results revealed a positive relationship between managers and employees’ job satisfaction. The analysis is based on a sample of 100 employees which were randomly chosen from both the sectors. The happier people are within their job, the more satisfied they are said to be. This paper surveys both the sectors in most of the aspects of analysis. However both sectors have their own pros and cons which will be made clear while evaluating job-satisfaction levels among the employees of both the sector. And given that the reward system in the public sector systematically differs from that of the private sector (in terms of pay, benefits, and psychic value), it seems likely that studies of satisfaction levels among private-sector employees may not be applicable to public-sector employees.Int. This thesis aims to investigate the key linkages between public and private sector sustainability reporting of goals and targets. Employing a case study method of Canadian organizations, a content analysis of 109 sustainability reports, along with 22 in-depth interviews were conducted. A review of the literature revealed that extant research in the field of sustainability reporting largely focuses on the private sector, with little attention given to the public sector. Even more so, few studies have explored the linkages between the two sectors. Therefore, this study aims to address an important research gap. Drawing insight from institutional theory, the study provides a comprehensive analysis of the key similarities and differences in public and private sector sustainability reporting goals and targets. Further, it works to outline the advantages, disadvantages, barriers and challenges to linking goals and targets. Finally, it concludes with recommendations on how linking reporting of goals and targets between the public and private sectors should be fostered.

Because of the public sector crisis, the role of the state in the provision of public service activities has been gradually changing ever since the 1980s, as the role of the financier in public infrastructure, as well as of the provider of public service activities, was increasingly being assumed by the private sector, while the state began to strengthen its role in the areas of regulation and supervision.With the involvement of the private sector in the so-called project financing of investments in construction of infrastructure and the consequent provision of public service activities, new and innovative forms of cooperation between the public and private sector (public-private partnership) have gradually been introduced as an addition to the already established concession and public procurement relationships. At the same time, states have in addition to classic (budgetary) financing gradually introduced new ways of financing public service activities, which enabled the repayment of investments in public infrastructure and reimbursement of (private) providers for goods delivered or services rendered (public goods). Undoubtedly, these forms of cooperation between the public and private sector call for regulation of certain complex issues. This article focuses on the examination of forms of integration between the public and private sector in the provision of public service activities in the framework of concession relationships.

ABSTRACT The incident command system (ICS) works for oil spills. It should be the industry standard and some will argue that it already is. But there are a number of temptations to fiddle with it. Fueling these inclinations is the fundamental difference between oil spills and natural disasters: Oil spills make the perpetrator fix the problem—under heavy oversight. Add to this difference the public outcry that attends oil spills and the dual role of government as both helper and prosecutor. From these conditions emerge adaptations of ICS which both weaken and strengthen it. The benefits of ICS are diminished by deputy incident commanders who block unified commanders from access to section chiefs, over-zealous crisis managers who displace command post decisions or its information office, separate press offices with party line slants, government law enforcement activity mixed into spill response, nonstandard operations terminology and structure involving “containment and cleanup” or “salvage,” and the commingling of public and private response funds. ICS's application to oil spill response is strengthened by the use of trained unified commanders, deputy incident commanders who operate as staff rather than line, crisis managers who support on-scene objectives, joint information centers, and heavy involvement of skilled, prepared environmental assessment teams in the planning section who generate priorities, strategies, and (operationally coordinated) tactics. Technically, not all these points constitute alterations of ICS, but most do and the others come close. This mixed bag of strengthening and weakening tweaks to oil spill ICS provides an opportunity to take a new look at this faithful friend to the crisis responder.
