Digitalization of Mustahiq Economic Empowerment Model based on Productive Zakah Fund

Poverty is a social problem that requires effective and sustainable management. Many parties have made various efforts to overcome poverty. However, the poverty reduction model that was built tended to only use a charitable approach. So that’s only creates a sense of dependence on aid. Poverty reduction requires the involvement of all elements of society, which in a systematic, sustainable, holistic and integrated manner. In line with that, the Islamic economic system offers an alternative in overcoming various socio-economic problems in society, through the instrument of zakah. Although many studies have found that the potential for zakah is very large, the collection and distribution of zakah funds has not been carried out optimally, so that it has not had a significant impact on poverty. Therefore, facing the current development, it is necessary to digitize the proper mustahiq economic empowerment model. The research type used is in the form of field research with a qualitative methods by conducting a deep review of various literatures. The research concludes that the proper digitalization of the mustahiq economic empowerment model can be carried out in a creative productive manner, by distributing a zakah that cannot directly used or spent by the mustahiq. So that the utilization of zakah itself, will have an economic impact on the mustahiq. In order to make this creative productive distribution model runs successfully, it requires coaching and mentoring activities. Coaching and assistance carried out for mustahiq must be adjusted with the era development, through the use of digital technology.

Zakat is maliyah ijtima’iyyah activity. As the third pillar of Islam, zakat has strategic social purpose regarding to increas such economic welfare of society. through potentiality of national zakat that reach at 217 billion rupiahs in a year, it is able to support and solve some economic problems. However, only 0.2% or around 6 billion of zakat had been collected in every year. This is clearly shown that there is lack of attention toward mechanism and distribution of that fund. Economic empowerment of umat program is one of alternative choices in order to manage fund of zakat which had funded from society intensively. This program relates with the efficient use of zakat in the terms of financial resources regarding to obtain such human welfare. This research is kind of field research with qualitative descriptive approach in order to analyse a productive zakat in terms of economic empowerment of umat in Lazismu Banyumas. In addition, the author uses observation, interview, and document research in order to collect data regarding to make such an academic interpretation which consist of data reduction, data presentation, creating conclusion and verification. Based on analysis and interpretation that had been done, this research delineates that Lazismu Banyumas is utilize the productive zakat program in order to support mustahik through some method such as financing scheme, hibah in the terms of trading tools, also giving such a capital in order to develope their sectors (agriculture, fishery and farm). Therefore, through those programmes there are some mustahik who are succeed which can improve their economic level.

The purpose of this study is to propose the management of BAZNAS which could become one of the role models of digital zakat because it is quite successful in managing zakat and the use of digital technology to create the interests of the people. Literature studies are used to reveal the use of digital technology in BAZNAS and how to develop digital entrepreneurship in the future. Findings from the results of the study revealed that the BAZNAS digital zakat program can reduce poverty due to empowering mustahik through digital entrepreneurship and digital technology innovation in the form of rice atm. Other digital technology implementations are digitizing zakat payments, application-based digital information technology services for muzzaki, and blockchain (i-zakat) in managing digital zakat. For the development of digital entrepreneurship, the role of government, universities, and BAZNAS must be able to work well together. The BAZNAS Model digital zakat program can be a useful reference for global zakat managers in improving digital entrepreneurial practices and zakat distribution innovation. The implications of this research are the results of observations on the practice of using BAZNAS digital zakat technology in the management of zakat based on a theoretical basis using an Islamic economic approach.

This research aimed at finding out the distribution of zakat and obstacles faced by BAZNAS West Kalimantan Province in economic empowerment for the poor. The research employed field research. After data collection done, the analysis carried out by doing Focus Group Discussion (FGD) to formulate maqāsid al-syari’ah based model of economic empowerment for the poor through BAZNAS West Kalimantan Province. The formulated model is able to be used as alternative for BAZNAS West Kalimantan Province in conducting maqāsid al-syari’ah based model of economic empowerment for the poor, especially in West Kalimantan.

The discussion in this paper covers: What is the motive for establishing zakat institutions in Pulosari, Jumoyo, Salam, Magelang? How is the collection mechanism? How is the distribution model? This research type was field research with data collection technique through observation, interview and documentation. The result of this research found that the distribution of productive zakat is done in three ways. First, model in kind, that BAZIS manager gave zakat as capital without having to return and without bond, Second, non-financial mudharabah model, the BAZIS manager gives goat breeding, if the goat gives birth to the child a mustahiq right while the indutility is returned to be distributed to other mustahiq. Third, al-qard al-hasan model, amil channeling zakat property in the form of capital to mustahiq with provisions for returning capital.

This article examines the execution of a security interest in Islamic banking in the Islamic economic disputes in  the  Purbalingga  Religious  Court. The case of non-performing loans in the world of Islamic banking is often the case, this was due to the debtor defaults. Mortgages used as collateral can be executed based on the decision of the Religious Court. The method used in this research is a kind of field research with the approach of Socio Legal Research, including in the realm of non-doctrinal study. The results show the execution of a security interest in dispute sharia economy in Purbalingga Religious Court has been run in accordance with the mandate of the Act: On the substance of the Implementation of the decision of execution is the end of a case that is the result of what is required by the plaintiff are determined in a court of Religion with using the guidelines do not separate from the disciplinary proceedings contained in HIR or Rbg. On the  Structure  of  Purbalingga Religious Court  carry out executions by institutions that are available from the start to the filing of the petition to the Chairman of the Religious Courts, judges who will examine the final verdict, Executor who will call and will execute and when the auction Clerk role of the mentor  State Property Office and Auction (KPKNL). Culturally law. Purbalingga Religious Court  carry out the execution-based approaches to religion and culture. This approach proved to facilitate execution. Obstacles that faced in general, form, creditors often receive a guaranteed land and buildings where the land certificate is no longer appropriate to the actual situation, the Debtor is not willing to leave the place right dependents, barriers to the sale of objects auction execution which does not go unsold objects auction / auction. Constraints that normally occurs in the execution of this economic security rights dispute, can be resolved by various reinforcement structures / institutions and culture through the law chosen by the Purbalingga Religious Courts.

The Muamalah market and the use of dinars and dirhams in the community are not merely tools for buying and selling activities. However, it contains a noble goal, namely, to provide benefits to humans, especially in buying and selling activities. The phenomenon of the muamalah market seems to be the answer to concerns about the existence and monopoly activities of conventional markets (eg malls and supermarkets). The results of this study (qualitative) reveal: first, the muamalah market has been disrupted due to the inability to compete with the conventional market presence and the delay in responding to the conventional market presence, especially from the aspect of using technology. Second, the muamalah market does not yet have a fixed place. Third, the use of dinars and dirhams during their implementation does not yet have legality in their use. Fourth, the government still has not looked at the muamalah market to make an economic contribution to the country. The implication of this research is the urgency of the presence of the muamalah market and the use of dinars and dirhams. The use of technology will provide muamalah market opportunities and the use of dinars and dirhams so that they can be useful for the community. So that this can be the answer to economic problems in the community and even for the country.

The World Bank's Andhra Pradesh Rural Poverty Reduction Project supports the self helf groups of the women members. It promotes women's social, economic, legal and political empowerment to reduce poverty among the poor and the poorest of the poor. The important object of this article is to examine the impact of micronance on the socio economic empowerment of the rural women supported by the national reputed NGO- Rashtriya Seva Samithi (RASS). 184 women members of the SHGs promoted by Rasthriya Seva Samathi (RASS) an NGO which located in Tirupati town. 184 samples are selected randomly from 15 SHGs scattered throughout the Tirupati rural mandal (Taluk) from the area of the study have been considered to conduct the present research study. The study reveals that 87.71 percent of the sample women were below the poverty line before joining the SHGs. As a result of SHG, about 40 percent of the sample women crossed the poverty line. The highest intensive value indicates that more women have participated in social agitations for the welfare of the children and the society. The second highest intensity reveals that considerable numbers of women of SHGs have participated in the government sponsored schemes. The 1st point secured 3rd rank with total intensity value of 605 which status that the micro credit has resulted in increased social status and empowerment.

Lessons from recurring economic crises have been of particular concern to the Islamic world. Mostly Islamic countries are of middle and low-income economies that they had been inevitably suffered from extensively negative consequences caused by economic crisis such as  drastic decline in welfare. The accumulation of under-performance institution and complexity of the prevailing socio-economic problems have made recovery efforts either harder steps to take or even further distances to approach merely the pre-crisis level. Using analysis based on Islamic perspective, this paper seeks to explore on economic crises, welfare and hope for good governance would be as a fundamental resilience in times of crisis. From the elaboration of literature review which encompasses thoughts of a number of Islamic economic thinkers as well as empirical studies, Islamic countries should take all determination in good governance reform as it is directed by Islamic teaching to safeguard intact welfare of the Islamic notion of which consists of ad-din (religion), al-maal (wealths), al-aql (intellect), an-nafs (life), and  an-nasl (posterity).
