The article deals with the dependence of the competitiveness of industrial enterprises on the level of innovation activity. The essence and main characteristics of the competitive advantages of the enterprise from the point of view of innovative activity in the course of innovative activity are highlighted. One of the factors that can increase the competitiveness of business is the active use of innovative production technologies, which will ensure a continuous improvement of scientific, technical, industrial, financial and social activities in the context of changes in the institutional environment. The results of analytical research of priority sectors of Ukrainian economy from the point of view of innovative activity are presented. With the transition of the economy to the next technological institution, it is worth talking about the change of priority industries in the structure of industry - from low-processing with low added value to innovative high-tech and high-margin. As the first Ukrainian Business Innovation Index showed, only some companies are ready to invest in innovation and have a strategic vision. According to research, most companies are still not ready and do not plan to make fundamental changes in their business models in the near future. Innovation is limited to the introduction of new production technologies, automation of tasks, training of staff new skills, changing approach to marketing and communications. The necessity of systematic support of innovative activity is substantiated, the basic directions of optimization of structure of economy of Ukraine are allocated. The European vector of Ukraine gives a good chance to digitize the processes. In particular, for state-owned companies in areas such as energy and oil and gas, the prospect of digitalization has become the prospect of entering the European Union. However, without major changes to the regulatory system, government priorities, and extensive government-business cooperation, no real major changes can be expected. The issue is not only in the tax field or subsidization, but also in education, digital skills of the population. The necessity of updating the issue of development of high-tech sectors of the economy has been proved, which will increase the competitiveness of industrial enterprises. Given the trends identified, it is appropriate to emphasize the need to take concrete actions to change the structure of the economy, to increase exports of high-tech products, the creation of export-credit agencies, industrial parks.

Modern industrial enterprises play a crucial role in providing the innovation process of the national economy. They are the suppliers of high-tech products that affect the economic growth of various sectors of the economy. Despite the fact that the issue of innovative activity intensification of modern enterprises is quite actively covered by scientists, the process of innovation adoption at industrial enterprises remains insufficiently studied. Therefore, there is a need to identify the main factors of innovation adoption at industrial enterprises of Ukraine. In addition, it is important to determine the role of different funding sources for stimulating innovation adoption. The purpose of the article is to substantiate the place of financial resources in the set of innovation adoption stimulating factors and to determine the optimal structure of funding sources for industrial enterprises innovation activity. The article examines the approaches of modern scientists to the interpretation the concept of "adopted innovation" essence. The place of the innovation adoption in the innovation process is determined: it is an intermediate link between the created R&D and the commercialized one. It is determined that the innovation implementation at an enterprise depends on such aspects as: human resources, market, novations, and finance. It is noted that these aspects generate internal and external factors affecting the innovation adoption. The importance of different funding sources for stimulating innovation adoption is substantiated. Based on the data for 2000–2019, a vector autoregression model (VAR) of the new machines and equipment adoption dynamics at industrial enterprises of Ukraine under the influence of various funding sources was built. With the help of VAR-model and situational analysis it is determined that in order to maximize the number of new machines and equipment adoption at the industrial enterprises of Ukraine in the funding structure of innovative activity the predominant share should be occupied by own resources of industrial enterprises and state budget funds.

The article discusses the concepts of "potential" and "economic potential", analyzes their interpretation by different scientists, and gives reasons for the importance of its awareness by countries for which it determines their specialization. The economic potential of high-tech production in Ukraine is analyzed by such indicators as the part of enterprises that inculcate innovations (products and/or technological processes), the part of the amount of the realized innovative products (commodities, services) in the general volume of the realized products (commodities, services) of industrial enterprises, the costs of innovative activity, export of high-tech products, the amount of workers per a million habitants of country, that are engaged in developments and researches, and middle and high-tech industry (including building) in the percent of value-added of production of Ukraine. The article consideres the place of Ukraine in the Global Innovation Index. Comparative description of Ukraine, Poland, and Vietnam is fulfilled according to the indexes of exports of high-tech products (in billion USD) and amount of workers per a million habitants of the country that is engaged in developments and scientific researches. The paper analyzes how the share of high-tech products affects the development of the economy and competitiveness of the country. It shows the costs of scientific and technical research and development of Ukraine as compared with the United States, Germany and Japan. It also considers the importance of investment activity in Ukraine for the development of the country's economic potential. The article indicates the problems that hinder the development of technological and scientific potentials of Ukraine. Recommendations are given on the possibilities of increasing the economic potential of high-tech national production in order to increase Ukraine's competitiveness in the world market.

It is defined that the important role in the development of Ukrainian economy belongs to the industrial production sector, wherein the scientific-technological progress and innovation are generated, presenting this very sector as a «driver» of economic growth. It is determined that the largest number of innovatively active industrial enterprises of Ukraine is located in Kharkiv region. Hence, the article is aimed at researching the status of innovative activity of industrial enterprises of Kharkiv region. The analysis of the main indicators of innovation activity of industrial enterprises of the region was carried out. It was identified that the share of enterprises that introduced innovations is insignificant, and the share of innovative products sold by them is generally little tangible in the total volume of the products sold. It is reasoned that this situation may indicate a negative tendency of deterioration of the quality of innovative products and its uncompetitiveness in the market. The distribution of the total costs of industrial enterprises of Kharkiv region by the directions of their innovation activity is researched. It is defined that the bulk of innovation costs are directed by enterprises to purchase machinery and equipment, and the share of costs for the internal and external R&D is extremely small, which indicates the imperfection and irrationality of the existing structure of costs. It is determined that the key factor in stimulating innovation activity at industrial enterprises of Kharkiv region is the attraction of the governmental and foreign investments for the development, creation and implementation of innovations, since the main source of innovation financing at present is the own funds of enterprises. It is proved that without changing the present day situation with regulation in the field of innovations, an increase in the competitiveness of industrial enterprises of Kharkiv region in the near future and an acceleration of the pace of their innovative development is problematic.

The article analyzes the main indicators of innovation activity of industrial enterprises of Ukraine for 2014–2019. It is established that the share of expenditures on own research and development is consistently low, without showing a clear downward trend. It is shown that foreign trade in light industry goods in Ukraine is not balanced, as imports predominate over exports, which leads to an outflow of funds that can be spent on innovative development of the industry, creation of new high-tech jobs and training of highly qualified personnel. The annual deterioration of innovation indicators of light industry enterprises was revealed, which was caused by a low share of innovation-active enterprises in their total number, as well as a small share of innovative products in the total volume of light industry products. The number of innovatively active industrial enterprises by areas of innovation in 2014–2019 in terms of economic activities is analyzed. It is established that the highest indicator of expenditures on internal scientific developments in general in the industry of Ukraine, in processing and light industry was observed in 2016, the lowest – in 2019. Expenditures on external research in the industry as a whole ranged from 30.3 to 56.6% in relation to the expenditures on internal developments during the study period. The indicator for the processing industry is slightly lower (from 29.1 to 45.3%) and very low for the light industry (from 14.3 to 36.4%). It should be noted that in 2015, 2017 and 2019, external R&D was not carried out). The analysis of expenditures on innovations of industrial enterprises by areas of innovation in 2014–2019 showed that for all articles in light industry they are insignificant, and in some years either there is no data on them at all, or the data are not published. Factors that negatively affect the ability of light industry enterprises and garment enterprises in particular to carry out innovative activities (low innovative potential of industrial enterprises; lack of information on new technologies, lack of information on markets and lack of opportunities for cooperation with other enterprises and organizations). Some ways of development of innovative business for Ukrainian garment enterprises are indicated.

Conclusions and prospects for further research. Thus, the results of the research indicate the presence of a number of problems in intensifying the innovative activity of industrial enterprises. With the help of the analysis of innovative activity of domestic industrial enterprises the main problems which constrain innovative development of the enterprises are revealed. Mostly financing was carried out at the expense of own funds of enterprises, and the volume of expenditures on innovation activities at the expense of foreign investors, the state budget and lending is observed at a fairly low level. The declining dynamics in the areas of innovation in domestic enterprises and their low share in the volume of industrial production is a manifestation of forced compulsion to increase imports of new equipment and technologies, manufactured products and reduce export operations for domestic innovative products. According to the obtained results the directions directed on activization of innovative activity of the industrial enterprises are formed. The implementation of the proposed measures will significantly increase the level of innovation activity of industrial enterprises in Ukraine, stabilize the accelerated process of renewal of production, effectively use domestic and foreign investment for innovation. The article aims at clarifying the classification features of the forms and directions of technology transfer, and analyzing empirical data on technology transfer operations in Ukraine. The effectiveness, efficiency and immediacy of technology transfer depend on the choice of its rational forms and directions of technology transfer. The combined form of transfer is considered to be most promising, as it encompasses the advantages of both the vertical and horizontal transfer forms based on the open innovation business model. Ukraine has prerequisites for the implementation of this form of technology transfer, but it is necessary to increase the innovative activity of industrial enterprises and research organizations, and to increase funding for innovation. In the future the authors plan to suggest an organizational and economic mechanism to increase innovation activity at the enterprise level. In 2007-2019 research and development at industrial enterprises (R&D) accounted for about 15% in the total cost of innovation, in average. The lowest share of R&D in total expenditures on innovation was observed in 2011 (7.5%), and the highest share was observed in 2018, comprising 26.3%. The share of costs for vertical transfer is 69.6-89.5%, which is much higher than that for horizontal transfer, which is 10.5-30.4%. The main reason for the decrease in the level of technology transfer at Ukrainian enterprises is the limited funding from the state and the negative investment climate in the country. The share of non-commercial transfers has been lower than 1% since 2012. Combined transfer based on digital technology platforms is virtually absent.
