UNIDIR’s new study Women Managing Weapons: Perspectives for Increasing Women’s Participation in Weapons and Ammunition Management seeks to fill this gap by exploring women’s participation in the field of weapons and ammunition management, particularly their lived experiences in WAM technical roles, such as stockpile managers, armourers, ammunition and technical experts, explosive ordnance disposal specialist. The purpose is to unpack the challenges faced by these women and identify good practices for further inclusion of women in WAM. It also provides ideas for states, international organizations and disarmament stakeholders to improve gender diversity in implementation of arms control commitments, such as the UN PoA and its relevant instruments.

Existing scholarship documents large worldwide increases in women’s participation in the public sphere over recent decades, for example, in education, politics, and the labor force. Some scholars have argued that these changes follow broader trends in world society, especially its growing liberalism, which increasingly has reconfigured social life around the choices of empowered and rights-bearing individuals, regardless of gender. Very recently, however, a variety of populisms and nationalisms have emerged to present alternatives to liberalism, including in the international arena. We explore here their implications for women’s participation in public life. We use cross-national data to analyze changes in women’s participation in higher education, the polity, and the economy 1970–2017. We find that women’s participation on average continues to expand over this period, but there is evidence of a growing cross-national divergence. In most domains, women’s participation tends to be lower in countries linked to illiberal international organizations, especially in the recent-most period.

Hundreds of thousands of people have been killed and millions displaced in a decade of conflict in Syria. The devastation caused by the unrelenting war makes this crisis one of the most serious humanitarian disasters in recent history. The widely reported and available numbers—more than six million internally displaced and five million refugees, roughly half the population of the entire country—reflects only a fraction of the conflict’s toll (OCHA 2019). Hundreds of thousands of people have been besieged, hospitals have been destroyed, and humanitarian access has been restricted. This has led to countless denunciations from international organizations, states, and civil society movements calling for the laws of war to be respected, sieges lifted, and humanitarian access facilitated. But beneath each of these humanitarian appeals lies a complex reality extending beyond the binary narratives that have come to define the Syria war: of an “evil regime” willing to demolish neutral hospitals in its quest to defeat a popular uprising, or of “terrorists” using hospitals to launch attacks against a legitimate government. Indeed, each reasonable demand for a more humane conduct of warfare interacts with the complexity of Syria’s history and the role of social services in the postcolonial period, the evolution of the application of the law of war in the context of a war on terrorism, the lived experiences of the tactic of siege that follows Syrians across borders, the use and manipulation of humanitarian narratives to fuel complex ...

With increased attention to the needs of women in conflict and post-conflict situations, a multitude of resolutions on Women, Peace and Security have been adopted at the international level. Security Council Resolutions 1325, 1820, and 2122 all reflect an increased recognition of the need to engage, monitor, and increase women’s participation in post-conflict recovery process. Although scholars on reparations have focused on the benefits that a gendered perspective brings to reparations programmes, scare research exists on the experiences of women years after the acquisition of reparation. This article investigates the lived experiences of female beneficiaries of Ghana’s reparations programme 8 years after completion of the programme. It highlights the violence experienced by four female beneficiaries of the programme, showing the long-term impacts of violence on their lives. The article reveals the reparations programme’s inability to adequately address the effect of violence on the lives of female beneficiaries.

This chapter addresses some key theories on radicalization and looks at women in radicalization. It pays particular attention to theories and writers who discuss groups with women as active members. The chapter shows that none of the theories take gender seriously; they dismiss the lived experiences of radicals, despite claims to the contrary. Consequently, theories at worst ignore or at best diminish women’s involvement, a trend repeated in policies. The chapter demonstrates how commentators sexualize women’s agency, then considers explanations of individual women who have been involved in terrorism and political violence from the position of intersectional agency. Looking at group analysis, the chapter reveals how, when they are violent or support violence within groups, women’s actions are revealed in policy and public discourse as more shocking but also a sign of weakness on the part of terrorist organizations, denying the internal logics of radical groups justifying women’s participation.

Since the Maidan protests in late 2013, women have played crucial roles in all sectors in the conflict in Ukraine: politics, civil society, reconciliation efforts, and armed fighting. The conflict has offered new challenges and opportunities for their emancipation, influence, and empowerment, but also for growing violations of their human rights. Despite their activism, women and gender issues remain underrepresented in the Minsk process for the resolution of the conflict, despite ongoing efforts by international organizations and pressure from civil society. International and national support for women’s participation in dialogue and cooperation has increased, but needs to be sustained and expanded to new grassroots groups and women leaders for more visible impact. The article reflects the author’s personal observations on how women’s roles have evolved in the Ukrainian crisis by drawing on her field experience, meetings, interviews, and reports by international and national organizations.

Abstract Although UN Security Council Resolution 1325 calls for increased participation of women in all stages of a peace process, the number of women who participate in formal peace negotiations is still very limited. In order to augment their number, UN Women and other international organizations have published a series of policy reports in which they argue that women's participation increases the success of peace negotiations and leads to more inclusive peace agreements. However, based on an analysis of relevant policy reports and interviews with women and men involved in peace negotiations, I argue that the policy reports do not lead to women's empowerment. Instead, they contribute to women's marginalization in peace negotiations, because they entrap women between conflicting expectations. The type of behaviour that international advocates of the Women, Peace and Security (WPS) agenda expect of women when they participate in peace negotiations limits the women's room for manoeuvre—at best. At worst, this type of behaviour prevents women from participating in the negotiations, because it is dismissed by domestic (male) negotiators. But if women who participate in peace negotiations violate the behavioural script proposed by the policy reports, they are considered as not acting in line with the WPS agenda. Hence, no matter how women behave when they sit at the negotiation table, they either lose the support of international or national gatekeepers.

Purpose The purpose of this paper is to investigate the indirect relationship between board gender diversity and capital structure decisions and to examine whether the capital structure is affected by the type of approach used to promote women’s participation in the boardroom. Design/methodology/approach Based on a sample of French non-financial listed companies over the period 2006–2019, this paper uses structural equations modeling, difference-in-differences using propensity score matching and chow test to highlight these effects. Findings This paper finds that the relationship between the board gender diversity and the capital structure is mediated through the information transparency channel and firm risk taking channel. Furthermore, the results show that the effect of board gender diversity on capital structure decisions varies through the approach adopted (voluntary, enabling or coercive). Originality/value This paper contributes to the literature in several ways. First, the study is to the knowledge the first to examine whether and how board gender diversity affects capital structure decisions through two mediations channels, namely, the information transparency and the firm risk taking. Second, the study is one of the first to examine whether the capital structure is affected by the type of approach used to promote women’s participation in the boardroom: coercive, enabling or voluntary approach.

This article aims to understand better the impact of the diversity of gender in boards on the innovation and creativity of companies in the context of the structure of business—family businesses and non-family businesses. Based on women’s participation in decision-making and family firm literature, we argue that women directors/executives’ impact on decision-making will rely on their relative power and credibility within the board. These dynamics are especially crucial, bringing creativity to family firm’s boardrooms as well. The results show that increases in innovation and creativity with women’s presence in family firms’ boards are due mainly to outsider non-family and insider family women directors/executives. Even after the division of women directors into independent and non-independent directors, the finding suggests that women independent directors have an impact on the company’s innovations. Conversely, women chair minimal effects on the innovation and creativity advances of the businesses. Furthermore, In the family business, the influence of women managers and women independent managers on the innovation and creativity of a company is slightly stronger.


The Oxford Handbook on Women, Peace, and Security examines the significant and evolving international Women, Peace, and Security (WPS) agenda, which scholars and practitioners have together contributed to advancing over almost two decades. Fifteen years since the passage of United Nations Security Council Resolution 1325 (2000), the WPS agenda has never been more salient on the agenda of states and international organizations. The Global Study of 1325 (“Preventing Conflict, Securing Peace”) commissioned by the UN Secretary-General and released in September 2015, however, found that there is a major implementation gap with respect to UNSCR 1325 that accounts for the gaping absence of women’s participation in peace and transitional decision-making processes. With independent, critical, and timely analysis by scholars, advocates, and policymakers across global regions, the Oxford Handbook synthesizes new and enduring knowledge, collectively taking stock of what has been achieved and what remains incomplete and unfinished about the WPS agenda. The handbook charts the collective way forward to increase the impact of WPS research, theory, and practice.
