Indonesia's tobacco control law enforcement remains weak and has not regulated the total ban on tobacco advertisement, promotion, and sponsorship bans (TAPS). Meanwhile, mediated anti-smoking messages have been significantly found to reduce smoking prevalence in many countries, helping people to stop smoking and preventing new smokers. Unfortunately, the anti-smoking Public Service Advertisements (PSAs) in Indonesia is unable to compete with the extensive and creative cigarette advertising or pro-smoking messages in many media platforms. Messages encouraging people to stop smoking and delivering the hazardous effects of smoking remain spotty in terms of numbers and visibility, leaving people with limited information about the adverse effects of smoking. There has been little research literature looking at how people perceived the effectiveness of anti-smoking messages. This study aims to identify and assess the anti-smoking PSAs by #suaratanparokok. A content analysis is carried out to examine the perceived effectiveness of the #suaratanparokok PSAs on YouTube. The involvement of YouTube influencers and optimizing social media platforms are important in delivering the PSAs. This study provides insights and recommendations to warn people about the danger of smoking through effective anti-smoking messages.

The Ombudsman as an external oversight body for official performance, in Fikih Siyasah (constitutionality in Islam) is included in the supervision stipulated in legislation (al-musahabah al-qomariyah). Supervision is done so that public service delivery to the community is in accordance with the rights of the community. This is done because in carrying out its duties, officials are very likely to conduct mal administration, which is bad public services that cause harm to the community. The Ombudsman is an institution authorized to resolve the mal administration issue, in which one of its products is by issuing a recommendation. Although Law No. 37 of 2018 on the Ombudsman of the Republic of Indonesia states that the recommendation is mandatory, theombudsman's recommendations have not been implemented. This is due to differences in point of view, ie on the one hand in the context of law enforcement, but on the other hand the implementation of the recommendation is considered as a means of opening the disgrace of officials. Recommendations are the last alternative of Ombudsman's efforts to resolve the mal administration case, given that a win-win solution is the goal, then mediation becomes the main effort. This is in accordance with the condition of the Muslim majority of Indonesian nation and prioritizes deliberation in resolving dispute. Therefore, it is necessary to educate the community and officials related to the implementation of the Ombudsman's recommendations in order to provide good public services for the community, which is the obligation of the government.

With the advent of popular social media platforms, news journalism has been forced to re-evaluate its relation to its audience. This applies also for public service media that increasingly have to prove its utility through audience ratings. This ethnographic study explores a particular project, the development of ‘concept bible’ for the Finnish Broadcasting Company YLE’s online news; it is an attempt to solve these challenges through new journalistic practices. The study introduces the concept of ‘nuanced universality’, which means that audience groups’ different kinds of needs are taken into account on news production in order to strengthen all people’s ability to be part of society. On a more general level, the article claims that despite its commercial origins, audience segmentation can be transformed into a method that helps revise public service media principles into practices suitable for the digital media environment.

Since Sub-Saharan Africa's first independence in Ghana, the region has experienced massive and costly political and bureaucratic corruption within public service and administration. The causes of the corruption, its nature and form are wide and intertwined. In Sub-Saharan Africa, efforts to curb corruption have failed to discard it. The paper focused on the period from Nkruma in Ghana to Mutharika the 2nd in Malawi. This paper reviewed existing literature on political and bureaucratic corruption in Sub-Saharan Africa while on the other hand the paper employed key informant interviews to gather the required data to investigate, analyse and profile the genesis and evolution of corruption in Sub-Saharan Africa. The key informant interviews were employed to solicit public views and opinion from nineteen key informant participants (n=19) selected from 11 countries in Sub-Saharan Africa. The paper found that corruption is legendary; has entrenched itself to becoming some sort of culture in the region, and has become the most difficult socio-economic challenge to resolve in the region despite the various anti-corruption efforts employed by stakeholders to curb it. It emerged through the study that law-enforcement efforts against corruption need some reinforcement in order to be effective and eficient in uprooting corruption in the region. If Sub-Saharan Africa fails to address its corruption challenge, its development prospects would seriously curtailed.

The aim of this study is to present the Faculty of Law Enforcement of the National University of Public Service and the admission process awaiting the members of generation Z – and within it, those who wish to apply for officer cadet status – as well as the drop-out rates and their causes following successful admission, and also the prerequisite base competences expected within the framework of public service and in law enforcement. The young applicants admitted to the Faculty of Law Enforcement are supposed to represent a significant proportion of the future reinforcement of the professional service personnel, thus the member of generation Z not only stand at the gates of higher education but at the gates of the law enforcement labour market, too. Through our study, we would like to highlight the correlations emerging between the competence-based expectations of the law enforcement organs from the young career starters and the university admission process as well as the individual wishes of the applicants, and the level of contrast or synergy of the physical and intellectual status of the students in this matter. From this perspective, the question may arise whether it is necessary to implement any changes in the set of conditions, expectations or attitudes regarding the higher educational training or in the starting phase of the law enforcement career path.

The public service media (PSM) remit requires the Australian Broadcasting Corporation (ABC) to provide for minorities while fostering national culture and the public sphere. Social media platforms and projects – specifically ‘social TV’ – have enabled greater participation in ABC content consumption and creation; they provide opportunities for social participation in collaborative cultural production. However it can be argued that, instead of deconstructing boundaries, social media platforms may in fact reconstruct participation barriers within PSM production processes. This article explores ABC co-creation between Twitter and the # 7DaysLater television program, a narrative-based comedy program that engaged its audience through social media to produce its weekly program. The article demonstrates why the ABC should engage with social media platforms to collaboratively produce content, with # 7DaysLater providing an innovative example, but suggests skilled cultural intermediaries with experience in community facilitation should carry out the process.

BackgroundThe English National Health Service NHS Stop Smoking Services (SSS), established in 2001, were the first such services in the world. An appropriate evaluation of the SSS has national and international significance. This modelling study sought to evaluate the impact of the SSS on changes in smoking prevalence in England.MethodsA discrete time state-transition model was developed to simulate changes in smoking status among the adult population in England during 2001–2016. Input parameters were based on data from national statistics, population representative surveys and published literature. The main outcome was the percentage point reduction in smoking prevalence attributable to the SSS.ResultsSmoking prevalence was reduced by 10.8 % in absolute terms during 2001–2016 in England, and 15.3 % of the reduction could be attributable to the SSS. The percentage point reduction in smoking prevalence each year was on average 0.72%, and 0.11 % could be attributable to the SSS. The proportion of SSS supported quit attempts increased from 5.5 % in 2001, to as high as 18.9 % in 2011, and then reduced to 8.2 % in 2016. Quit attempts with SSS support had a higher success rate than those without SSS support (15.1% vs 11.3%). Smoking prevalence in England continued to decline after the SSS was much reduced from 2013 onwards.ConclusionsApproximately 15% of the percentage point reduction in smoking prevalence during 2001–2016 in England may be attributable to the NHS SSS, although uncertainty remains regarding the actual impact of the formal smoking cessation services.
