Under modern conditions, there is a need to update the state regional economic policy in Ukraine. Problems of the social and economic development in Ukraine explains the need to pay attention to implementation of state regional economic policy in Ukraine. Scientific and theoretical bases of state regional economic policy have been a point of many researches made by scientists. However, lots of theoretical issues on the essence of strategic approach to state regional economic policy are not fully researched. The state regional economic policy of Ukraine has been investigated. State regional economic policy is a purposeful activity of the state in economics at regional level directed at the stimulation of effective development of productive forces of regions, rational usage of resources, providing optimal conditions for the population vital activity, ecological security and advancement of territorial organization of population. The features of implementation of state regional economic policy in Ukraine are being investigated. The success of regional policy depends on the apt definition of the regions, criteria of their development, level of their correspondence to the administrative and territorial arrangement of the state. For practical realization of the policy, it is necessary to form and advance the relevant mechanism. The algorithm of forming the conception of strategy of state regional economic policy is considered in Ukraine. Goals of the state regional economic policy in Ukraine are generalized. Under today’s conditions, the state of regional social and economic development requires the improvement of forming and implementation of state regional economic policy in Ukraine. Conceptual bases for strategy of state regional economic policy in Ukraine are developed.

The problems of implementation of the state regional economic policy in Ukraine cause the need to pay attention to its mechanisms. The research of the state regional economic policy in Ukraine, its mechanisms is conducted by scientists of different fields of knowledge. In fact, the study of the implementation of the state regional economic policy in Ukraine is particularly relevant among scientists in the field of public administration. However, the issues concerning the definition of the state regional economic policy in Ukraine and its mechanisms remain insufficiently investigated. The implementation of the state regional economic policy in Ukraine is investigated; expert assessment of its mechanisms of implementation is carried out. Based on the processing and analysis of respondents' answers, the results of their assessment are summarized and the relevant conclusions are reached. It is indicated that the state regional economic policy is the activity of the state, implemented through appropriate means and levers. One of the biggest obstacles in the implementation of the state regional economic policy is the imperfection of the regulatory framework and the lack of appropriate organizational and economic support, which confirms the conclusion about the need to improve the mechanisms of implementation of the state regional economic policy. It requires paying considerable attention to the improvement of the regulatory framework of the state regional economic policy. Its assessment gives grounds to state that there is still no established interrelational regulatory framework of the state regional economic policy and that is why, according to the respondents, it needs to be updated. Current challenges, trends of regional development underline the importance of improving the mechanisms of implementation of the state regional economic policy in Ukraine. The respondents emphasized the importance of taking into account foreign experience during the implementation of the state regional economic policy in Ukraine. Further scientific search will be devoted to the improvement of mechanisms of formation of state regional economic policy.

The implementation of national regional policy depends on the extent to which its mechanisms and instruments ensure effective regional development. One of the important tools for solving the problems of social and economic development of the regions is the program approach to planning and management of the regions. However, the situation with funding and implementation of regional target programs in the regions is unsatisfactory. The purpose of the article is to investigate trends and find out the problems of budget financing of social and economic development using the program-targeted approach on the example of Zaporizhzhia region. The following methods were used for the study: historical, abstract and logical, systemic and comparative analysis. In the article, the issues of budget financing of social and economic development using a program-targeted approach are examined. The regional target programs and projects of the State Regional Development Fund for Zaporizhzhia region are analyzed. The following main features, weaknesses and problems of financing are identified: the dominance of the social component of the regional programs and projects of the State Regional Development Fund over the development-related one; duplication of tasks and activities by different programs; inconsistency of regional target programs with the strategic and operational goals of regional development strategies; fragmentation of regional target programs, which significantly complicates their management The directions of improvement of the regional target programs’ funding that correspond to the peculiarities of the current stage of social and economic development of Ukraine are outlined: activation of extrabudgetary financing, control of program measures implementation, elimination of duplication of program measures.

The present paper considers the functioning of the oil and gas industry of Ukraine in relation to the formation of prerequisites for sustainable regional development and identifies the impact of oil and gas industry development on the economy of the regions. The article identifies the factors that outline the prospects for the development of the industry. In analyzing the importance of the oil and gas industry for regional development, special emphasis is put on ensuring the economic security of the region. The impact of carbohydrate production on the economy of the regions is significant. In the regions where there are prerequisites for oil and gas production, the oil and gas industry forms a significant part of the social and economic conditions of regional development. By creating jobs, providing revenues to local budgets, oil and gas companies become strategically important not only to ensure the energy security of the state, but also largely determine the strategic directions of development of certain regions. The analysis of the development of the industry in terms of regions allowed to determine the criteria by which it is proposed to assess the impact of the industry on regional development and the formation of regional economic policy. Factors of regional development, which can have a significant impact on the development of the industry, are job creation, investment in the regions, inflows into local budgets, increasing innovation potential, increasing production of enterprises that provide infrastructure to the industry. The oil and gas industry is characterized by a significant degree of centralization of management, which requires constant coordination of regional interests with the governing structures of the industry. Significant influence on regional development is actively exercised by investment projects of the state company "Naftogaz of Ukraine", the implementation of which is taking place or planned in the near future. The presence of a certain resource potential for the development of the industry in some regions raises the urgency of harmonizing the strategic objectives of the industry with the establishment of effective mechanisms for sustainable regional development and regional economic policy that takes into account the prospects of carbohydrate production in Ukraine.

The research of a condition of peripheral territories is of special interest within formation of a spatial paradigm of development of regional social and economic system. Differentiation of level of social and economic development of peripheral territories is natural process and is subject to complex studying for formation of adequate instruments of management within spatial social and economic policy. The identity of young people, and the state of a school’s fulfilment of its tasks, as presented in the article, are based on the results of the author’s own field explorations carried out in the school year 2003/2004 and repeated in the same territory of the Silesian Voivodeship in the zone of intensive social and economic development in 2016/2017. The results of the research conducted have shown that schools brought young people with different personal and social resources, and living in different historical and socio-cultural contexts, to a similar value of identity capital. The study, conducted in two stages with an interval of 13 years, has revealed the greatest shifts in the following areas: extension of the range of interactions (change 13.2%); ambivalence (change 8.1%); revitalization (change 7.7%); and ethos (change 6.8%). The least change occurred in the provision of offers of identification (1.7% change). A slight decline was noted in the extension of the developmental moratorium (1.5% change). The identified, described and empirically verified tasks of a school form a specific map of educational activities, which can be successfully used as a matrix to describe and interpret a school’s participation in the shaping of young people’s identities.
