Public administration scholars and practitioners need to understand how citizens form judgments regarding programs implemented at the local government level. The expectancy disconfirmation model of citizen satisfaction (EDM) focuses on comparing performance and expectations and was found important to understand that. This study tests the application of the expectancy disconfirmation model of citizen satisfaction in the local government of Rwanda focusing on the Vision 2020 Umurenge Program (VUP), which is a flagship of the social protection programs in Rwanda since 2008. It predicts that satisfaction with the program may increase the level of citizen participation. Data was collected from 379 VUP beneficiaries of the program in the Gicumbi district of Rwanda using an online survey questionnaire. We applied the Structural Equation Model and correlation analysis to analyze the data. The results found EDM applicable to how citizen forms a judgment about satisfaction with VUP where there is a positive relationship between expectations and actual performance of the program (positive disconfirmation) and positive influence of EDM with VUP to citizen participation. The study suggests that the governments should take into consideration the citizens’ feedback so as to meet their expectations and their satisfaction which may increase the level of citizen participation.

Purpose The purpose of this paper is to examine the relationship between attitude functions and attitude towards social media advertising. Additionally, this study also examines the relationship between attitude towards social media advertising and purchase intention. Design/methodology/approach The data was collected via an online survey among Malaysian Muslim participants. Quantitative analysis was used to test the hypothesis. A total of 280 respondents participated in the online survey but only 264 responses fit the analysis. The data was analysed via SPSS and partial least squares structural equation modelling. Findings The findings of this paper show that attitude functions, namely, utilitarian, value-expressive, ego-defensive and religiosity have a significant positive influence on attitude towards social media advertising, whilst knowledge function was found to be insignificant. Attitude towards social media advertising was also found to have a significant positive influence on purchase intention. Practical implications Advertisers should also consider the religious aspects of Muslim consumers and their level of sensitivity as Muslims nowadays are well-informed. This is to avoid controversies and have a better understanding of their consumer needs. Originality/value This is one of the few studies examining the influence of religiosity in the social media advertising of controversial products such as bubble tea.

For policymakers across the world, the importance of budget transparency is self-evident. However, most scholars mainly focus on the economic performance of budget transparency while ignoring satisfaction of the public as the recipients of this policy. Therefore, this study examines the main factors of public satisfaction with the local government budget transparency based on the theory of customer satisfaction in the context of the Chinese budget transparency policy. Data for this study were collected through an online survey involving 235 participants. Structural equation modeling (SEM) was employed to examine the proposed model. The results indicate that the budget information quality, budget information acquisition method, and public engagement are good indicators of budget transparency perceived quality, which are positively related to public satisfaction. The government image also exerts a positive effect toward public satisfaction. Furthermore, public satisfaction is also positively related to public trust toward the local government, even though the hypotheses linking public expectation to public satisfaction, and to budget transparency perceived quality are statistically insignificant. The implications of promoting budget transparency and suggestions for future work are also included in this study.

Citizen satisfaction is an important issue for global city managers in the construction of a smart city. To date, little research has been done on the effect of citizen participation on citizen satisfaction in a smart city. From the perspective of citizen involvement and based on the theory of involvement and American Customer Satisfaction Index model, this study explores the impact mechanism of citizen participation on citizen satisfaction in a smart city and constructs a theoretical model of citizen satisfaction. The data were collected in Qingdao, which is a smart city in China. The analysis shows that citizen involvement has a significant positive influence on citizen participation both cognitively and affectively. Furthermore, citizen participation produces a direct and significant positive impact on citizen satisfaction. Last, citizen participation can also have a significant positive influence on citizen satisfaction through perceived quality and perceived value. The main contribution of this study focuses on the construction of the impact mechanism model. Based on this model, researchers and city managers can understand the entire reaction process of the citizen ranging from subjective judgement to practical actions and then actual experiences in the construction of a smart city.

Purpose – Although an increasingly complex work environment requires shared forms of leadership in the police, there is little empirical evidence on how to facilitate shared leadership in the police. The purpose of this paper is to explore the role of transformational leaders in supporting shared leadership. Design/methodology/approach – The study is based on an online survey in a German state police (3,000 invited participants, a 39 percent response rate). The empirical analysis relies on a structural equation modeling (SEM) approach. Findings – The study findings reveal that transformational leaders exert a direct, positive influence on shared leadership and have an indirect, positive influence through their capacity to clarify organizational goals and create job satisfaction for followers. Originality/value – This large-scale study is the first to examine antecedents of shared leadership in the police. The results expand on the literature on transformational leadership by highlighting transformational leaders’ role as “SuperLeaders” in supporting shared leadership.

Introduction. The purpose of this paper is to understand government social media from the perspective of user satisfaction and to evaluate it in the context of presentation, content and utility of the government affairs' microblogs in China. Method. Based on the comprehensive information theory, this study will generalise descriptions about the factors affecting the user satisfaction in the existing research. Analysis. Taking Chinese government affairs microblogs as examples, the paper utilises structural equation modelling to analyse an online survey study. Results. Its result indicates that presentation, content and utility have a positive influence on user satisfaction with Chinese government social media platforms. Conclusions. This study gets rid of the oversimplified description of the application of government social media, and could provide policy reference for subsequent adoption strategies of government social media.

This study mainly explores the communication preferences of the public; their level of trust in the government; and the factors affecting their risk/crisis perception amidst the COVID-19 pandemic. The key findings —derived from the data collected through an online survey and analysis using descriptive statistics, cross-tabulations, and Structural Equation Modeling (SEM), provide insights on how Local Government Units (LGUs) can improve their risk/crisis communication in this current health crisis. Among the key takeaways include the use of social media platforms, like Facebook, and native/local language for effective risk/crisis communication which may, consequently, foster trust building between the LGUs and the public.

Abstract This study aimed to empirically test some variables related to Performance-Based Budgeting (PBB) and Performance Measurement System (PMS) implementation in the local government, namely Special Region of Yogyakarta, Indonesia. This study applied the mixed-methods approach with sequential explanatory strategy (QUANTITATIVE to Qualitative). Quantitative stage was conducted by testing the hypothesis using the Structural Equation Model (SEM) approach. On the qualitative stage, the interview was conducted to dig more information on the unsupported hypothesis. From the result of the hypothesis testing, it was discovered that the limitation of information system had a negative influence, while education had a positive influence towards the effectiveness of PBB. Furthermore, the effectiveness of PBB had a positive influence towards budget absorption, and the accountability also had a positive influence towards the use of performance information to practice the arrangement of PPB. Meanwhile, the qualitative analysis produced the finding that there were practices of PBB that could still be done manually and it was not supported by information technology. Besides, the implementation of PMS and PBB was more because of the coercive pressure rather than consciousness of normative apparatus.

<p>Prompted by the Christchurch mosque massacres of March 2019, considerable concern was expressed by society around the world, and New Zealand in particular, about anything that might provoke further attacks on Muslims. Consequently, the branding of the Crusaders rugby club in Christchurch came under scrutiny - and became the topic of this research. The research questions were: which brand elements of a sports team would have the greatest impact on attitude to that brand and consequently the brand loyalty; and how will time and an unexpected event change attitudes to a brand, especially the influence of brand elements? Although indications are that sports related brand elements should influence brand attitude and in turn positively influence brand loyalty, this has never been researched against the backdrop of an unexpected event.   Adopting a post-positivist approach, a quantitative study was undertaken to answer the research questions. An anonymous online survey yielded 361 usable responses, of which 103 were from Crusaders fans. The analysis was conducted as two studies: (1) the whole participant group and (2) only the Crusaders fans. Study one provided demographic data and consumer views on sports brand elements influencing brand attitudes, either side of an unexpected event. For study two, factor analysis and structural equation modelling provided an indication of the hypothesized relationships between certain brand elements (name, logo, characters, pageantry) and past success on attitude to the brand and thence to brand loyalty.  Findings indicate that before such an event, only name and characters exerted a positive influence on attitude towards the brand, whereas after the event, name, characters, logo and past success all exerted an influence on attitude. In neither situation did pageantry exert a significant influence on brand attitude. In both situations, attitude influenced brand loyalty positively.  This study seeks to contribute empirical evidence for academics and practitioners alike, that supports the identification of relevant brand elements influencing brand attitudes and brand loyalty, in a sports setting. Since loyalty is longitudinal in nature, further unique temporally orientated insights into potential societal attitude shifts, are also contributed.</p>

This study was done in Bekasi district, at West Java, Indonesia, with the aims to analyze the management of upstream activities (exploration and production) of oil and gas industry and its impact on improving the quality of infrastructure, the equal benefits proportion for the corporation, local government and society, and CSR programs that would affect the community empowerment. The analysis would be calculated based on the per capita income, the number of medical personals, and the number of teachers. Based on that calculation, this study analyzed the impact of oil and gas activities to the regional development of the area under this study. Analysis of regional development was calculated through number of industry in the area, the economic growth, and local government revenue that affects community empowerment in Bekasi.Analyzed by structural equation modeling (SEM), the results showed that: (1) management of upstream oil and gas activities in this area have a positive influence, but no significant effect on community empowerment; (2) management of upstream oil and gas activities have a significant positive impact on regional development; (3) regional development has a significant positive impact on community empowerment; (4) management of upstream oil and gas activities have a greater positive influence towards community empowerment through regional development, because of the multiplier effect of the development of the region.
